Traffic Congestion ? Finally, a solution in sight ?


To day’s Business Line carries following news report :

#   The joint research project seeks to establish ,


Ø  “ a reliable and common approach “ for grasping the
                 traffic situation in cities by building a system that effectively uses


Ø  “ mobile devices , traffic sensing , big data analysis and network technologies “




 #   The field test bed system has several key components of traffic management system such as ,

Ø    Real time traffic flow monitoring cameras

Ø    Speed detection safety system

Ø    Traffic signal lights , and

Ø    Remote Environment Gas Sensing



#    Through the field test bed system, research teams of Japan and India will continue to work together
     to create a reliable approach for grasping the traffic situation in the cities in India, which will
    contribute to the formation of suitable urban transport system and facilitation of a modal shift

CPGRAMS


(  Centralized Public Grievance Redress And  Monitoring System )




Economic Times ( May 28 ) carries following news report :



Highlights :

An upgraded Centralised Public Grievance Redress and Monitoring System (CPGRAMS) will be launched within the next three months for better ‘optimisation’ of the ‘grievance redressal time’ to shorten the processing period.


This will allow the public to indicate sector /  department wise grievances for faster processing


When CPGRAMS first took off in Modi government’s first year in 2014, it got about 3 lakh grievances. The number rose to 11 lakh in 2018 and is touching 6 lakh as on May 24 this year. ..

Without doubt, CPGRAMS  sounds much more impressive than my earlier emailed suggestion,

I hope  latest version of CPGRAMS implements ALL the features of I SIN > < U SIN


But, this ( Mobile App ) was just one of the 23 Apps that I have suggested over the past 3 years

Paralyzed by Policy Revisions ?





Following news appeared in today’s Economic Times :



POLICY SOON TO  RE-SKILL and  UPSKILL



Dedicated curriculum to be developed across identified sectors.


Highlight :

Prime Minister Narendra Modi had launched the Skill India Mission in 2015 to make the country the “skill capital” of the world.


The aim was to impart skills training to 400 million people by 2022 through flagship schemes such as the Pradhan Mantri Rojgar Prohatsan Yojana, the Deen Dayal Upadhyaya Grameen Kaushalya Yojana and the National Apprenticeship Promotion Scheme.



However, barely 30 million youths have been imparted skill training.

Target               >    400 million in 7 years ( 2016 to 2022  )        =    57   million per year

Achieved            >    30 million in 3  years ( 2016 – 2017 – 2018 ) = 10 million per year

Remaining          >    370 million in next 4 years ( 2019 till 2022 )  =  92 million/year

So, next what ?  >  Policy Revision   

                            Govt to focus on “ Reskilling “ in its second term



How                  >  Dedicated curriculum to be developed across identified sectors, such as
                             banking, financial services and insurance [ BFSI ], IT/ITes ( information
                             technologyenabled services), manufacturing, e-commerce, retail,
                             logistics , healthcare and telecommunication




                          [ Apparently, it took those “ Policy Revision Experts  30 months to read

                          following what I emailed on 20 JAN 2017 ]
                    

                        WHAT WOULD BE THE RIGHT APPROACH ?

*  Right approach would be : " Do not give fish to a hungry man / teach him how to fish "


 In short , empower them to earn their own living by teaching them " Skills " and by
 gaining " Experience " in use of those skills


Entire cost of this " Skilling " and " Experiencing " to be borne by the Government , till
 each targeted poor / unemployed person , either gets gainfully employed or becomes
 self-employed


Should he choose to become Self-Employed ( by registering as a " Start Up " ), exempt
 him from paying Personal Income Tax for next 10 years


   WHAT SKILLS WILL GET PROVIDED IN ITI ?

Entire range of Manufacturing Industry related skills being currently imparted plus a
whole host of commercial skills required by E Commerce / Fintech / Agriculture Processing
 / Payment Banks / Service Sector / BPO / Telecom and other emerging sectors

 In the current “ Sankalp Patra ( new name for Manifesto ) “ of BJP, there is no mention of precisely WHAT / HOW MUCH got actually achieved ( - a kind of REPORT CARD ) against whatever “ Physical  Targets “ were set in 2014, - and using HOW MUCH investment !

How are those funds going to be mobilized , considering that :

#   For the past 2 years, Private Investment has dried up

#   Govt is seriously considering reduction in Personal and Corporate Income Tax

#   Banks / Financial Institutions are plagued by huge NPAs and unwilling to give loans

#   Many bankers are under investigations and more are expecting !


To me, getting BLACK MONEY to get into PRODUCTIVE ASSETS , through AMNESTY SCHEME ( along the lines of Indonesia which last year managed to raise $ 342 Billion through such a Scheme ), seems the only way out !


Dear Narendrabhai :


Even RAMAYANA and MAHABHARAT are having incidences where Lord Rama / Krishna had to resort to ( apparently unethical ) MEANS in order to achieve ultimate GOOD !
