I recently came across the Government’s approval of the ₹ 33,660 crore BHAVYA

 (Plug-and-Play Industrial Parks) Scheme, and I must congratulate you and your

 team for this bold and forward-looking initiative. 


It has the potential to significantly accelerate India’s manufacturing growth and

job creation.

 

At the same time, I wish to submit a strategic extension to this vision — one that

 aligns perfectly with BHAVYA’s infrastructure-first approach and can elevate India

 to a global leadership position in the circular economy.



🧠 A Thought from 2018 — Now Aligned with 2026


In February 2018, I had published a blog titled:


“Car Graveyard of the World”

In that article, I had proposed that India could position itself as a global hub for

 end-of-life vehicle (ELV) dismantling, recycling, and remanufacturing

 converting global waste into economic wealth.


Today, with BHAVYA’s plug-and-play industrial ecosystem, that vision can now be

 implemented at scale.

I respectfully propose that:

👉 A subset of BHAVYA parks be designated as


Circular Economy / Recycling & Remanufacturing Clusters


These clusters can focus on:


  • End-of-Life Vehicle (ELV) dismantling

  • Scrap metal recovery and refining

  • EV battery recycling

  • Refurbished auto-component exports

  • Secondary raw material supply to Indian manufacturers


🌍 NATIONAL IMPACT


This strategic extension can:

1. Generate Massive Employment

  • Formalize informal scrap economy

  • Create semi-skilled and skilled jobs at scale

2. Boost Foreign Exchange

  • Import global scrap → export refined materials

3. Strengthen ESG Leadership

  • Position India as a global circular economy leader

4. Reduce Import Dependency

  • Recycle metals domestically → reduce raw material imports

5. Align with “Make in India”

  • Close the loop: Recycle → Remanufacture → Export
