Operationalizing Humanist AI via Standardized Certification Mechanisms 

(Certificate P & Certificate R)

Executive Summary


I commend Microsoft AI for releasing the draft Code of Conduct for MAI Models. The

commitment to Humanist AI—specifically the core thesis that technology must remain a

subordinate, supporting tool under meaningful human control—is a pivotal step forward for

industry governance.


However, as highlighted by initial public and industry commentary, translating these high-level

philosophical objectives into standardized, enforceable operational controls remains the

primary challenge. 


To bridge the gap between intent and operational deployment, I propose  incorporating ,


 Certificate  P   >  (  Provisional  /  Public Clearance  )   and ,

Certificate   >   (  Restricted  /  Regulated Clearance ),


—a foundational governance framework first outlined in

Parekh’s Law of Chatbots ( February  2023 ) .


Integrating this standardized certification hierarchy will give Microsoft AI a concrete, auditable

mechanism to operationalize ,


Part 2  ( Safety  Constraints )   and 

Part 4  ( Operational  Defaults )


of the Code of Conduct.


Proposed Mechanism: Dual - Tier Certification Framework


Rather than relying purely on broad pre-deployment testing or internal policy checks, MAI

models and sub-agent configurations should be evaluated and issued formal Capability &

Safety Certificates prior to public exposure or enterprise routing:

1. Certificate P  :   Provisional / Public Clearance


  • Scope: 

  • Standard consumer-facing models, general conversational assistants, and

  •  unauthenticated public endpoints.


  • Requirements:

    • Mandatory Non-Human Identity Disclosure: 

    • Hardcoded refusal to claim consciousness, legal personhood, or emotional reciprocity

    • (directly supporting Section 1.1 "AI is Artificial").


    • Immutable Safety Baseline: 

    • Full compliance with Part 2 Absolute Constraints (prohibiting assistance with CBRN

    • weapons, offensive cyber operations, and systemic manipulation).


    • Bounded Autonomy: 

    • Restricted execution capability—no direct environment-altering actions or multi-agent

    • spawning without real-time human confirmation.


2. Certificate R  :   Restricted / Regulated Clearance


  • Scope: 

  • Specialized enterprise models, dynamic tool-use agents, autonomous code execution

  • runtimes, and high-consequence domain applications (e.g., healthcare, infrastructure).


  • Requirements :

    • Operator Chain-of-Command Lock: 

    • Active enforcement of Part 2 & Part 4 rules, requiring authenticated operator

    • credentials and strict boundary logging before executing high-impact workflows.


    • Reversibility & Sandboxing: 

    • Demonstrated containment controls ensuring any physical or digital actions taken by

    • the model can be halted or reversed by human supervisors (addressing Section 2.1

    • risk factors).


    • Domain-Specific Auditing: 

    • Continuous telemetry monitoring to prevent capability drift beyond the model's

    • explicitly certified scope.

Recommendation for Implementation


  1. Adopt Standardized Certification Nomenclature: 

  2. Integrate Certificate P and Certificate R into Appendix A (Glossary) and Appendix B

  3. (Evaluation Framework) as the formal metrics for deployment readiness.


  4. Auditable Model Badging: 

  5. Display the model's certification state (Certificate P or Certificate R) within system cards,

  6. API headers, and user-facing interaction logs to ensure transparency for users, enterprise

  7. operators, and third-party auditors.


Incorporating these clear certification bounds will transform the Humanist AI vision into an

actionable, industry-wide benchmark for safe superintelligence governance.
