What for ?

Proposing a new avatar for Skill India Mission , within 2 months of taking over as Chairman – NSDC


Here is what Shri A M Naik , said while assuming this responsibility :


NSDC has developed a unique model combining skill development with strong industry partnerships.
I’m pleased at this opportunity to contribute towards our common vision of a high skill, high value-added economy that offers opportunity to all," Naik said in a statement issued by the skills ministry.






What will be the new avatar ?



HIGHLIGHTS :

·     New avatar will be based on incentives rather than subsidies 

·     It will focus largely on fiscal sops for attracting private players

·     Make skilling more effective so that the quality of skill training matches international standards 

·     Outreach of skilling is massively scaled up to cover millions of youths that enter the workforce every year. 

·     Fiscal incentives to private players whose skilling targets could be linked to their annual turnover, 

·     Incentivizing the youth through stipends at the school level to join vocational courses once the skilling ecosystem is integrated with the secondary school curriculum. 

·     Government to give incentives to private schools and lower interest rates on loans to create and expand skills-related training infrastructure at the secondary school level.


ACHIEVEMENT :

·     25 million youths so far trained under various schemes



TARGET :

·     To impart skill training to 300 million by 2022 ( ie : 68 million per year in 2019-22 )



BUDGET :

·     Rs 3,400 Cr for 2018-19  ( up from Rs 2,356 Cr for 2017-18 )



DEMAND :

·     128 million skilled labour between 2017 – 22 ( apprx , 25 million per year )

·     “ XYZ Manpower Skilling SPVs “ to be formed by Private Sector

·     Amnesty Scheme for Black Money invested in such Manpower Skilling SPVs


·     Grant INDUSTRY status to such SPVs  [ Manpower Skilling Industry  ]

·     10 year tax holiday for this industry

#    50 MILLION NEW JOBS in 5 MONTHS ?

·     Allow MSMEs to engage apprentices , without upper limit

 

·     Introduce a 3 year “ Retail Establishment Training Scheme “


 

·     Stipend at 100 % of Semi Skilled Minimum Wages

 

·     State Governments to subsidize 50 % of the stipend

·     Dividing the Apprenticeship scheme into following phases :


              #  Empowering……………..3  years  (  Incentive of Rs 1,000 pm to trainee by DBT  )

·     No upper limit for the number of apprentices that can be engaged for 3 year period

 

·     Govt to bear 25 % of Stipend amount and Company to bear 75 %

Remove :


     #  concept of 5 different “ categories “ of apprentices


     #  concept of “ Shop-floor Trades “ for engaging Apprentices


     #  concept of “ Trade-wise Ratios “ of apprentices


     #  distinction between “ Shop floor “ and “ Office “ , and just say “ Work Place 


     #  the stipulation concerning “ different years of training for different trades “ .

         Just make all training for 4 years 


    #  the concept of “ Contract Approval “ by Apprentice Advisor



Fix stipends payable to apprentices as follows :


Starting Stipend…………….. Minimum wage as per Min Wage Act


Annual Increase……………… Linked to rise in CPI



Reimbursement of Training Cost incurred by the Employers


25 % of the Stipend cost to be borne by the Central Government and this amount to be transferred to the Jan Dhan Account of the concerned apprentice ( as DBT )



This provision will reduce our “ Cost of Manufacture “ and help to make India a “ Low Cost Economy “ , without calling this a “ Subsidy “ and violating WTO rules

#    Organizing the Unorganized                                        [  04  Feb  2019  ]

 

·     Transform millions of  MSME  into “ Skill Training Centres 


         #   Deliver online Training Courses for development of various skills through the
              Computer provided by the Labor Ministry for implementation of MaanDhan
              Scheme

        
         #   Some of these may be VR based training, requiring VR headsets ( to be provided
              FREE to MSME by this Ministry ) . These can be used not only by the apprentices
              but also by the MSME’s own workers


         #   As an incentive / motivation for the MSME to undertake to train at least 2
              apprentices per year ( under the Apprentice Act ) , following may be considered :
  
          +   Government subsidizing the stipend payable to the trainees by 50 %

          +   No obligation to absorb the trainees after completion of training

SIZING UP :

·     With 15,000 existing Training Centres , we are currently managing to train some 10 million apprentices every year


·     For the next 4 years ( including 2019 ) , our target is to train 68 MILLION per year ( 7 times current )


·     We just don’t have funds ( or time ) for constructing 100,000 Training Centres ( 7 times current )

SUMMING  UP :

·     Convert every existing establishment ( factory / office / shop / open yard  ) into a Training Centre

·     Remove all restrictions as outlined in my above-mentioned suggestions

·     Enable the unemployed youth ( 12 million / year ) to acquire online training from their homes , using government-gifted VR headsets [ much cheaper than granting Unemployment Allowance of Rs 3000 pm ( Rajasthan ) / Rs 1000 ( Andhra ) / many other States )

·     Subsidize Start Ups ( operating in the field of online Education ) to develop VR based training modules

The very first point in his 10 point VISION STATEMENT for India , Shri Modi has listed :


“ Build physical and social infrastructure for a $ 10 trillion economy “


And building that “ Social Infrastructure “ means , training 68 million youth every year


I believe , my above-mentioned suggestions will go a long way to achieve that
