For suggesting creation of a “ DISRUPTION  INDEX  “ for Members of Lok Sabha / State Legislative Assemblies

Context :


In this conference, who said / suggested / recommended, what ?

[ A ]  Lok Sabha Speaker - Om Birla :


#   Uniform rules for all Assemblies and Parliament

#   Legislatures should not be reduced to arenas of political slug-fest

#   They are temples of democracy to raise issues related to people

#   Giving chance to all parties to participate and take them along.

#   Maintain a DISRUPTION INDEX to track whether or not the members have allowed the
     House to run smoothly.

#  Live telecast may be cut off for some time if a member frequently indulges in disruption
    in the House

How will the proposed DISRUPTION INDEX , lead to a better PERFORMANCE of our legislators ?

Unless, this INDEX is linked to a VARIABLE PAY for the legislators , using following formula which I had proposed in my following email to Cabinet Ministers :

Where,

Internal Positive  Factor      ( IPF )

Internal Negative Factor     ( INF )

External Public Domain       ( EPD )

External Citizen Evaluation ( ECE )


The amount of  MONTHLY  VARIABLE  SALARY  payable to each MP / MLA will be computed  based on a  PERCENTILE SCORE  of the MP / MLA , among the entire population and made to vary between :


·         0 %  of the Basic Salary , for a score of less than 33 percentile



·         25 % of the Basic Salary , for score between 33 and  66  percentile



·         50 % of the Basic Salary , for score above 66 percentile
