Thank You, Shri Jairam Rameshji,




I sent to you [ - and to each member of your committee ], following email yesterday :


-      where , I made a few suggestions on regulating / reducing , online pornographic content
-       
This morning, I came across following news report :

 

Rajya Sabha panel lays out child porn crackdown plan


Here are the highlights of the recommendations as reported in this news :


Ø  Creation of a regulatory framework to curtail the access of pornographic material to childrenincluding the creation of a new regulator, a more dedicated regulatory framework.


Ø  The government has to significantly improve their enforcement of existing laws


Ø  India must take a leadership role and constitute an international alliance against child porn in the lines of a solar alliance.


Ø  Creating an organization like Interpol to exclusively tackle child pornography


Ø  Focus on three areas — technology, administrative steps, and legal measures — to find a solution.

     { advancement in technology makes it difficult to stop pornographic material on the
      Internet }


Ø  China has put a blanket ban on Google and WhastApp, but the panel was clear that China model should not be followed in India

Dear Shri Jairam Rameshji,



I understand that your Committee will submit its report to the Government on 15 Jan


     Without doubt, your committee will debate – and decide the priorities based on the
     following considerations :


Ø  What is “ Important – but not quite Urgent

     ( eg : International Alliance / Interpol like organization )



Ø  What is both “ Urgent AND Important

( eg : Improving enforcement of existing laws /  Dedicated  Regulatory Framework )



Members of your committee are right in saying :


“ As far as regulation of internet is concerned, we need not blindly follow, either the Chinese model or the Russian model “



But the model suggested by me is superior to those , in the following respects :



Ø  It is “ Voluntary “ and not “ mandatory “


Ø  It does not invade the “ Privacy “ of the users



Ø  It will refuse “Registration “by a person who is not an adult !


Ø  It will enable users to “monetize “ their personal data  - if they wish
