Inscrutable are the ways of the Providence ?

That should read :  Ways of the Politicians

 

Here is why :

Ø  In Sept 2017 , while inaugurating ONGC’s corporate office, PM Shri Modiji said :

“ Our poor rural ladies are suffering due to air pollution caused by burning wood – straw – cow-dung cakes – kerosene , for cooking on chulhas . Millions of them are prematurely dying due to lung diseases. We must give them Solar Chulhas “

 

Ø  That motivated ONGC to challenge our geeks to come up with a design of Solar Chulha .

 

Ø  On    03 Nov 2017,. ONGC inserted a big advt in national news papers – without any mention of the TECHNICAL SPECIFICATIONS !

Ø  That prompted me to send an E Mail to ONGC Chairman [cmd@ongc.co.in ], describing such SPECIFICATIONS

Ø  Lo and Behold !  ONGC uploaded following page on its website, incorporating my suggestions

Ø  1500 parties applied. In April 2018, ONGC announced the results of the competition, declaring a IIT-Bombay team as the winner of First Prize

Ø  It is three years now and those Solar Chulhas are nowhere to be seen !

      I stand corrected :

      4 / 5 months back , Minister Shri Dharmendra Pradhan , distributed some

      74 Solar Chulhas to villagers of Betul Village ( Madhya Pradesh )

Ø  Other than that there is NO NEWS at all of any Govt Plan

      #  to get these Chulhas “ Mass Produced “

           AND

      #  any SCHEME to distribute it to 270 Million rural households,  as

          suggested in :

Ø  There is neither any mention of the SPECS – PRICES – SUBSIDY amounts – Names of Manufacturers etc of these 74 Chulhas !

Ø  The government has allocated Rs 40,915 crore as petroleum subsidy for FY21, a 6 per cent increase from Rs 38,569 crore allocated for the last fiscal


Ø  Out of this the allocation for LPG subsidy has been increased to Rs 37,256.21 crore for current year.


             Now take a look at the following figures :


       Ø  Total No of Households in India……………………….   27 Crore ( 270 million )

       Ø  Poor Households covered by Ujwalla Scheme…     8 Crore  (  80 million )

       Ø  Increase in LPG Consumption ( 2014 > 2019 )..  56 %

       Ø  Import of LPG ( in Aug 2020 )………………………………  1.24 million tons

       Ø  LNG import in 2019-20…… 33,680 (MMSCM) ( $9.5 billion= Rs 70024 crore )

                                                                      

MY TAKE :

Ø  Allocation of Rs 37,256 crore for LPG subsidy ( for cooking ), is an ANNUAL RECURRING expense


Ø  If household cooking was to be based on use of a SOLAR CHULHA ( Stove ), then no need for LPG !


Ø  Some 3 years ago, IIT-B won a competition for design of a Solar Cooking Stove


Ø  Govt had specified its max “ Sale Price” at Rs 10,000 /- per Stove [ $ 135 ]


Ø  For Rs 37,256 Crore , govt can buy and distribute ( FREE ), some 3.7 cr ( 37 million ) solar stoves


Ø  Within about 2 years, Govt can handover a SOLAR STOVE to all households covered by Ujwalla Scheme


Ø  Of course , since food gets cooked even when there is NO SUNSHINE , each Solar Stove would require a Tesla’s  POWERWALL type of Storage devicein which PM Shri Modi had shown keen interest during his visit to TESLA factory in 2015 )


Ø  If my suggestion gets implementedcountry would save annually , foreign exchange worth Rs 37,256 Cr

Ø  EESL gearing up to distribute induction stoves for households

Ø  ...committee has been formed for the proposed programme, which comes under the Clean Cooking Mission, of distributing induction stoves for domestic consumers,” SG Garnaik, Chief General Manager-Technical, EESL, told BusinessLine here. [ spgarnaik@eesl.co.in ]

Ø  At present, two options are being explored for induction stoves, one is solar PV (photovoltaic)-based and another one is grid power-based.

Ø  A pilot programme, launched by the Prime Minister Narendra Modi on December 31, 2018, had deployed 100 solar PV-based induction stoves.

Ø  Now , the government is working on scaling it up across the country.

Ø  After the approval, EESL is likely to float a tender to procure a million units of induction stoves.

Ø  Probably in the next couple of months, we will be able to come up with a scheme, he said.

Ø  Since ONGC announced a competition for design of a SOLAR COOKER on 03 Nov 2017 , Sun has set and risen again and again, 1028 times

But that Cooker ( design won by IIT-B ), is nowhere to be seen !

ONGC had laid down rigid performance conditions - including a cost of Rs 10,000 / -



         Dear Shri Goyalji,

       >   Yesterday, you urged the industry to come up with a " VIABLE and FAST,

             electric cooking systems so that it can replace cooking gas which is an

             imported product. "

           

       >   How about " enthusing " the local industry to come forward to " Mass

            Produce " IIT-B designed Solar Cookers ?

            


        >   Even if each Solar Cooker purchase was subsidized to the tune of 75 % (

              max Rs 7,500 ), it would work out cheaper than 40 % PERPETUAL

              SUBSIDY on LNG gas cylinders ( since subsidy proposed by me, is

              only ONE TIME ) .

              

Ø    Quite possibly, within 2 years , you would recover that LNG subsidy cost !


       >      As a finance-expert , you can calculate the " PAYBACK PERIOD /

               INTERNAL RATE OF RETURN / NCREMENTAL CAPITAL-OUTPUT RATIO /

               BREAK-EVEN POINT etc " , better than anyone else

              


         Dear Shri Goyalji ,

        I urge you to announce this ( Subsidy ) decision before the sun sets today !
