Demographic Data Design ( 3D )

Dear Shri Mansukh Mandaviyaji,

EPFO 2025 – A Window to Workforce Visibility 2030

Your Employees’ Enrolment Scheme 2025 marks a bold step toward realizing the

Prime Minister’s vision of “Social Security for All.”

Yet, this six-month window can do more than close old compliance gaps — it can

open a decade-long transformation in how India maps, measures, and manages its

workforce.

Dear Sir :

Congratulations on launching the Employees’ Enrolment Scheme – 2025, a

visionary initiative encouraging employers to voluntarily register employees who

have remained outside the EPFO net between 2017 and 2025.

To further enhance participation, I humbly suggest an additional reform-linked

incentive.

A Reform-Linked Incentive Proposal

Instead of limiting incentives to waiver of the employee’s share, may I propose

that Government extend a full arrears waiver for employers who, by 1 April 2026,

implement a Mobile-based Attendance Device (MAD) system.

This converts a short-term compliance holiday into a long-term digital governance

dividend —saving more in administrative enforcement than it forgives in arrears.

Demographic Data Design (3D) Vision

The MAD-linked digital attendance framework will naturally evolve into a

nationwide Demographic Data Design (3D) by 2030, offering real-time analytics

without requiring new portals or paperwork.

Pillar

Sample Outputs

Policy Impact

Unified Workforce Visibility

Jobs created / region, real-time wage trends

Evidence-based labour policy

Seamless Fiscal Linkages

Auto-PF + TDS transfer, auto-ITR filing

Reduced compliance burden

Targeted Welfare & Skill Analytics

DBT to apprentices, trainees; unemployment mapping

Precision social security

Make in India / Digital India Continuum

MAD-based 3D analytics would be the Digital India foundation of Make in India 2.0

 — converting every workplace into a live data-node for productivity, wages, and

 welfare.

Visionary, Humble Appeal

Sir,

your tenure could well be remembered as the moment India shifted from

compliance-by-inspection to compliance-by-intelligence.

The world has built digital payments; you can help India build digital labour

analytics.

Tracking whatever you do: IIT study finds Android apps are gathering far more information than users think

Synopsis

A new IIT Delhi study reveals Android apps can gather more user data than expected.

By analyzing subtle GPS signals, apps can determine if a person is indoors or outdoors, in crowds, and even understand room structures.

This capability raises privacy concerns as sensitive details can be extracted without explicit user awareness.
