How DoT's V2V Spectrum Allocation Could Become the Nervous System of India's
Emission Reduction Mission

I write to you with great admiration for your recent landmark decision to
provisionally allocate 30 MHz of free spectrum for Vehicle-to-Vehicle (V2V)
communication — a move that I believe is far more consequential than it may
appear at first glance.
Allow me to explain why.
I am Hemen Parekh, a Mumbai-based citizen-thinker who has been proposing AI
and satellite-driven transport reforms since 2018. In June 2025, I published:

ROTE proposes a real-time, satellite-assisted national system to :
• Track every vehicle on Indian roads via NaVIC
• Compute a HARM QUOTIENT per vehicle — based on speed, braking, idling,
emissions, and route behaviour
• Assign a dynamic TRANS-SCORE to every registered vehicle
• Levy a behaviour-linked, emission-linked TRANS-TAX — automatically deducted
via FASTag or UPI
Target: Cut PM2.5 and AQI levels in Indian cities by 50% within 2 years.
📡 WHY YOUR SPECTRUM DECISION IS THE NERVOUS SYSTEM OF ROTE
The V2V OBU that your Ministry is mandating for all new vehicles will, by design,
continuously broadcast each vehicle's speed, location, braking, and direction to
nearby vehicles.
This same data stream — with appropriate policy framing — becomes the real-time
behavioural feed that ROTE's HARM QUOTIENT engine requires.
In other words, DoT's spectrum allocation does not merely enable road safety
alerts. It lays the communication nervous system for an entirely new category of
public policy: emission-linked, behaviour-based, automated mobility taxation.
Combined with :
• Grahaa Space nanosatellites (real-time aerial observation, AI analytics)
• NaVIC (precision positioning)
• AI toll cameras (as piloted at Dahisar Naka, Mumbai)
• FASTag + UPI (seamless Trans-Tax collection)
...your spectrum decision becomes the connective tissue of a complete Digital
Mobility Stack for India.
🙏 MY HUMBLE REQUEST
I am aware that Shri Nitin Gadkariji, as Minister for Road Transport & Highways, is
the natural convener of a multi-stakeholder deliberation on ROTE. I have
separately written to him urging him to convene such a conclave.
However, given that DoT's V2V spectrum framework is the foundational
communication layer of this entire architecture, I respectfully request that your
Ministry:
1. Participate actively in any such multi-stakeholder conclave convened by MoRTH
2. Consider whether the OBU data standard being developed can include fields for
emission and behaviour profiling — not just collision avoidance
3. Explore with IN-SPACe / ISRO whether Grahaa Space's nanosatellite cluster can
be formally integrated as the aerial data layer of a national vehicle-tracking
framework
India has the unique advantage of building this stack from scratch — with NaVIC,
UPI, Aadhaar, FASTag, and now V2V spectrum all indigenously controlled. No
other nation has this convergence.
ROTE is the proposal that connects these dots.
