Maharashtra's Entrepreneurial Drive and Global Vision: A Validated Path
I've always seen Maharashtra as a dynamic state, a true engine of India's commercial prowess. So, it's with a sense of both familiarity and renewed excitement that I observe the recent announcements regarding the launch of ENIGMA, inspired by 'Shark Tank', to foster entrepreneurship, and the new Global Capability Centre (GCC) policy.
Fostering Entrepreneurship with ENIGMA
The news about ENIGMA, drawing inspiration from a phenomenon like 'Shark Tank', immediately captured my attention Instagram Post. It's a testament to Maharashtra's forward-thinking approach to stimulate grassroots innovation. I recall years ago, I had highlighted Maharashtra's ambition to become the "Most Skilled and Self Employment State" of India The Commercial Capital of India. Seeing a program like ENIGMA come to fruition now, actively cultivating an entrepreneurial ecosystem, feels like a direct evolution of that early aspiration.
The GCC Policy and a Booming Commercial Landscape
Complementing this entrepreneurial thrust is the Maharashtra government's new GCC policy, designed to significantly boost commercial realty demand and job creation across Mumbai and Pune Maharashtra’s GCC Policy set to boost commercial realty demand, job creation. This policy aims to attract multinational corporations, promising 400,000 jobs by 2030 and spurring massive fresh leasing demand. This development resonates deeply with my long-standing conviction about India's potential as a global talent hub. I've often spoken about the "Ease of Doing Business" in Maharashtra, noting the government's commitment to simplifying processes for industrialists Ease of Doing Business. Now, this robust policy, offering fiscal incentives and infrastructure support, demonstrates a clear continuation of that vision, creating an environment ripe for global investment.
India as the "Brain Factory of the World"
More broadly, this move by Maharashtra fits perfectly into the larger narrative of India becoming "the BRAIN FACTORY of THE WORLD" INDIA : the BRAIN FACTORY of THE WORLD. My previous reflections on Global Capability Centers transforming into "next-gen innovation hubs" and the exponential growth in talent acquisition GCC : How about becoming Innovation Spokes ? now find tangible expression in Maharashtra's strategic policy. The projections I’ve seen about GCCs contributing significantly to India's GDP and creating millions of jobs by 2030 GCCs estimated to grow at 14% in FY 25. touch 4.5% of GDP, India to host 2,200 GCCs by 2030, generating 2.8 million jobs, report says, are not just statistics but a blueprint that Maharashtra is actively implementing.
It's striking how relevant those earlier insights still are. Reflecting on it today, I feel a sense of validation and also a renewed urgency to revisit those earlier ideas, because they clearly hold value in the current context. This foresight, years ago, on India's and specifically Maharashtra's potential in fostering skilled employment and attracting global innovation, is now manifesting in tangible policies and economic growth.
These initiatives by Maharashtra are not merely isolated programs; they are interconnected pieces of a grand strategy. By nurturing local entrepreneurship and attracting global capability centers, the state is actively shaping its future, building on a foundation I've long admired. It's a powerful statement about economic foresight and strategic execution.

Hemen Parekh
