What for ?

For advising BEE to develop a Carbon Trading Scheme for Energy Sector, as suggested in my earlier e-mail of 12 March 2021

 

Context :

Carbon credits could boom in the age of net zero  /  Business Line  /   30 May 2022

“India has the potential to be one of the largest carbon credit markets globally, as the government pushes for a uniform carbon trading market.


 In March 2022, the Ministry of Environment, Forest and Climate Change

 (MOEFCC) advised the Bureau of Energy Efficiency (BEE) to develop

 a carbon trading scheme for the energy sector by broadening the

 scope of the existing energy-saving trading mechanism.”


According to Mohanty, this initiative will create a uniform market policy


and regulatory framework based on demand generation.


 

“Today, there is little demand for carbon credits in the domestic market on a voluntary basis. The major share of carbon credits from the voluntary market in India is being sold internationally. But the appetite for this will evolve over the next two to three years, as global demand and pressure for net zero commitments from various industries grows,” he says.

 

With the carbon market under BEE, most of the energy-intensive industries will be part of the domestic carbon market, where there will be greater focus on harmonising with PAT ( perform, achieve and trade ) parameters. It will kickstart both the voluntary and compliance markets. 

 

 

MY  SUGGESTION   :


Ø  Carbon Finance through Carbon Credits ……..[ 12 Mar 2021 ]


Extract :

           Here is a partial list of domestic appliances which consume

           electricity ( apart from LED bulbs ) :

TV sets – Refrigerators – Air Conditioners – Fans – Deep Freezers –

 Ovens – Electric Stoves – Mixers – Computers – Cloths Washing

 Machines – Dish Washers – Radios – Tablets – Robotic Floor

 Sweepers – Massagers – etc

 

                  Ø  By 2030, all of these must be made “ Energy Efficient

                      Appliances “ , certified by Bureau of Energy

                      Efficiency [ BEE ]


                 Ø  Just as was done in respect of ICE vehicles ( BS IV > BS VI

                     compliance ), all electric Appliance Manufacturers must be

                     mandated to switch over to manufacture of only BEE

                     certified appliances in 4 phases

                      ( April 2022 – 24 – 26- 28 )

                     

                Ø  Each such appliance MUST be pre-installed / integrated

                    with SENSORS which will continuously monitor its,

                   

        #   State of Usage ( ON or OFF )

        #   Rate of Consumption of electricity ( Units )


These INTERNET-CONNECTED appliances will continuously relay /

transmit these data to the SMART ELECTRIC METER installed

in each home


In turn, each SMART METER will relay / transmit to concerned

DISCOM ( and to any other specified govt agency servers ),

such usage / consumption data, through Internet ( IoT / Internet of

Everything ).


These data-transfer will be separate for EACH INDIVIDUAL

APPLIANCE


This will enable DISCOM / concerned Agencies, to know /

monitor, IN-EFFICIENT appliances, operating above the

CERTIFIED THRESHOLD for each type of appliance


Appliances operating “ above “ the threshold, will be assigned /

allotted “ CARBON DEBITS “ , whereas those operating “ below “

the threshold, will be assigned “ CARBON CREDITS “


 

If the NET of these two is POSITIVE ( + ), that home will be

incentivized by a lower tariff – and vice-versa

 

This model ( of INCENTIVIZATION ) must be further strengthened

by measuring the amount of ROOFTOP Solar Power , flowing

into the SMART METER , with appropriate linkages to CARBON

CREDIT


This linkage will motivate a large number of households to install

ROOF TOP solar panels


This scheme will enable us to take the CARBON MARKET / CARBON CREDIT / CARBON FINANCE concept, right inside our 290 MILLION households !



             Ø  All manufacturers of House-hold Electric Meters must be told to

                manufacture only SMART ELECTRIC METERS, starting April 2022

                 

             Ø  All DISCOMS to replace existing meters in each and every

                 home, with a SMART METER, by April 2024

 

This is only a CONCEPTUAL FRAMEWORK whose details are not

difficult to work out


Dear Shri R K Singhji


During past 3 years, you have initiated many reforms to replace

FOSSIL-FUEL power with RENEWABLE power


If implemented, my above-mentioned suggestion will ensure that we

exceed our commitment given in Paris Agreement

Tech-enabled Healthcare system : 4 years in making ?

National Health Authority upgraded the ABHA smartphone app    /  Current Affairs  /  25 May 2022

Ayushman Bharat Digital Mission, the National Health Authority has introduced a revised Ayushman Bharat Health Account, ABHA mobile application to manage health records.

The ABHA app has been updated with a new User Interface and new functions that allow users to view their health records at any time and from any location.

ABHA App Key Points:

 

·         Existing ABHA app users can also update to the most recent version of the app.

·         The ABHA mobile application allows users to create an ABHA address, which is a simple username that can be linked to the 14-digit ABHA number created at random.

·         Users can also link their health records created at an Ayushman Bharat Digital Mission-compliant health institution and access them on their smartphones using the mobile application.

·         After an individual’s approval, the programme also allows self-uploading of physical health records as well as exchange of digital health documents such as diagnostic reports, prescriptions, and CoWIN vaccination certificates

·         The scheme must cover

 

        #    Supply of Medicines / Medical Devices ( both , preventive and curative )

 

        #    Delivery of Services ( Diagnostic /  Nursing  /  Hospitalization )

  

        #    Pregnancy / Delivery related medicines / investigations / hospitalization

 

 

        Prices for each / all of these must be fixed and published , not only on the

        website of the Health Ministry but at ALL places where medicines or

        services are getting delivered

  

·         Each eligible family member to be issued a “ Ayushman Card “ ( linked to

          Aadhar ID )

  

Ayushman card will have inbuilt memory capacity to store that person’s health

data from “ Cradle to Grave “ ( Privacy advocate need not worry ! )

   

All the Health Data of all 50 crore beneficiaries to be stored on a Central Server

for BIG DATA analysis , in order to “ Predict “ WHO might become susceptible to

WHICH ailment and WHEN

 

 

As an alternative , a GPS enabled / NFC capable Smart Phone pre-loaded

with AYUSHMAN MOBILE APP , could be considered to

replace the card

 

   Ayushman Eco System shall consist of :

 

     #    50   crore poor beneficiaries

  

    #    All Medical Practitioners of India  ( Allopathic - Ayurvedic – Homeopathic )

 

    #     All Medical Shops of India  ( including  E – Pharmacies  )

 

    #     All  Nursing Homes / Hospitals / Diagnostic Centres / Health Centres etc

 

    #     All Pharma Companies

 

   #      Health Ministry

 

   #       All India Medical Association

  

  #       All India Organization of Chemists and Druggists ( AIOCD ) 

 

   #       Drug Controller General of India

 

  #       All  Medical  Colleges /  Medical Research Centres

 

  #       Any other entity which I might have missed out

 

 

 

·    The Ayushman Eco System shall be built around the BLOCK-CHAIN technology ,

     which will be the main  operating system for implementation of the AYUSHMAN

     PROCESSES , described in my following earlier blogs ( sent as emails to Cabinet

     Ministers / Niti Aayog )

 

    

PROCESS  :

 

·         Beneficiary getting AYUSHMAN Card after authentication from nearest

          Health Centre

 

·         Beneficiary approaching any Registered Medical Practitioner ( RMP ) for

          ailment

 

·         RMP entering Diagnosis / Prescription in Mobile App ( or in Card using

          Card Reader )

 

·         Beneficiary presenting card at the premises of delivery of Medicines /

          Devices / Services as prescribed by RMP

 

·         Person delivering medicines / service , entering the details in Card and

          delivering service ( including no of items / unit price / GST etc )

 

·         Beneficiary “ sign off “ ( in Card ) for having received medicine / service

 

·         Person delivering service ( or medicine ) , uploading data on Central

          Server of Health Ministry

 

·         Health Ministry updating PATIENT HISTORY in the database and

          effecting DIGITAL PAYMENT to person delivering medicine / service [

          DBT ]

 

·         There will be NO CASH TRANSFER to a beneficiary ( to avoid fraud /

          fake cases )

 

 HOW  WILL THIS  BE  A  GAME  CHANGER  ?

 

·   If meticulously designed and aggressively / speedily implemented as

    outlined above , AYUSHMAN has the potential to,

 

    #   Save millions of premature deaths annually

 

    #   Save billions of man-hours lost due to preventable illnesses

 

    #   Bring down the cost of Healthcare / Medicines / Services

 

    #   Vastly improve the quality of life for 50 crore persons

 

    #   Invigorate many industries and generate huge employment

EC can do no more

 


Beyond delisting political parties


Context :

EC delists 87 Registered Unrecognized Parties, seeks action against 2174 more

Extact :


The election commission has delisted 87 registered unrecognised political parties and sought action against 2,174 more for failing to submit their list of donors. It has also put under scrutiny donations totalling over ₹1,000 crore made to such parties.



EC has initiated action against several registered unrecognised political parties under Sections 29A and 29C of the Representation of People Act, 1951, for
claiming tax exemptions without fulfilling mandatory requirements. EC has alleged three of the parties committed financial fraud.



As per Central Board of Direct Taxes, 199 parties claimed ₹445 crore tax exemptions in 2018-19, and 219 in 2019-20 claimed ₹608 crore exemptions. Sixty-six registered unrecognised parties which claimed total tax exemption of ₹385 crore in 2019-20 did not submit mandatory contribution reports and claimed exemptions without complying with statutory requirements. A few claimed tax exemptions of ₹100 crore to ₹150 crore each, the election commission said in a news release in New Delhi on Wednesday.


"The Commission has evidence of serious financial impropriety, wilful attempts for tax evasion and other illegal financial activities against three specific registered unrecognised political parties amounting to fraudulent use of privileges and public trust available to them," EC alleged, referring back the matter to the central government's revenue department which flagged the cases.

MY  TAKE :


The root-cause of this evil is our existing system of funding of political parties

Introduction of ELECTORAL BONDS, a few years ago, has failed to eliminate the use of BLACK MONEY in political arena

Despite many attempts by EC ( and even Supreme Court ), political parties do NOT want to bring a change in the current system, which :

Ø  Eliminates use of Black Money

Ø  Brings about total TRANSPARENCY in the whole process

Election panel renews proposal for power to deregister parties

At a meeting with the law ministry on Tuesday - the Election Commission under its new chief Rajiv Kumar - is learnt to have renewed its proposal for powers to derecognise/deregister political parties. It also emphasised on the necessity to have political parties declare funding of amounts smaller than ₹20,000 as well.


The EC has sought that it be empowered to regulate both registration and deregistration of political parties. The current rulebook allows EC to register parties but does not allow for deregistration.


The poll panel is learnt to have sought modification in Form 24A so that contributions of amounts even smaller than ₹20,000 are mentioned. Currently, parties do not have to disclose donors with less than ₹20,000 contribution. The EC has been suggesting that tax relief should only be for parties that contest elections over a period of time, failing which deregistration should be permitted.
