15 Year Action Plan ?

As per news reports , starting 2017 , NITI Aayog will put an end to 5 year plans and come out with a 15 year ACTION PLAN

Some critics are bound to ask :

"  In a rapidly changing World , does it make sense to raise the planning horizon to 15 years , when social / political / economic and technological advances are making it difficult to see beyond , even one year ?  "

This argument can be best replied by the following encounter that I had with an Indian friend who is settled in America and is working for a Paper Manufacturing plant there , as Planning Manager

During one of his visits to India , we got to discuss that favorite management subject called , " Long Term Strategic Planning " for all types of " Inputs " that go into manufacturing of paper ( manpower / finance / raw materials etc )

Talking about how his company goes about ensuring a steady supply of 25,000 trees that his factory needs EVERY DAY , he said :

"  EVERY DAY , we plant 25,000 trees that we will need to cut and process , ONE HUNDRED years from now

  Our raw material planning cycle is ONE HUNDRED years  "

Simply because it takes 20 / 30 years for a tree to reach full height ( of 40 feet ), before it can be cut and fed as " raw material " to the plant

As to the soft copy ( digital version ) replacing hard copies of paper , he simply added :

"  Notwithstanding billions of computers , paper demand keeps growing !

May be not for writing , but for packaging / paper towels / napkins etc "

So much for need for a long term Planning Horizon

One of these days , I will write about the various steps of the Planning Process itself and the nature of an ACTION PLAN

But You have Promises to Keep

In a few days , NDA government will complete 2 years in power

While  fighting elections in 2014 , BJP had released a Poll Manifesto , in which , it had made promises for many REFORMS , if voted to power

Now , Shri Modiji has asked all of his Ministers to go to their respective constituencies and make the citizens aware of the NDA achievements during past 2 years

They would have been better prepared , had they known in advance , actual  " Perception " of the people , through a Mobile App ( to be called : RUN  = Rate  Us  Now ), based SURVEY of 800 million voters , asking :

 " How much ( % age ) of the promises that we made in our POLL MANIFESTO , do you think we have delivered by now ? "

Without waiting for that Mobile App , following are my estimates  :

-------------------------------------------------------------------------------------

*  Elimination of  Black Money...................................................   10 %

*  Special Courts to stop Hoarding / Black-Marketing.. ...............     10 %

*  Set-up a Price-Stabilization Fund.............................................. 10 %

*  Develop Labour-intensive Manufacturing ..................................  20 %

*  Empowering Youth for Self-Employment..................................   50 %

*  Transforming Employment Exchanges to Career Centers........... . 10 %

*  Eliminating Corruption thru E-Governance...............................   50 %

*  Rationalization / Simplification of Tax-Regime...........................  30 %

*  Insulate Intelligence Agencies from political intervention ............  20 %

*  Strengthening Physical Infrastructure ....................................... 30 %

*  Expediting work on Freight and Industrial Corridors..................... 25 %

*  Setting up Gas-Grids ..............................................................  5 %

*  Optical Fiber Network up to the village level....... ....................... 40 %

*  Quadrilateral project for Bullet Trains.....................................    10  %

*  Establishment of National  " E - Library " ...................................  5 %

*  Implementation of National Education Policy .. ........................... 10 %

*  Evolving further the PPP model to PPPP model ...........................  65 %

*  Building 100 Mega-Cities.........................................................   10 %

-------------------------------------------------------------------------------------

Dear Shri Modiji :

It is still not late

Using Google Form or SurveyMonkey , it will take just a FEW HOURS to launch such a SURVEY and get some genuine / authentic FEEDBACK , without depending upon ( dubious ) " Sample Surveys " of newspapers and TV channels

Yours will be the FIRST government to use BIG DATA analytics for such a referendum ( call it IND-EXIST = India Exists ! )
