Time to Un-Block the Blockchain Technology

That is what the National Institute for Smart Governance [ NISG  /  contact@nisg.org ] recommends

Here is that report :

And just so that you do not reject this recommendation by confusing that the strategy is only about introduction of a National Cryptocurrency ( like Bitcoins ) , following are the highlights :

Ø  Blockchain technologies are a set of technologies that enable ,
       #   to keep a tamper-proof record of transactions defining asset or
value ownership efficiently through appropriate data structures,

       #   allow peer-to-peer participants to update the records when asset or
value transfer takes place using foolproof mechanism through
            distributed consensus protocols,

      #   create business value through smart contracts which are coded in
software and are executed when objective conditions set in the
            code are met.”

Ø  Draft paper said that it should welcome all such applications that fall in the permissioned blockchain space.

Ø  Besides other uses cases of blockchain, the draft strategy also recommends for official cryptocurrency. It suggests that the Reserve Bank of India (RBI) should release a Central Bank Digital INR (CBDR) administered over a public permissioned blockchain and supporting decentralised applications.

Ø  Draft paper emphasises that laws and regulations should be based on the functions performed by blockchain and not on the technology itself.

=========================================================

Following are my suggestions for some of the “ Issues “ that need application of Blockchain to usher India in a regime of “ Smart Governance “ :

-------------------------------------------------
------------------------------------------------------
[ 1 ]

Function >   Eliminate Black Money / Corruption

Blockchain Application >   Introduction of Central Bank Digital INR ( CBDR )

As described in :

#  Will China Reign Supreme ?     [  15  Oct  2019  ]

-------------------------------------------------------------------------------------------------------

[  2  ]

Function  >   Eliminate Polling Booths / Conduct online voting using a Mobile App

Blockchain Application  > Tamper-proof record of transactions

#  While anyone can validate transactions on a public block-chain, only authorized persons
can validate transactions on a permissioned block-chain
#  However, like a public block-chain, anyone can view transactions recorded on a
permissioned block-chain. That means that once the groups managing the block-chain
verified the Sierra Leone votes, anyone — voters, candidates, or just interested third
parties — could see the election results.

As described in :

#  Block Chain for Voting ?            [ 11 Mar 2018 ]

[  3   ]

Function   >    Banking for everybody – without banks

Blockchain Application  >  Peer-to-peer participants to update the records

#   Anyone with an internet connection and a mobile phone can send, save and borrow
money peer-to-peer . Low income people could open small businesses and send money
     easily and cheaply
#   Blockchain backers advocate its use for secure, tamperproof digital records

[  4  ]

Function  >  Centralized Database of Health Records

Blockchain Application >  Distributed consensus protocols

As described in :

Health Data Vault             [  16  July  2019  ]

-------------------------------------------------------------------------------------------------------

[  5  ]

Function  >  Centralized Database of Financial Fraud Records

Blockchain Application >  Distributed consensus protocols

As described in :

E - Governance ?               [  03 April 2014  ]

-------------------------------------------------------------------------------------------------------

[  6  ]

Function  >  Public Scrutiny of Infrastructure Projects

Blockchain  Application  >  Peer-to-peer participants to update the records

Insist that all the government departments / contractors, responsible for execution of any of these "activities", update the PERT chart status online on the web site of the Project Monitoring Group  . Once “ Event  Date “ is entered by an authorized officer, it can be viewed by all but cannot be EDITED !

As described in :

Nothing prettier than PERT !       [  04  Dec  2015  ]

-------------------------------------------------------------------------------------------------------

[  7  ]

Function  >  Creation/ Editing of database of Construction Projects by Builders/Ministries

Blockchain Application  >  Peer-to-peer participants to update the records

As soon as the builder submits the online BUILDING PERMIT APPLICATION , it automatically and instantly , appears on the web sites of ALL the concerned Ministries

The concerned officer of each Ministry , makes  APPROVED / REJECTED  entries in the application form , from the backend

Ministry officers are required to carry out this entry , within 24 hours

As soon as an officer of any Ministry makes entry and SUBMITS , the application forms on web sites of ALL Ministries and web site of the concerned Municipality , get updated simultaneously and instantly , making for MIRROR IMAGES at all times

The database so created on web sites of ALL Ministries - and concerned Municipality - will be searchable State-wise / City-wise

[  8  ]

Function  >  A citizen is issued different cards by different agencies . Most of these capture
SAME / SIMILAR data , which reside in the databases of Issuing Agencies .

                 Examples : PAN – Voter ID – Passport – Credit/ Debit Cards – Ration Card –
Senior Citizen Card – Ayushman Bharat Card – Aadhar card  etc

Updating / editing any data-field of any one card, does NOT simultaneously /
instantly and automatically, update that SAME DATA VALUE in all the other
databases ( residing on servers of hundreds of PUBLIC – PRIVATE agencies ) .

This would also apply to data furnished by citizen ( - and non-citizen ) for
                 CENSUS – NPR – NRC etc .

There is urgent need to ensure an up-to-date ,
UNIQUE PROFILE of each and every citizen, at all times

Blockchain Application  >   Peer-to-peer participants to update the records

As described in :

I am One , I will become Many                  [  06  Jan  2020  ]

-------------------------------------------------------------------------------------------------------

[  9  ]

Function  >  It is now widely accepted that,

                  #  Personal Data is owned by a person

                  #  He has the right to “ monetize “ such data

                  #  Currently, Social Media are earning huge money by selling user data

                  #  Mechanism must be put in place through SMART CONTRACTS  to compel
Social Media to make payments to users for use of such data

Blockchain Application  >
Defining asset or value ownership efficiently through
appropriate data Structures / when asset or value transfer
takes place using foolproof mechanism through distributed
                    consensus protocols

Function  >  WHO ( which doctor ) , prescribed  WHAT drug ( drug name ) made by WHO (
name of drug manufacturer ) , to WHOM  (patient name ) , and WHY ( disease
diagnosis ) , and WHEN ( date ) and sold by WHICH ( drug store )

Blockchain Application  >  Peer-to-peer participants to update the records

Digital Delivery of Drugs                                       [ 11 Oct 2015 ]
-------------------------------------------------------------------------------------------------------

[  11  ]

Function  >  Except for Bicycles, all vehicles cause pollution harm – some more, some less

Determine each vehicle’s “ HARM QUOTIENT “ every hour, using NaVIC GPS

Levy a TRANS-TAX ( Pigovian Tax ) proportionate to HARM QUOTIENT

Mandatory FASTag – type , prepaid sensor, to be installed in all vehicles

Automatic (no human intervention ) deduction of TRANS TAX ( like toll plaza )

Blockchain Application  >
Smart contracts which are coded in software and are executed when objective
conditions set in the code are met.”

-------------------------------------------------------------------------------------------------------

[  12  ]

Function  >  So far, Annual Employment Surveys have failed miserably to provide any real /
useful data on type of jobs / number employed / wages-salaries earned /
working hours / regional employment density / education levels of employed /
retirement benefits / age profiles etc

Absence of such accurate / dynamic / real-time  data , across entire country ,
covering , not only 5 lakh companies in organized sector but also re 65 million
MSME , is proving the biggest hurdle in framing viable employment generation
                  policies

Blockchain Application  >     Smart contracts which are coded
