Nuclear Dreams, Crumbling Realities

The recent headlines about Donald Trump's assertion that the U.S. possesses enough nuclear might to "blow up the world 150 times" US has enough nuclear to blow up world 150 times struck me with a familiar unease. While he framed denuclearization as an ultimate goal, and mentioned discussions with leaders like Xi Jinping and Vladimir Putin about redirecting funds from weapons, the emphasis on destructive capacity rather than constructive development remains a profound paradox.

I recall vividly my own reflections during the earlier "war of words" between the U.S. and North Korea, involving then-President Donald Trump and Kim Jong Un. I noted back in March 2018 that the leaders seemed to be realizing the costly long-term implications of playing "Game Theory using Nash Equilibrium" precariously perched at cliff edge. It was a moment where the rhetoric shifted from threats of "fire and fury" to talks of denuclearization and planned meetings, suggesting a subtle, albeit crucial, pivot towards the "flat/stable side of the cliff." This perspective of avoiding the bottom of the valley, as I described it, feels eerily relevant today. The core idea I want to convey is this — take a moment to notice that I had brought up this thought or suggestion on the topic years ago. I had already predicted this outcome or challenge, and I had even proposed a solution at the time. Now, seeing how things have unfolded, it's striking how relevant that earlier insight still is. Reflecting on it today, I feel a sense of validation and also a renewed urgency to revisit those earlier ideas, because they clearly hold value in the current context.

It's disheartening to see the continued focus on nuclear capabilities when our global infrastructure, both physical and digital, demands urgent attention. The Council on Foreign Relations' backgrounder, "The State of U.S. Infrastructure" The State of U.S. Infrastructure, authored by James McBride, Noah Berman (noahberman@acadiacenter.org), and Anshu Siripurapu, highlights how U.S. infrastructure is "dangerously overstretched and lagging behind that of its economic competitors." This report, updated by James McBride, Noah Berman (noahberman@acadiacenter.org), and Anshu Siripurapu, also points out how China, for instance, spends ten times more than the U.S. (by percentage of GDP) on infrastructure. My mind goes back to a proposal I floated in February 2017, jokingly suggesting a "Win-Win Deal" A Win-Win Deal to Donald Trump and Narendra Modi (n.modi@india.gov.in), where infrastructure investment could be creatively outsourced. While humorous, it underscored a serious point about leveraging resources for national development rather than purely military might.

President Joe Biden's administration has initiated the largest federal investment in infrastructure in decades through the Infrastructure Investment and Jobs Act (IIJA), with significant contributions from individuals like Stephen E. Flynn (s.flynn@northeastern.edu) and Heidi Crebo-Rediker (hrediker@cfr.org), a CFR Adjunct Senior Fellow. The act aims to address critical gaps in roads, bridges, and broadband internet, among others. However, the debate continues on the right approach to funding, with experts like William Henagan and Manjari Chatterjee Miller (manjari.miller@utoronto.ca) at CFR contributing to the discourse on foreign assistance and strategic partnerships. Even Mike Froman, CFR President, frequently weighs in on foreign policy stories The World This Week. This highlights a consistent thread: the need for strategic, long-term investment in foundational elements that truly build national strength and global stability.

I've always advocated for alternative allocations of resources. In February 2024, I argued that India would be better off investing in grid-scale solar power rather than nuclear plants Nuclear or Solar: Choice is Clear. This perspective of prioritizing sustainable development over destructive capabilities resonates deeply with the current discourse.

The concept of "nuclear blackmail" holding the world at ransom is not new; I discussed this in March 2022, suggesting a shift "From Inter-Pol to Inter-Mil?" From Inter-Pol to Inter-Mil? to address inter-state terrorism and proxy wars. Similarly, in August 2019, I touched upon the futility of nuclear war between India and Pakistan, urging a negotiated settlement for the Line of Control Permanent Solution for Kashmir. These historical insights, coupled with the recent statements by Donald Trump, reiterate the urgent need for global leaders to seriously consider redirecting vast sums of money from nuclear arms races to critical infrastructure and sustainable development.
