How to guide MPs in Lok Sabha ?

An AI Bot Is (Sort of) Running for Mayor in Wyoming

Victor Miller is running for mayor of Cheyenne, Wyoming, with an unusual campaign promise:

If elected, he will not be calling the shots—an AI bot will.

VIC, the Virtual Integrated Citizen, is a ChatGPT-based chatbot that Miller created. And Miller says the bot has better ideas—and a better grasp of the law—than many people currently serving in government.

“I realized that this entity is way smarter than me, and more importantly, way better than some of the outward-facing public servants I see,” he says.

According to Miller, VIC will make the decisions and Miller will be its “meat puppet,” attending meetings, signing documents, and otherwise doing the corporeal job of running the city.

But whether VIC—and Victor—will be allowed to run at all is still an open question.

Because it’s not legal for a bot to run for office, Miller says he is technically the one on the ballot, at least on the candidate paperwork filed with the state.

When Miller went to register his candidacy at the county clerk’s office, he says, he “wanted to use Vic without my last name. And so I had read the statute, so it merely said that you have to print what you are generally referred to as. So you know, most people call me Vic. My name is Victor Miller. So on the ballot Vic is short for Victor Miller, the human.”

 

There’s an AI Candidate Running for Parliament in the UK

As the United Kingdom heads toward its elections next month, the country is seeing its first instance of a new kind of politician: an AI candidate.

AI Steve, an avatar of real-life Steven Endacott, a Brighton-based businessman, is running for Parliament as an Independent.

Voters will be able to cast their ballots for AI Steve, as well as ask policy positions or raise issues of their own. AI Steve will then incorporate suggestions and requests into its platform.

Endacott will be the in-person representative attending meetings and parliamentary sessions on behalf of AI Steve. He says that he sees AI Steve as a way to allow for a more direct form of democracy. “We are actually, I think, reinventing politics using AI as a technology base, as a copilot, not to replace politicians but to really connect them into their audience, their constituency,” says Endacott.

Currently, AI Steve is mistakenly listed on the ballot as Steve AI, which Endacott is working to correct.

AI Steve was designed by Neural Voice, an AI voice company of which Endacott is the chair.

According to Jeremy Smith, the company’s cofounder, AI Steve can have up to 10,000 conversations at once.

A key element is creating your own database of information,” says Smith. “And how to inject customer data into it.”

Through your mobile app UMANG , in a short span of one year , you have

managed to deliver some 313 services , through 69 apps in 17 states


Very commendable  !


Now how about modifying UMANG in following way :


·         Links users’ Mobile phones with their respective MPs / MLAs

·         Flash on the voters’ mobiles , each proposed resolution requiring voting by MP

          / MLA

·         Enables each Voter to “ direct / instruct “ his / her MP , to vote “ for “ or

          “ against “

·         Aggregates “ FOR / AGAINST “ votes polled by UMANG from all voters,

   #  MP ( or MLA ) wise

   #  Party-wise

   #  Overall ( for all Members put together )

 

·         Publish these results on the web sites of Lok Sabha / Parties / MPs and MLAs


Irrespective of weather the majority of the voters desired “ FOR “ or “ AGAINST “

any given resolution, voters do not expect a MP / MLA to go against the whip of

the party to which he / she belongs


But at least this mechanism would provide the MPs / MLAs / Parties ,

QUANTIFIED MEASURE of the wishes of the voters and become “ sensitive “ to

their wishes


And the voters will get an opportunity to question their elected representatives !


Dear Shri Ravi Shankar Prasadji,


If it is not possible to modify UMANG as suggested above , I urge BJP to develop

such an App ( to be called , VotersWill  ?  ) on its own and launch it by next month


That will be a proof of BJP’s desire / willingness to concretize its concepts of :

·         From Main to Hum

·         Subka Saath, Subka Vikas


Immediate launch of VotersWill , will convince the 900 million voters that BJP

holds itself answerable / accountable to the people , whether in power or in

opposition


It is only through such conviction / trust that BJP can hope for 400 + seats in

2019  !

    Such an “ Instant Feedback “ will dramatically improve , not only behaviour

    of each  Member of Parliament, but also improve the “ Relevance “ of his

    talk


    Ø  Turn-off the member’s mike if he refuses to stop or starts shouting / abusing

  

Ø  No question of anyone speaking “out of turn “ or rushing to the well of the house !

 

   Ø  Bar unruly members from attending a VIRTUAL SESSION

 

 Ø  Display ( as in case of Augmented Reality – AR ), following record of an MP as he is speaking :

 

#   Attendance percentage  /  Punctuality

 

#   No of questions asked

 

#  Number of minutes spoken during the session

 

 

 

ADDENDUM :

 

 

How about having the Lok Sabha being “ attended “ by 3D VOLUMETRIC

 HOLOGRAMS of our 543 Members of Parliament ?

 

The phenomenal increase in the PRODUCTIVITY of Lok Sabha will pay for installing

the hologram generating equipment at the residence / office of each and every

125 Days Roadmap – Part H

 


 

 NEET : far from NEAT ?

 

Over the past few weeks, media is full of reports about what went wrong with the recent NEET exam

Some Background :

#   NEET is entrance exam for admission in Medical Colleges and conducted by NTA ( National Testing Authority )

#  It is an OFFLINE exam conducted once a year

#  In latest exam ( conducted on 5th May ) , some 24 lakh students registered . Of these 13.2 lakh qualified for seeking admission to 706 medical colleges in the country

#  Unfortunately , the number of seats available are only :

Ø  In Govt colleges ………………. 56,405

Ø  In Private colleges …………….53,600

================================

Ø  Total …………………………………..110,000



#  Number of Centres where exam got conducted …. approx. 4715 ( approx.. 500

 students / centre )



Allegations :

#   Exam paper got leaked before the exam

#  Evaluation was unfair – through grant of grace marks to some students, as can be seen below :



Questions :

A )  How to increase the number of seats in medical colleges ( also by starting new colleges ) so that

       at least 70 % of  those lakhs of aspirants can get admitted ? Especially , in the government

       colleges ?

      ( On an ave. tuition fees in Govt Medical Colleges are in the range of Rs 10,000 to Rs 1 lakh/ year,

       whereas the same in Private Medical Colleges range from Rs 10 lakh  to Rs 25 lakh per year )

B )   How can the “ Exam System “ be made “ un-leakable / automatic ( without human intervention )

       / un-biased / non-discretionary / fair / equitable / instantaneous / transparent “ ?

Answers :

A )  Even a determined government will find it extremely difficult to raise the number of seats

      from 1.1 lakh to ( say ) 2.2 lakh in next 5 years

      This is like doubling the number of medical colleges from current 700 to 1400 – like putting up

      12 new college EVERY MONTH

I don’t think government has the resources. Even if it has, it will still leave out 10 lakh aspirants !

The only solution is :

Ø  Launch a massive program for imparting SKILLS to these millions , after 12th Standard

Ø  Place into their hands, TOOLS ( free ) to become Self Employed   

B )  Changing the current Exam System is relatively easy and the only way out to prevent the

      malpractices

      NEET should be renamed COMET ( Computerised Online Medical Entrance Test ), more or less

     along my suggestion in following earlier e-mail :

Ø  Cheating in Exams : is only a Symptom ……………. 10 Mar 2024

    Extract :

     An independent Central Authority called CECB – Central Exam Conduct Board – for ALL govt jobs ( State + Central ) 

Ø  For each type of JOB / VACANCY , this authority will create a DATA-BANK of exam questions ( obviously , running into THOUSANDS of questions for each exam )

Ø  Questions will be categorized as per “ DEGREE of DIFFICULTY “ ( like in Olympic games )

Ø  Each “ Degree of Difficulty “ will have a PRE-DETERMINED “ weightage marks 

Ø  Artificial Intelligence ( AI ) will generate( using RANDOM NUMBER tables ),  millions of UNIQUE question papers ON THE FLY , a few seconds before start of an exam and SERVE these to the computer screen in front of each student taking that exam. Of course, the total marks ( for entire question paper ) for ALL those UNIQUE exam papers , will always add up to 100. To make the process “ cheating proof “, only one question will get displayed on computer screen , AT A TIME. Only when the examinee clicks “ NEXT “ , will the next question appear on the screen

Ø  Student Identity will be verified by FACIAL RECOGNITION through a Computer Camera

Ø  At the end of exam time ( 3 hours ) , students will need to click SUBMIT ( no early click ). If examinee fails to click SUBMIT at the end of 3 hours , screen will turn black AUTOMATICALLY

Ø  This will generate the EVALUATION SCORE ( Exam Assessment Result ) and transmit to the mobile phone of each concerned student ( of course , no mobile allowed in Exam Hall )

 I believe, what I am suggesting here is nothing “ First Time “ . I believe other countries have successfully implemented this earlier

Given a challenge, our tech guys can implement this in 6 months. What is missing is Political Will

Let Shri Rahulji promise the voters, a LAW to prevent cheating in exams / leaking of exam papers

As far as NDA govt is concerned, I urge you to include my suggestion in your 100 DAYS  ROAD-MAP

In case , you wish to cut down on the cost 24 lakh computers ( even a laptop would cost around Rs 30,000 ), distributed over those 4700 exam centres , you could ask Apple / Samsung / Foxconn or any other Smart phone manufacturer , to develop a small ( tablet size ) special purpose DEVICE , costing about Rs 5,000 ( much like our EVM , which cost about Rs 8,000 )

Exam candidates will need to register 3 months in advance ( using facial recognition id )  and be issued a USN ( Unique Student Number ) – Centre Location Data -  Seat No etc . These details shall remain valid only for that exam

At the  entrance door of the Exam Hall , there will be admission based on confirmation ( genuine applicant ) based on a “ Facial Recognition and Database Match “ device

Same process will be repeated when the applicant occupies his / her SEAT and switches on the Special Purpose Device lying on the table

For the purpose of simplification ( and to avoid endless allegations / litigations ), I suggest , instead of delivering to each candidate, some UNIQUE SET of 180 ( computer generated ) questions, COMET should deliver the SAME / IDENTICAL set ( of course , random generation by AI software ) to all 24 lakh applicants

Turkish authorities have arrested a student for cheating during a university entrance exam by using a makeshift device linked to artificial intelligence software to answer questions.

The student was spotted behaving in a suspicious way during the exam at the weekend and was detained by police, before being formally arrested and sent to jail pending trial.

Another person, who was helping the student, was also detained.

A video released by police in the southwestern province of Isparta showed how the student used a camera disguised as a shirt button linked to artificial intelligence software via a router hidden in the sole of the person's shoe.

A police officer in the video scans a question to show how the system works, with the AI software generating the correct answer, which is recited through an earpiece.

A legal Sex Determination ?

Meenesh Shah, Chairman & Managing Director, National Dairy Development Board (NDDB) at an interview with businessline, in Chennai on Monday

It’s now Aatmanirbhar in the dairy industry in the form of sex sorting technology for bovine. Field trials of indigenously developed technology on this are underway and the results are expected by August.

Currently there are two technologies – both from USA – by which the sorting happens with samples sold to farmers at around Rs 1,000 a piece

However the indigenous technology will cut the cost to nearly one third, and help raise milk production due to the higher number of female calves

In the total artificial insemination process, the sex-sorted semen used is less than 1 percent

With this indigenous technology, more female cows will be produced, leading to increased milk production

“ It is a 100 per cent Atmanirbhar story and we would like to dedicate it to our farmers. We want to give them at Rs 300 to Rs 500 per sample, that is at one third the price of what is available in the market “ , he said

Speaking at a Start-Up event at San Jose ( California ) on 27th Sept, PM Shri Modi said :

 

 

"  When each of the 500 odd towns produce 10 Start-Ups and each of our 600,000 villages produce six small businesses , on a regular basis , we will create an enormous economic momentum and generate a large number of jobs in our country

 

I want to see the idea and spirit of Start Ups light up the economies and the fortunes of people in rural India  "

 

 

Entirely doable . Consider the following suggestion :

 

 

*  Chinese biotechnology firm BoyaLife and South Korea's Sooam Biotech , are constructing in China, World's largest animal cloning factory

 

*  Production will start next year , with an initial capacity for one lakh cattle embryos a year , growing to one million per year

 

*  Dog , racehorse and COW embryos  will be produced

 

 

Obviously , BoyaLife will need to " rent out " cow-wombs , to grow / nurture these embryos

 

And that is THE OPPORTUNITY , to be seized by our rural Start-Ups  !

 

By setting up , " Surrogate Cow Farms " of 10 cows each

 

Then renting out these cow-wombs to BoyaLife , for $ 1,000 per surrogacy ( In city of Anand - Gujarat , human wombs can be rented out for $ 15,000 )

 

One million cow-wombs will earn these rural Start Ups , $ 1,000 million / year  !

 

At 10 cows per Start Ups , 100,000 Start Ups will be born  !

 

Raising our EXPORT earnings by $ 1,000 million  !

 

And nothing should stop these rural Start Ups from importing embryos of Dogs and Racehorses , and then re-exporting fully grown pets to Europe / America  !

 

I only hope , some MORAL POLICEMEN do not start a controversy by shouting :

 

"  How can we allow our holy Indian cows , to bear the unholy Chinese cattle embryos in their wombs , when we just banned our surrogate human mothers to carry the embryos of Foreign citizens  ? "

 

 

Of course , it is another story that these very same " moralists " have no love lost for the prostitutes who are forced to " rent out " their very human bodies , in order to survive  !

 

One last request to the concerned Ministers / Secretaries in NDA government :

 

Please , include these " Surrogate Cow Farms " in your definition of Start Ups in your proposed 

 

" Start Up Policy Document "

 

It is another matter that , each and every jobless individual ( not earning a salary from some other individual or organization ) , and struggling to become self-employed , qualifies as a Start Up
