Accuse , Accuse, but no excuse to Retaliate ?



Following is the context :


Highlights :

   Ø  I suspect this could be a WhatsApp conspiracy (against the government ).

Ø  Following the disclosure by WhatsApp, the government had asked the company to explain the matter and list out the measures that have been taken by it to safeguard the privacy of millions of Indians. It has been asked to submit its response by Monday (November 4).

  Ø The official said neither the Ministry of Electronics and Information Technology (MeitY) nor the Home Ministry was informed by WhatsApp on any such incident till now

Over the past 2 years, the approach of the Indian Govt ( Ministy of Electronics and IT ) towards Social Media ( especially, Facebook and WhatsApp ) , has been ,

Ø  Advise / Inform / Request / Ask / Explain / List,
  
And now,

  Ø Accuse ( of their conspiracy against the Govt ) –     a very serious charge indeed

None of these is likely to make the Social Media behave

None of these will ensure protection of Private / Personal Data of Indian users of these media

And even as the Social Media websites are merrily taking the Indian Govt for a ride, here is what Russia has done :

 

 Highlights :

 It gives the Kremlin the possibility to switch off connections within Russia or completely to the worldwide web "in an emergency". It is up to the government to decide what constitutes a threat and what actions should be taken.

The law requires internet service providers to install network equipment - known as deep packet inspection (DPI) - capable of identifying the source of traffic and filter content. In practice, this will allow the country's telecommunications watchdog Roskomnadzor to be more effective at blocking sites.
Russia is seeking to route the country's web traffic and data through state-controlled points, reducing reliance on foreign servers over which it has less control. Supporters say this is to protect the system from attacks from abroad.

To help with this project, the country is working on developing its own net address books so it can operate almost autonomously, although this work will not take effect until 2021.

It is time to tell the Social Media websites / Apps ,


  Ø Enough is enough . If you want to continue to operate in India, the only way for you is to enter into a legally binding contract with the Indian Govt to implement :

 Digital Dividend from Demographic Data  [ 4 D ] 

Ø  Pay to each Indian user, Rs 50 per download, each time you download his / her PERSONAL DATA from Govt controlled portal , IndiaDataCustodian.gov.in, which will host / store , data of Indian Users ( - my estimate is, this will earn on an average, each Indian User, Rs 50,000 / month )

Neither the Chinese nor the Russian WEB CONTROL SYSTEM, help their citizens to earn any money from allowing Social Media Websites to collect / use their PERSONAL DATA ( - and thereby enabling these sites to earn billions of dollars in Advt revenue )

If implemented, my suggestion will be a substitute for UBI [ Universal Basic Income ] – without imposing any burden on the exchequer !

A few months back, Congress Party had proposed NYAY scheme  , which if implemented, would have cost the Govt , Rs 3.6 tn — 13% of govt expenditures in 2019-20 budget.

If “ Data is the New Oil “, it is only reasonable that the DATA-OWNERS are enabled to monetize the same
