SUIIC Proposal (2020) Aligned with UIDAI’s 2025 Offline Aadhaar KYC Vision: A Citizen-Centric Path to Secure Digital Identity

Warm greetings.
As a long-time proponent of digital innovation rooted in citizen privacy, I write to
share a few reflections and suggestions in the context of the recent news report:
“UIDAI is working on simplifying offline Aadhaar for citizen KYC, with an
aim to make it further secure and user-friendly.”
— Economic Times, 17 July 2025
The article highlights UIDAI’s commendable efforts to enable offline Aadhaar-
based KYC without requiring users to reveal their Aadhaar numbers or
personal details, and to ensure that all verification is done strictly with user
consent.
This aligns strongly—almost verbatim—with a concept I first proposed over five
years ago in my blog and email titled:

🛡️ Introducing SUIIC
SUIIC (Single Unique Identity for Indian Citizen) is a design philosophy and digital
architecture that allows an individual to generate multiple secure virtual IDs
(avatars) derived from a single real identity. Each avatar is:

Context-specific (e.g., banking, healthcare, e-commerce)

Non-linkable, ensuring no cross-platform profiling

Offline operable, through QR codes, facial biometrics, or smart devices

Fully consent-driven, with no exposure of Aadhaar number or personal metadata
In many ways, SUIIC was envisioned to be the UPI of identity—a secure,
interoperable, and privacy-first system built on India’s existing digital
infrastructure.
🔍 Comparison with Recent Global Trends
While China has recently launched a centralized Digital ID system that enables
state-wide surveillance and removes all illusions of online anonymity (Washington
Post, 15 July 2025), SUIIC stands in stark contrast—as a tool of
empowerment, not control.

Officially evaluate the SUIIC model in collaboration with IITs/NIC for scalable implementation.

Pilot SUIIC architecture as part of UIDAI’s updated offline KYC project.

Incorporate virtual identity avatars in the upcoming Aadhaar app.

Establish a regulatory sandbox for citizen-driven, Aadhaar-independent KYC models.

India stands at a crucial juncture where we must lead not just in digital
convenience but also in digital ethics. SUIIC is my small offering in that larger
journey—to protect the dignity and autonomy of every Indian citizen in the digital
world.
