Crowd Control Rooms : Gaining Recognition after 7 years

 


Context :

Digital dashboard to mobilise, monitor crowds at Modi’s Vadodara meet-Business Journal  /  18 June 2022


Extract : 

As many as four lakh people are expected to attend Prime Minister Narendra Modi’s ‘Gujarat Gaurav Abhiyan’ address in Vadodara on Saturday. What’s unique about the event is the way digital tools are being used to make mass mobilisation swift, effective and orderly.

State authorities are using an online dashboard for,

#   registration,

#   tracking,

#   monitoring  

#   mobilising

of visitors to the venue

On the dashboard, officers will key-in data such as,

#   event name,

#   visitors’ list,

#   taluka (tehsil) list,

#   vehicle allotments (private and State transport buses),

#   starting points, end points, etc.

The dashboard is monitored from a centrally-connected helpdesk control room set up at the Vadodara district collectorate, which flags any abnormal events to the concerned team of officers.

The dashboard, accessible through an authorised user ID and password, shows,

#   status of each of the numbered vehicles,

#   their location,

#   contacts of their respective drivers/conductors and

#   nodal officers.

A control room will monitor the route of the vehicles, alert on any deviation and also ensure timely departure and arrival to prevent congestion and traffic chaos at the venue.

      At each “ Arrival Point “ ( Railway Station / Bus Stands / Airport / Parking Plots for private vehicles ) , each arriving visitor to be welcomed with a RFID sensor embedded wrist-band ( with a beautiful rendering of Ganga Mata and bearing a description which reads :

 

“  नमो गंगे – Kumbh 2019 “

 

Before issuing the wrist band, pilgrim’s AADHAR NO will be entered into the sensor

 

It will be mandatory for the visitors to wear this Wrist Band as long as they are inside the “ PILGRIMAGE PERIMETER “

 

This will help the central PILGRIM TRAFFIC CONTROL ROOM , to track  :

      #   each and every visitor

      #   missing / lost persons

     #    mischief-mongers / miscreants

     #    accident victims / sick persons



For a fool proof solution for CROWD CONTROL, I urge Kumbh Mela Administation to consider :

  

#    Increasing the no of CCTV cameras from 1,000 to 10,000

 

#   Couple these with a FACE RECOGNITION software , such that those who

     attempt to “ WALK “ ( instead of riding ), inside the Pilgrimage Perimeter ( area

     covered by Methods A / B / C ,described earlier ) will find their face, name, and

     their Aadhar ID number displayed  on a large LED screen

Aadhar : Make it your Birth-Right

 


Context :

Newborns to get temporary Aadhar as UIDAI plans to link birth, death data  / IndiaTVnews  /  15 June 2022

Extract :

 

From birth to death, Aadhaar will soon cover entire lifecycle data.

 

According to a report, the Unique Identification Authority of India (  UIDAI  ), is preparing to launch two pilot programmes that will link data from birth to death of citizens to 12-digit Aadhaar number.

 

The report said that UIDAI has plans to issue temporary Aadhar numbers to new borns.

 

The Aadhaar number will be renewed with biometric data on attainment of the majority

 

The government believes that integrating birth-to-death data will prevent the misappropriation of welfare schemes and also no one will be left out of the social security net.

 

The Aadhar linking of birth and death data as well as linking the data with public and private hospitals is aimed at stemming the leak of direct benefit transfers.

 

Further, once a child turns 18, biometrics are re-registered as the parameters stabilise by then and remain the same for an (individual’s) remaining natural life, the official added while noting it will also ensure that multiple IDs are not generated for the same child.

 

Since launch, Aadhaar numbers have been provided to most Indian adults with coverage in the 5-18 year age group estimated at 93%, but only a quarter of the country’s infants below five years are registered with the identity database.

 

UIDAI also plans to approach public and private hospitals for data on the deceased to ensure there is no duplication.

            From 18 onwards, child ( who has turned adult ) will maintain data

  Govt recruitment process is very complicated , AND govt decision-making process is very slow. Considering this, how will Central Govt manage to recruit 10 lakh persons ( almost 30 % of its current employee strength, in just 18 months ? “

In which case , who gets that job ?

 

 

Candidates with surnames starting with  " A / B / C " ?

 

Candidates belonging to OBC / SC / ST quota ?

 

State-wise / Population-wise Quota ?

 

Candidates having Ph D / Master degree ?

 

 

 

Last year, SSC recruited about 55,000 employees from 17 million applicants( 309 applicants for each vacancy )

 

 

Now take a look at the following news ( DNA / 11 Sept 2015 ) :

 

 

Against 368 vacancies of " Peons " advertized by UP Govt , applications received were as follows :

 

 

*  Total Number of applicants.............. 20 lakh

 

    {  5,435 applicants for each post  ! }

 

No of PhDs....................................  201

 

No of Master Degree holders............ 20,056

 

No of Bachelor Degree holders.......... 1,23,000

 

*  No of 12th Standard pass................. 6,00,000

 

*  No of 10th Standard pass................. 8,20,000

 

 

   { Minimum prescribed Edu Qualification = 10th Standard }

 

 

I suppose the Edu Profile ( and Min Edu Quali ) of those applying for Central Govt jobs in B / C / D categories , is no different

 

 

If so , those applicants holding Ph D / MA , qualifications , can be expected to" Top the lists "with high marks !

 

And corner all jobs ?

 

 

Will that lead to ,

 

>  Getting higher Educational Qualifications ?

 

>  Getting higher marks in 10th/12th Std for admissions to

    Colleges  ?

 

>  Bribing college examiners ?

 

>  Huge amount of frustration/resentment among those Ph Ds for

    taking up a job below their skills ?

 

    

   

 

What is the rationale behind the decision to do away with the interviewing  ?  HT  ( 26 Oct 2015 ) quotes :

    I have never heard of a psychologist who can evaluate a person during an interview of one to two minutes

Preliminary elimination based on 10th/12th Std marks

 

Define those " attributes " for each job

 

Design  ONLINE " Psychometric Tests " around those

    attributes

 

Cut-off percentile based on these  ONLINE  tests

 

Distributing Successful candidates for personal ONLINE

     Interviewing by hiring Government Departments , using a

     portal called,

 

 

     www.OnlineGovInterview.com

 

 

     This  ONLINE  interviewing can also be Out-Sourced to

     reputable private sector Recruitment Companies

     ( Public / Private Collaboration ? )

 

  

 *  Skype based  ONLINE  Video Interviewing , thru

*  An exhaustive/objective " ASSESSMENT SHEET " ( with 5 point

    weighted average scale on 10 attributes ) , to be filled up

    No need for RTI application !

 

 

When implemented , this would become , one of the finest example of e-Governance thru DIGITAL INDIA

TCS / INFOSYS / WIPRO would do this in 3 months  !

I urge you to consider my 6+ Year old suggestion , so that :

 

#  Govt’s promise gets fulfilled

 

#  There is no compromise in the QUALITY of selection

Central Govt offices work for 5 days/week 

260 days in 52 weeks ( one year )

Less 16 paid holidays , giving 244 work days in 12 months

Or,

366 days in 18 months

Hence,

1,000,000 ( 10 Lakh ) divided by 366 = 2732 persons to be " selected / appointed " per working day

Assume, some 1,000 persons apply against EACH VACANCY

That means 2,732,000 ( 27.3 Lakh ) persons to be INTERVIEWED per DAY !

Govt job rush: in 8 years, 22 crore applied, only 7.22 lakh were selected

The rush for government jobs continued unabated over the last eight years but less than 1 per cent of applications received were selected. 


Of the 22.05 crore applications received from 2014-15 to 2021-22, only 7.22 lakh or 0.33 per cent, were recommended for appointment in different Central government departments, the government informed the Lok Sabha on Wednesday.
