Agri Reforms : an Ongoing Process

 


Context :

Panel announced by Modi will propose next reforms: Tomar  /  TOI  /  20 Nov 2021

Agriculture minister Narendra Singh Tomar, involved in 10 out of 11 rounds of talks with farmers, on Friday said the intention behind legislating the three farm laws was to bring "revolutionary changes" in the lives of farmers but the government was unable to explain its benefits to a section of farmers.

 

He, however, sought to keep the possibility of reforms alive and mentioned how the formation of the committee, as suggested by PM Modi, would come out with suggestions for future reform measures.

 

"I am pained that we failed to explain benefits of the farm laws to some farmers," Tomar said.

 

He had earlier held on to the position that the government was ready to amend the laws and there was no point in repealing them.


Tomar said the committee announced by the PM to look into the issues of 
MSP would include;

 

#   representatives of central and state governments,

 

#   farmers and

 

#   scientists,

 

and its recommendation would, hopefully, be beneficial for farmers.

Dear Shri Tomarji,

 

It is said , “ Well begun is half done “ and you have begun well by adopting a “ Participatory “ approach

 

I urge you to consider including in the proposed committee, other stakeholders such as :

 

#   A few Opposition members of Lok Sabha

 

#   Some representatives from Industry Bodies like ASSOCHAM – FICCI – CII etc,

 

#  Some eminent Professors from leading Agricultural Universities

 

#  Some representatives of AGRI-INPUT manufacturers ( Machinery-Fertilizers-

    Pesticides-Seeds etc )

   

You may want to frame the TERMS of REFERENCE for the proposed Committee, ( sub-committees ? ) to submit their time-bound ACTION PLANS ( no mere RECOMMENDATIONS ) in respect of :

 

#   Methods to increase YIELD / ACRE of various crops

#   Gradual Change-over to NATURAL – ORGANIC fertilizers

#   Use of Solar Power

#   Digitization of processes of Procurement

 

The proposed Committee may be asked to evaluate the feasibility of my following suggestion :

We need technologies which will, dynamically / automatically, compute for each crop ,



#  the costs of all the INPUTS (water-fertilizer-seeds-power –labour ), based on

     NORMS


#  “ Output “ from the area of land owned by these farmers ( in Kg )


MSP ( since INPUTS will vary from crop-to-crop and area-to-area )



#  transfer the amount to Jan Dhan bank accounts of each beneficiary farmer (

     DBT )

 

It is possible to get our constellation of 7 NaviC satellites to “ map / geotag “, each and every farm ( with a resolution of 1 meter ) and calculate its area


This can be verified by using technology offered by…. what3words

 

 For each type of crop, INPUT NORMS are already established, using historical data

 

OUTPUTS NORMS ( kg / acre ) for different crops, are statistically established figures


“ Agricultural Crop Assessment “  is being offered by Planet , BlackSkySatellogic

“ Humidity Sensors “ developed by Dr Shalini Prasad

 

As far as CROP INSURANCE is concerned, Remote Sensing Satellites are already being deployed




 

I realize that experts ( agriculture and economy ) might laugh , if I urge Shri Modiji :



Give our Scientists and Software Engineers a chance to develop such a TECHNOLOGY PLATFORM , based on the following matrix , which will ensure DBT to our farmers , within 24 hours of pre-determined EVENTS or DATES or CABINET DECISION ANNOUNCEMENTS , without the delay and arbitrariness of “ human intervention “
