Having enrolled 99.7 percent adult population of the country in Aadhaar, the Unique Identification Authority of India ( UIDAI ) is gearing up to offer Aadhar Card facility for newly born children in hospitals, soon

 

Saurabh Garg, Chief Executive Officer, UIDAI (ceo@uidai.gov.in ) said,

 

“ We are trying to tie-up with the registrar of births to give Aadhar numbers to new-born babies. They will be provided with an Aadhar card by simply clicking a picture when the child is born. So far, we have enrolled 131 crore population and issued them Aadhar cards “

 

“About 99.7 per cent of adults have Aadhaar cards and children from age of zero are issued cards, for which there are different protocols for capturing biometrics at different age.

 

We don’t take biometrics for children below 5 years , but link it with one of his parents, either with mother or father. After the child crosses the age of five, their biometrics are captured “, informed UIDAI CEO

 

 
It is estimated that there were nearly 24.1 million births in India in 2020. Thus UIDAI will be enrolling around 2 – 2.5 crore babies in Aadhar every year

 

Nearly 10 crore people update their names, addresses, mobile numbers every year

Out of 140 crore bank accounts, 120 crore accounts have been linked with Aadhaar 

More than 300 schemes of the Central government and 400 schemes of the state govt schemes have been linked with Aadhar

The UIDAI is looking to leverage 80 crore smartphones present in India

UIDAI is looking at using smartphones as a universal authenticator as it looks beyond OTP, IRIS and fingerprints as a mode of authentication.

“ There are about 80 crore smartphones and we are looking at how they can be developed as universal authenticators. “

How about making lives of Ordinary Citizen easy by having just ONE CARD to replace all these cards ?


Now, since my original suggestion of 2013, technology has made huge strides

 

Time has come to dispense with all physical cards and merge all of those into , one VIRTUAL CARD


The method of “ merging “ of all identifiers  [ cards ] , must NOT require a citizen to fill up any FORM , online or offline


Following is my suggestion :


       Ø  Central Govt to launch a online portal called, www.SUIIC.gov.in

           (  Single Unified Identity for Indian Citizen )

            Ø  By appropriately enacted Law, Central Govt will order all CARD ISSUING

                AGENCIES to upload their “ Card Related Databases “ onto SUIIC web

                server and continue to do so DAILY for new additions to their databases

              

           Ø   SUIIC will use AI - Machine Learning - Big Data Analytics etc.,  to merge /

                collate all kinds of structured  / unstructured databases pertaining to all

                kinds of Cards / unique IDENTIFIERS, issued by any entity, to

                any citizen

                

           These will include Mobile Service Providers and E Mail ID providers


          Ø  This exercise will lead to creation of UNIQUE PROFILE for each citizen, and

              named :

          YUP  ( Your Unique Profile )

          YUP ( with unique serial number ) will be that SINGLE CARD which replaces

          all CARDS


          Ø  YUP will also be the name of a Mobile App supported by SUIIC web server


          Ø  Any citizen can download the YUP ( absolutely VOLUNTARY ) , open it on

              his smart phone , enter his mobile number / E Mail ID and take a SELFIE

              of his own FACE

              

          Ø  The Mobile App will automatically and instantly, upload the FACE IMAGE

               onto SUIIC database and the matching YUP of that person

               

          Ø  SUIIC will embed into the FACE PHOTO , all data of all the CARDS ever

              issued to that person ( using STEGANOGRAPHY ), and send it back to the

              owner’s mobile phone

              

          Ø  Just under the FACE PHOTO, there will be a DROP LIST of all the Cards /

              Identifiers which have been embedded .

             Touching any item, will reveal the actual Physical Card


          Ø  This will enable that citizen to EDIT his personal data online and click

              SUBMIT


          Ø  Anytime required in future, that citizen can show that YUP photo to any

              party


          Ø  There will be no compulsion for any citizen to use YUP . He may continue

              using his Physical Cards, if he so desires

Developing a portal in each minister’s office that gives :

 

#   updates on the performance of the Centre’s flagship schemes and policies,

#   dashboard for monitoring decisions made by the respective ministers and

#   system to schedule meetings 

#   managing correspondence

-       are among the tasks assigned to these groups.

They have also been asked to create profiles of all districts, states and ministries and develop stakeholder engagement programmes.

Laws : Debate / Enact / Amend / Repeal ( DEAR )

CJI: Legislature doesn't study or assess impact of laws it passes  /  The Tribune / 28 Nov 2021

Chief Justice of India (CJI) NV Ramana on Saturday said, “The legislature does not conduct studies or assess the impact of the laws that it passes, which sometimes leads to big issues and result in over-burdening of cases on the judiciary. 

 

 

My Take :

 

Ø  Life is no more as simple and straightforward as it used to be 50 years ago

Ø  Industry / Business / Economy / Society , cannot anymore work in isolation of each other

Ø  Countries are getting more and more “ inter-dependent “, with each exporting / importing , Goods and Services from one another

Ø  During the past 10 year, this “ Globalization “ has become intricately woven by E-Commerce

Ø  Technology is moving so fast that laws are getting “ obsolete “ within months of getting enacted

Ø  In a democratic set up like ours, proposed bills require close scrutiny by Standing Committees / Joint Parliamentary Committees – a process, which sometimes , takes months . Just witness the Data Protection Bill which was under such scrutiny for past 2 years, before getting tabled yesterday

Ø  Even after a scrutiny lasting 2 years, to me it appears that the draft contains so many loopholes / vagueness, that it will be extremely difficult ( if not impossible ), to implement it

Ø  In case of future litigations in respect of “ perceived violations “ of this law, I believe even the judges will fail to agree on the definitions of various terms / concepts, enshrined in its various clauses

Ø  Given all of these complexities, sometimes it is best not to try and legislate in matters which are best left to be sorted out by parties concerned among themselves. Following proposals come to my mind :

If hurriedly enacted as laws, these may cause more problems than they solve  !

For planning to introduce QR Codes to unravel history behind Mumbai roads

NGO Project Mumbai, in association with the BMC, the Mumbai Police and Mumbai University, has launched the largest mapping of Mumbai roads, called Project Naksha to QR code every city road. Once implemented, the codes on scanning with a phone will generate all details of the roads, including details of personalities after whom they have been named.

Founder and CEO of Project Mumbai, Shishir Joshi ( shishir@projectmumbai.org ) said Naksha will provide history behind street names

The next step would be to QR code the signboards which will enable citizens to digitally track the locations. And finally, but most importantly, it will ensure that the locations are all geo-tagged.

The total road network in the city is nearly 2,000 km, comprising about 1,950-km of BMC-maintained roads..

My Take :


Ø  This project will give a big boost to tourism, by enabling them to know the historical highlights of Mumbai .

 

Ø  I urge Shri G Kishan Reddy ( Central Govt., Minister for Tourism ) to “ incentivize “ , all State Governments to undertake similar projects for all cities ( starting with cities most visited by Foreign Tourists )

 

 

Ø  It is only a matter of time before these tourists ( especially the Foreign Tourists ), visiting our cities, will be wearing smart AR glasses, thereby eliminating the need for scanning the QR code with smart phone camera

 

Ø  Looking at QR codes on street signs, using AR glasses,  will not only reveal the historical facts associated, but will also enable any tourist to take photos / videos ( by simply touching a tiny button on the AR glass ) and upload those videos on Social Media or send to any friend / relative


This will be an irresistible feature for foreign tourists


Of course, PRIVACY ADVOCATES will cry foul, since it will be impossible to decide ( and catch ), which wearer of AR glasses is taking whose photo / video, without ANY PERMISSION of person being photographed !


How will that DATA PROTECTION BILL introduced in Lok Sabha yesterday, protect our citizen from AR glass based snooping / surveillance ?

 Govt exploring public financing for road infra projects: Nitin Gadkari   /  MoneyControl / 15 Dec 2021

Extract :

The government is working on a scheme to raise funds from the public at 6 per cent annual interest rate for road infrastructure projects, union minister Nitin Gadkari said on Wednesday in the Rajya Sabha.

"… We are working on a scheme to raise funds from the poor and ordinary persons for road projects. We will raise funds at 6 per cent annual interest rate which is higher than what banks provide,” he said in the Upper House.

This will benefit the public as they will get a fixed return, he added.

He said there has been a 55 per cent increase in construction of highway road to 1,40,936 km now which will further increase to 2 lakh km under Gati Shakti Bharatmala project.

 

Background :

On October 13, PM Modi had launched the ₹ 100 lakh crore national master plan for multi-modal connectivity to develop infrastructure to decrease the logistic costs and boost the economy.

Dear Nitinbhai,

We are a “ Nation in a Great Hurry “. Infra projects like Gati Shakti Bharatmala, can raise our economy to a higher orbit, besides providing jobs to millions


But I have serious doubts that offering to general public, a fixed annual interest of 6 % ( much like a Fixed Deposit with a bank ), can help raise Rs 100 lakh crore


Now Rs 100 lakh crores is approx USD 1333  billion . This is almost TEN TIMES the total tax collection of Govt of India from its citizens.


And India’s GDP is USD 2660 billion ( Est for 2020 )


No doubt, we do not need all of that USD 1333 Billion in one go, right away


But, I think you would want to immediately raise, at least, USD 400 Billion, to begin with


Can your scheme motivate 10 million Indians to contribute $ 40,000 ( Rs 30 Lakh ) each ?


I have serious doubts !


I strongly urge you to modify your proposal as suggested in my following earlier e-mail :

Ø  Under a BLACK MONEY AMNESTY SCHEME , all hidden income deposited in Infrastructure Bank Accounts ( similar to Jan Dhan Accounts ), can only be used for investing in Govt Infrastructure SPVs , with a lock-in period of 10 years and all interest / dividend to be only credited to such Infrastructure Bank Accounts and no money can be withdrawn from such accounts for specified period

 

Ø  Dear Madam Nirmala Sitharamanji,


 I urge you to accept the recommendation made by Shri Surjit Bhallaji and implement it with the following modification :


Ø  Reduce tax liability from proposed 15 % to 0 %

 

Ø  Full amount disclosed must be invested in Govt Infra Bonds

 

Ø  Bonds to pay annual interest @ 5 % ( but cannot be withdrawn for 10 years )

 

Ø  No questions / No litigations / No penalty / No re-opening of past tax-returns

 

With this modification, it is possible to raise $ 1,000 Billion ( extrapolating from the example set by Indonesia ), within 6 months

This Indonesian Miracle must be viewed in light of following estimates of India's Black Money :

 *   At 12 % of GDP ( $ 2300 Billion ), our BLACK MONEY economy = $ 276 billion ( Rs 185 Lakh*crore )

 

Now imagine , if we too had offered PMGKY ( Prime Minister's Gareeb Kalyan Yojana ) , to our black money hoarders , at 5 % tax rate ( instead of 50 % announced )

We could have managed to get them to deposit / declare , Rs 100 lakh*crore ( out of Rs 185 lakh*crore ) , with 90 % amount being declared by " You know Who ? "

And  government would have collected , Rs 5 lakh* crore  by way of tax

Perhaps enough to abolish Personal Income Tax from 2017 onwards !
