Almost 5 years ago , I sent following blog/ email to our Cabinet Ministers :

A NEW ECONOMIC ORDER ? aka " Start Up Act - 2015 "  ……………………….[ 12 Sept 2015 ]

Extract :

#   Objectives of the Act

     Every year, to create 5 million Start Ups, each employing 2 persons , for a total of 10

     million new jobs per year

#   Methodology

     *  Instead of Companies Act - 1956, these Start Ups will be governed by the Start Up

         Act - 2015

     *  A Start Up can be launched by any Indian citizen under the age of 30 ( covering

         roughly 65 % of our population )

     *  A Start Up will need to register online on the web site of the Income Tax Department

        and obtain a unique " Start Up Number "

    *  Although all Start Ups will need to file annual Income Tax returns ( with full disclosure

        of income / expenses / profits / sources of funds etc ) , it will not be required to pay

        any Corporate Income Tax for the first 10 years of its existence

    *  A Start Up will be free to raise  funds from any source ( Individuals / Companies / PE

        funds / VCs / Angel Investors / Religious Trusts etc )

    *  100 % FDI will be permitted in Start Ups

    *  A Start Up can receive loans or equity and be able to accept fixed deposits . It can also

       give loans to individuals or other Start Ups or invest in other Start Ups by way of

       equity

    *  There will be no restrictions on what interest ( on loans / FDs ) that a Start Up may

        pay nor any restrictions on dividends it may declare

        The dividends declared by Start Ups will not attract any Income Tax

    *  As far as the persons / companies etc providing funds to Start Ups ( by way of loans or

        equity ) is concerned , no questions will be asked re their source of funds

#    Why  the  need  for  Start Up Act  ?      ( read on link above )

5 years ago, my above suggestion might have appeared,

Ø  Revolutionary

Ø  Impractical

Ø  Undermining our system of fiscal discipline

Ø  Rewarding dishonest persons who accumulated Black Money through tax-evasion

Today our own economic experts / trade bodies / bankers and business leaders are projecting NEGATIVE GROWTH of GDP in years to come

But, apart from criticizing the Government, none seem to have CLEAR-CUT suggestion as to :

“ To quickly come out of a very dangerous negative downward spin ( - a vicious circle ) of economic activity , here is a sure shot method “

Desperate times demand “ INNOVATIVE / BOLD and  OUT-OF-BOX “ responses

My suggestion has the potential to turn-around our economy , much better and much faster than the $ 900 billion ECONOMY REVIVAL package that EU countries just approved 2 days back

Besides using such exhaustive data for all ( Covid infected or not ) in order for AI software to tell us the “ priorities for vaccination “, what else should the Government do ensure that there is no “ black marketing “ of the limited supplies of the vaccine ?

Answer :

     Today , each strip / bottle of a medicine carries “ batch number “

    #  For vaccine, each bottle / vial , besides carrying Batch Number, must carry

        UNIQUE bottle number / vial number .

    #  Vaccine Manufacturer will record which bottle got dispatched to which drug store/when.

        

        Data will get automatically transmitted to Govt’s Central Server

   #  Pharmacy Stores to maintain Computerized Record of who ( which person ) was sold a

       given “ Vial Number “ . This data will get automatically transmitted to Govt’s Central

       Server

   #  No vial to be sold to anyone unless a Mobile App ( VaccineVend  ? ) clearly displays that

       person’s priority  ( as determined by AI ) , as HIGH / MEDIUM / LOW . No person without

       such Mobile App will be sold the vaccine

   #  Chemist will enter sale-details in customer / buyer’s Mobile App , which will get

       automatically transmitted to Govt’s Central Server

     Aim to turn India’s highways into friction-less “ Conveyor Belts of Commerce “

     Look up conveyor belts in the warehouses of Amazon / Flipkart / UPS / FedEx etc , which carry hundreds of packages per minute – with each package carrying dozens of different items ( can we replace “ packages “ with TRUCKS and “ conveyor belts “ with HIGHWAYS ? )

     Each item within each box , has RFID chip and QR code ( interlinked )

     Sensors placed along the conveyor belt “ reads “ each package and each item inside each package . No need to stop the flow of the packages

     E-way Bill too , will have all the QR Codes / RFID data , of each item loaded onto the truck ( Price / Origin City / Destination City / Supplier with GSTN registration number / Recipient with his GSTN registration number / GST – ISGST – SGST amount for each item / Date of Dispatch / Validity of E Way Bill etc )

     Just like today’s Mobile Apps of UPS / FedEx enable online tracking of each package and of individual items within each package , that “ high technology interface “ being proposed by the Government should incorporate the following technologies :

 #   QR code / RFID chip /  GPS based NaviC  /  Internet of Vehicles ( IoV )

            included in the downloaded Demographic Profie ( DBT into bank accounts of users )

      How much should we charge the Purchasers for record of each user included in the

      download ?

      How much do you think an user might earn per month from this arrangement ?

      Assuming , his personal data gets included in 1000 downloads per month , he could end

      up earning Rs 50,000 per month !  ( a Universal Basic Income without burdening

      exchequer  )

Dear Shri RaviShankar Prasadji,

Government introducing a 2 % Equalization Tax ( Google Tax ) on Social Media companies , was a welcome FIRST STEP

There are reports that since its introduction in 2016 , it has garnered Rs 216 crore for the Government ( approx. Rs 50 crore / year )

My above-mentioned suggestion ( of making Social Media Websites / E-com companies / Data Vendors etc , pay directly to EACH registered INDIAN, Rs 50,000 / month ), translates into Rs 300 BILLION / YEAR !

Have no doubt that, sooner than later, some country whose economy takes the biggest beating due to Covid pandemic, is bound to implement my suggestion
