Vaccine : a Case of Missing Data

 


Dear Dr Harshvardhanji,


Some 3 months back , I sent following e-mail :

What can go wrong, will go wrong ! …………………..[ 16 Jan 2021 ],  - where I observed :


A corollary to this rule says :  Everything cannot be anticipated . Mistakes will get made by Men – Machines –    Media – Medicines – Methods ! Even if those mistakes slow down the drive, these must not deter us. We must learn from each and every mistake and make course-correction “


Could we have anticipated a controversy surrounding vaccine ( Doses delivered – consumed – wasted - in stock – in pipeline – required etc )  ?


At this stage, it does not help to debate : Could we have or not ?


Even as you – and your able team – are working round the clock to ensure enough supplies of vaccine to each and every VDC ( Vaccine Delivery Centre ), what is urgently needed – and can be done quickly – is to transparently publish ALL vaccine-related FACTS / DATA on www.Cowin.gov.in , for everyone to see

An ordinary human in the office of Times of India, managed to collect data from the Union Health Ministry and presented it lucidly in an easy-to-grasp tabulation as you can see at :

MY  SUGGESTION  :

Ø  Unlike TOI – HT , ordinary citizen do not have access to records of Health Ministry

Ø  What prevents the Ministry to publish such eye-opening ANALYSIS on www.Cowin.gov.in  portal ?

Ø  It ( analysis / publishing ) can be done by some SOFTWARE, without human intervention

Ø  Analyzing / Publishing can be DAILY and AUTOMATIC, from data flowing in from all VDC ( Vaccine Delivery Centres ) / Govt Agency releasing orders / schedules / Vaccine Suppliers – Transporters – Recipients etc) 

Ø  Based on EXTRAPOLATION ( Weighed Averages modified by TREND ANALYSIS ), that software can even PREDICT the number of dozed that will be needed by each and every VDC for the next 7 days and accordingly issue to the Vaccine Manufacturers, precise DELIVERY SCHEDULES ( no humans )

Ø  These DELIVERY SCHEDULES themselves must be clearly viewable on COWIN portal, for each and every VDC and totaled for each and every State

Ø  The analysis must also display the “ No of dozes wasted “ due to expiry and other reasons

Ø  Cowin website must also show, for each and every VDC ( Date / Month wise ), a tabulation as follows :

#  Date

#  Opening Stock

#  Receipt during the day ( linked with Consignment Details )

#  Consumed during the day

#  Closing Stock
