I have read with great interest your Government's announcement of a comprehensive new traffic policy for Delhi. Your vision to reduce congestion, emissions, and accidents through technology is exactly what this city needs.
I write to urge you to integrate a proven framework into your policy that I first proposed over a decade ago, which remains the most efficient, low-cost solution available: "PollSolve" — a two-part GPS + CarPool system.
YOUR CHALLENGE (as stated in the PIB announcement):
- Reduce traffic congestion and pollution
- Minimize accidents and improve safety
- Create a seamless, enforcement-friendly system
- Avoid heavy-handed restrictions (like Odd-Even)
MY SOLUTION ( from 2015, still relevant in 2026 ):
PART 1: Vehicle-Level Tracking
• Mandate all vehicles (existing and future) to have a compulsory GPS locator with hard-coded vehicle number • Real-time tracking dashboard in Delhi Transport Department shows every vehicle location (24/7) as a colored dot • Non-compliant vehicles (e.g., plying on restricted days) show as RED and trigger automatic alerts to nearest traffic police • Grounding period: 1 week (not indefinite bans)
PART 2: CarPool App (Optimization)
• All Delhi citizens download a mobile app called "CarPool" • They enter vehicle details: type (2/3/4-wheeler), fuel (petrol/diesel/EV), registration, GPS locator serial number, passenger capacity, intended routes • Algorithm matches citizens traveling on same routes, displays nearby pickup points on Google Maps • After collecting ~1 billion actual travel records, Karmarkar's Algorithm determines the "Optimum CarPool Universe" that minimizes overall pollution • Citizens receive "Least Polluting Route Recommendations" in real-time
WHY THIS IS SUPERIOR TO ODD-EVEN (Or Any Blanket Restriction):

WHY NOW IS THE RIGHT MOMENT:
Your Government has announced a new traffic policy. This is the window to build the right system from scratch, rather than patching Odd-Even or congestion charges onto an outdated framework.
India now has:
- 220+ million vehicles (most with 4G connectivity)
- NaVIC satellite system (superior to GPS, indigenously controlled)
- FASTag ecosystem (every vehicle has digital infrastructure)
- UPI payments (automatic debiting ready)
- AI-ready talent pool (Bangalore, Hyderabad, Mumbai)
The infrastructure exists. Only political will is missing.
