I read with great interest the recent article in The Hindu BusinessLine titled:
“E-notices to be served to violators under barrier-less toll system”
This is not just a welcome step — it is the beginning of a digital revolution in
how India governs its roads.
May I respectfully suggest:
🟢 e-Notices mark the beginning
🟢 But TRANS-TAX is the final frontier
In 2018, I had proposed a real-time pollution-pricing system:
👉 HARM QUOTIENT and TRANS-TAX

This would assign a HARM QUOTIENT (HQ) to every vehicle based on fuel type,
usage, congestion footprint, and emissions — and automatically levy a TRANS-
TAX as they move across city zones.
Why Now?

Such a system will:

We have the digital stack. We have public support. We now have e-notices.
