No need to be secretive !

A recent news report goes :

Extract :

Ø  Google secretly gathered millions of patient records across 21 states on behalf of a health care provider

Ø  Neither the provider’s doctors nor patients were made aware of the effort

Ø  Data amassed in the program includes “lab results, doctor diagnoses and hospitalization records, among other categories, and amounts to a complete health history, complete with patient names and dates of birth,”

Ø  According to the WSJ, Google is using data from the system to design software that tailors individual patient care using “advanced artificial intelligence and machine learning.”

Ø  Ascension health providers could use a tool called Patient Search to pull up individual patient pages

Ø  “The page includes complete patient information as well as notes about patient medical issues, test results and medications, including information from scanned documents.”

====================================================

Google needs to be secretive because it is a private company and most likely to use the data for developing search software which it can sell / lease , to millions of healthcare providers ( including individual practicing doctors ), for a fat profit

But , when it comes to Government of India, there is neither any need to be secretive , nor any need to be apologetic , about collecting such exhaustive data of 1.3 billion citizens

Nor any need to make money by making available such ANONYMIZED health data to healthcare providers

And , not only data but also PREDICTIVE analysis for treating individual patients and for preventive measures for groups of citizens

To know how – and why – India Government must undertake such a project, read :

Dear Dr HarshVardhanji,

We, the people of India, need a technology-based system for assuring that we enjoy, cheap and timely,  life-long healthcare to remain productive

Please , ignore the critics and tell them :

“ Just as our Constitution confers upon you, certain RIGHTS, it also demands of you certain OBLIGATIONS to share your personal health data, in the larger interests of all of its Citizens “

Congratulations, Shri Saurabh Kumarji

Congratulations, Shri Saurabh Kumarji ,

------------------------------

Here is the today’s news on that purchase order for 10,000 Electric Cars by EESL on TATA and M&M :

EESL to fall short of its target of electrifying government car fleets two years after the deadline

What :
Company set to close its three-year-old tender with 3,000 vehicles by March 2020 instead of the original procurement target of 10,000 units.

Why :
Many government officials had reservations about using the electric Tata Tigors and Mahindra Veritos supplied by EESL because of insufficient range and inadequate performance.

“And there are new models (in the market) now. At that point in time, the specification was 130 kilometres (of range per charge). But now you already have cars available with 350-400 kilometre ranges.”

Implication :
The development is a setback to the government’s move to replace petrol and diesel vehicles used by various departments with electric cars. ( 5 lakh vehicles )

EESL was already running behind schedule; its original target was to deliver the 10,000 cars by as early as June 2018.

What Next :
With newer EVs with better range and performance set to be launched next year, it opens the door for EESL to consider a fresh tender, subject to demand, Kumar said.

=======================

Read this in the context of the following news , which too , appeared today :

Extract :

All the tenders have been floated on Gross Contract Model wherein the buses will be owned and managed by the supplier/OEM and no STU can buy these buses.

They will be paid per kilometer

=====================

Congratulations, Shri Saurabh Kumarji [ MD – EESL ].

For scrapping this tender – and deciding to re-tender !

As repeatedly urged by me in my following 16 emails, please re-tender on the basis of “ Wet Lease “ on per Km basis only , which will transfer the responsibility for setting up the Battery Charging Stations upon the tendering companies !

They will ensure that the cars supplied by them, never run out of charge since meter will stop , the moment a car stops !

Thank You , Shri Jaitleyji,                                                    [ 25 Dec 2018 ]

----------------------------

Dear Shri Saurabh Kumarji,

Some 3 weeks ago it was reported that EESL has ordered 10 Hyundai Kona electric cars , which was launched as recently as July 2019

These cars are claimed to have a range of 452 km per charge ( takes 6+ hours to fully charge ) and sell for Rs 23.7 lakhs { more than double the price of TATA / M&M supplies }

News report quotes you as follows :

“Kona’s battery size is almost three times that of these other cars (Tigor and e-Verito). The running cost is just 40 paisa/km. It’s a brilliant car in terms of comfort and this is the beauty of EVs anyway," said EESL MD Saurabh Kumar.

Even if that “ running cost of 40 paisa / km “, motivates EESL to frame the purchase specifications of the future tender around Hyundai Kona ( thereby eliminating TATA / M&M ), I urge you not to resort to “ Outright Purchase “ but only insist on “ wet leasing

We have precedents !

Supreme Court has given to Ram Lalla Virajman ( - a deity ), the ownership of 2.77 acres of disputed land in Ayodhya , where a Govt appointed trust will build a Ram Temple

SC has also ordered the Central Government to give 5 acres of land ( somewhere within Ayodhya  ), to Sunni Waqf Board for construction of a masjid

 Why could not that “ somewhere “ be ,

Ø  Within the 67.7 acres of land already acquired by the Central Government

Ø  Adjoining “ the 2.77 acres of disputed land

And , in such an event, why cannot the Ram Temple and the Masjid , be built touching each other ?

If you are looking for a precedent, here is one :

Extract :

Ø  Around 1,500 kilometres from Ayodhya, in a narrow by lane of  Shirur Kasar village is a Hanuman temple which shares an entire wall with the adjoining Markaz Masjid

Ø  Every morning, water from Masjid’s bore well is used to clean the temple

Ø  During the Ganesh festival in the village, the aarti is paused when it is time for the evening aazan

Ø  “ We have grown up with each other.

In this village, Ram and Rahim will live together “, says 30 year old Amol Kate .

But it would have been nice if the Court decided to have a hospital there which would
   have been of use to all

Ø  The secretary of Jai Shri Ram Tarun Ganesh Mandal , happens to be a Muslim. “ I have been in charge for the past six years “, says 24 year old Sarfaraz Tamboli

Ø  Hindus help to organize Iftaar parties during Ramzaan.

Ø  “ They need 20 acres of space. I am giving my land for the duration of Ijetma free of cost “, says Sandeep Gadekar

=========================================================

And this is not an isolated / unique occurrence !

Some 75 years ago, near Kabutarkana at Dadar [ Mumbai ] , there was a banyan tree on the crossing of 4 roads

On one side of that tree, was a Ram idol and on the opposite side , was a Cross for worship by the Christians

Millions prayed peacefully, side by side . They do even now  !

Some years later , a proper concrete structure got built – now known as Hanuman Temple { see photos # 7 – 8 }

Why not the proposed TEMPLE TRUST follow this living examples of communal harmony at Ayodhya , as repeatedly urged by me in my following blogs / emails ?

Reach Out  Time                                      20  Sept  2013  ]

Yogiji ! Make it a “ WIN “ for all                  [  03  April  2017  ]

Yogiji  !  This is Your moment                      [  11  Aug  2017  ]

Sarva Dharma Sthanam ?                             [  02  Oct  2017  ]

Let Ram’s Ayodhya be Secular                      [  31  Jan  2019  ]

A Home for Ram                                           [ 27 Feb 2019 ]

=========================================================

I suppose the Central Government will try to put together the TEMPLE TRUST, with representation from as many “ concerned “ parties as possible , in order to provide to all , a “ Sense of Enlarged Participation

I urge the Government to include in the trust, Dr Vishwanath Karad , MIT Peace University , Pune

What is equally important is to co-opt ( in the Temple Trust ), a Technology Expert , who can provide guidance on the design of systems / procedures with regard to :

Ø  Facial Recognition Technology to prevent militants / terrorists from gaining access

Ø  Conveyorized Movement of devotees, passing in front of the idol of Ram Lalla

[  In a queue, just stand on a conveyor, which is moving 5-10 feet per minute ]

Ø  Prevention of stampede through smart Crowd Control

In this regard, I urge the PMO to circulate among the trustees, the following :

Ø  THE GREATEST SHOW ON EARTH                             [ 25 Aug 2018 ]

Ø  SIMPLE SOLUTION for STEMPEDE                             [ 24 Sept 2015 ]

Let no one have any doubts that my suggestions run afoul of the Supreme Court judgement which reads :

“ ……….. the Central Government will be at liberty to make suitable provisions in respect of the rest of the acquired land by handing it over to the trust or body for management and development in terms of the scheme framed in accordance with the above directions “

Dear Narendrabhai,

Through its sagacious verdict, the Supreme Court has laid the foundation for harmony between Hindus and Muslims

By implementing my suggestion, you will be building ( upon this foundation ), a “ Super-structure of  Communal Harmony “, which will provide hope to the entire World which, at present, is engulfed in communal strife
