Aarogya Setu : Cutting a long story short



18th April ,

I sent following email to Cabinet Ministers and to


-       where I suggested improvements in respect of     ( read blog for details ) :

Ø  Self Declaration ( no voluntarily entering of down-loader’s health status )

Ø  Voluntary Downloading ( App to be pre-installed at factory by manufacturers )

Ø  Permission to Leave House ( E-pass / Permanent – Temporary )

Ø  Tracking Positive Thru GPS  ( NaVIC – India’s GPS – to track all phones 24x7 )

Ø  As soon as I am within 2 meters of any of these ( positive ) Mobile phone, my phone will start getting a signal and start beeping !

In my email [ Aarogya Setu : Ayushmaan Bhavah : ], I suggested adding following feature :


Ø  E-pass will go a long way to enforce SOCIAL DISTANCING


Ø  SOCIAL  DISTANCING  DETECTOR  will go even longer by raising ALARM when two persons come closer than mandated 6 ft distance. 

  May be Aarogya Setu Team is already asking :

     How do we integrate this DETECTOR in V 2.0 ?

Ø  Downloading made mandatory  ,

   #  for all government staff by the Department of
       Personnel and Training through an Order
          
01 May,
#  for all employees in the public and private sector
     through a Ministry of Home Affairs (MHA) order
         
27 April,         
Ø  Department of Empowerment of PwD (DEPwD) wrote to the MeitY and NIC  listing the following shortcomings of the app :

#  separate section with specific information for
    persons with hearing impairment with sign
    language interpretation / close captioning
    
   concerned, provision for audio guide for
   navigation, audio description of colour used, 
   proper colour contrast etc.

Ø  It is mandatory to download Aarogya Setu app for those who cross the border.

Ø  The Centre has also asked smartphone manufacturers to preinstall the app in new phones.

Ø  It has also been made mandatory for workers at agricultural produce markets ( mandi ) and delivery personnel

Dear Shri Narendrabhai,


Some high-profile politicians and some “ publicity seeking “ experts , are raising the bogey of Aarogya Setu violating user’s privacy


They are,

Ø Less concerned with thousands dying of a disease named CORONA ( possibly imported from China ),

 and

Ø  More concerned with a disease named “ PRIVACY “ , imported from rich USA / EU , where , by now 180,600 lives have been lost to Corona ( 74 % of world-wide )


The only response that they deserve is ignoring them



Let Aarogya Setu Team implement these suggestions on a war-footing – especially,


 a COMMON / UNIVERSAL , E – Pass feature,


which replaces a plethora of all kinds of e-passes currently being issued by different State Departments / Health Authorities / Agencies / Police / Municipalities etc


People are totally confused as to,


> “ Who to apply for an E-pass , for Which purpose
      and How

For moving from Quadrant A to Quadrant B


Please explain :

In my following email, I urged him ,

[  A Case of Conflicting Concerns   /   23 April 2020   ] ,

Dear Shri Narendrabhai,


Citizen of USA / Europe / South America / Iran etc ., are agitating for complete and immediate lifting of lockdown

This amounts to bypassing " Quadrant B " and straight away jumping from " Quadrant A " , directly to " Quadrant C "  !

Irrespective of what happens in those countries, we must not fall prey to this populism , which will spell disaster “



Did he read your E mail ?

I have no acknowledgement from PMO but I am tempted to believe, considering yesterday’s order from MHA ( Ministry of Home Affairs ) , which admirably balances  the following  “ Conflicting Concerns “  :

Ø  Concern for LIVES ( through continued emphasis on Social Distancing )

Ø  Concern for LIVELIHOOD ( by permitting partial resumption of Economic Activities )



What is that order ?

Ø  Extension of lockdown by 2 weeks, with partial resumption of Economic Activities

Ø  Dividing entire country into three Zones ( RED / ORANGE / GREEN )

Ø  Specifying for each Zone , activities which are permitted and activities which are prohibited



But what mechanism decides RED -  ORANGE - GREEN status of a Zone ?

Ø  This is assigned based on the RISK PROFILE of an area .
