A Vindication ?

 


 

Just read news that MSRTC will “ Wet Lease “, some 2,000 Electric Buses over next 12 months

This lease will have “ Lease Rent   payable on “ PER KM “ basis ( not on “ per monthly “ basis )

This clause will ensure that the parties leasing out these buses will make sure that there are plenty of EV Battery Charging Stations ( one every few Km ), so that none of the leased buses come to a halt

Since these parties are paid on “ Per Km “ basis, they will put up these Charging Stations on their own

A few years back, EESL had placed on TATA and M&M , an order for OUTRIGHT PURCHASE of 10,000 Electric Cars ( which got cancelled, subsequently )

Since then, I have been advocating a WET LEASE model instead of outright purchase

Following is a ( partial ) list of the E Mails that I sent to Cabinet Ministers / EESL etc

 

Dear Shri Gadkariji,


A few days ago, there was a directive from Central Government that, while on official duty, all government officers must only use ELECTRIC CARS


I believe the current total fleet of Government Cars ( Central + States ? ) is some 5 LAKH cars


EESL / CESL, have been mandated to replace all of these with Electric cars ( in 5 years @ 1 lakh / year ? )


I urge you to issue a directive to EESL / CESL that all of these MUST be taken only on WET LEASE – and on “ Per Km “ basis


Govt would avoid an upfront investment of Rs 50,000  CRORE ( @ Rs 10 lakh / EV )

Ø  India is the first country globally to introduce such a techno-legal framework that allows for the regulated flow of financial data between entities that have information and those that want to use that information to provide services. This will happen through account aggregators and with the consent of the individual owner of that financial data.

 

Ø  As of Thursday eight major banks - State Bank of India, ICICI Bank, Axis Bank, IDFC First Bank, Kotak Mahindra Bank, HDFC Bank, IndusInd Bank, and Federal Bank - have joined the account aggregator network, representing almost 40% of all bank accounts in the country, iSPIRT said.


Ø  “We can confidently say that no other country in the world has developed such a thorough and robust architecture, for a population of a billion people and 15 million businesses to take advantage of their own data to improve their lives,” Nilekani added, calling account aggregators a truly transformational initiative.


Ø   “ Besides, a similar framework is being considered for aggregating Medical Data and Health Records that individuals can share easily when they require access to those services “ , he added

 

Ø  He said the model of allowing not only enterprises but also INDIVIDUALS and SMALL BUSINESSES to leverage data was slowly getting global recognition. Many countries grappling with the issue of HOW TO DEAL WITH CITIZENS’ DATA, have come forward to understand the Indian model , he added

So, just wait to find out which Mobile Wallet comes up with the following " innovations " FIRST :

 

*  All bank accounts of a person ( in different banks ) become inter-

  operable / fungible ,through seamless interlinking , using Aadhar / UPI

 Interface in a Mobile Wallet

   

   No need to " select " a particular bank name

 

  *  All transactions using a Mobile Wallet, automatically entered in BLOCK-CHAIN database commonly shared by ALL banks

 

   

 *  Wallet based algorithm will  move funds across different bank accounts  for best yield ,

   constantly searching for best interest rates offered by banks on Fixed Deposits.

 

   No rocket science here considering availability of " BEST PRICE " apps for thousands of

   goods and services

 

 

   And since computing power of mobiles are doubling every 18 months ( Moore's Law ),

  nothing will stop algo-trading through a Mobile Wallet , as well ! ( Demat A/C on Wallet ? )

Ø  The scheme must cover

 

                #    Supply of Medicines / Medical Devices ( both , preventive and curative )

 

 

               #    Delivery of Services ( Diagnostic /  Nursing  /  Hospitalization )

 

 

               #    Pregnancy / Delivery related medicines / investigations / hospitalization

 

 

        Prices for each / all of these must be fixed and published , not only on the web

        site of the Health Ministry but at ALL places where medicines or services are

        getting delivered

 

 

 

Ø  Each eligible family member to be issued a “ Ayushman Card “ ( linked to Aadhar ID )

 

 

            Ayushman card will have inbuilt memory capacity to store that person’s health data from “ Cradle to

           Grave “ ( Privacy advocate need not worry ! )

 

 

 

Ø  All the Health Data of all 50 crore beneficiaries to be stored on a Central Server for BIG DATA analysis, in order to “ PredictWHO might become susceptible to WHICH ailment and WHEN

 

 

 

Ø  As an alternative, a GPS enabled / NFC capable Smart Phone pre-loaded with AYUSHMAN MOBILE APP , could be considered to replace the card

 

 

 

Ø  Ayushman Eco System shall consist of :

 

 

                 #    50   crore poor beneficiaries

 

 

                 #    All Medical Practitioners of India  ( Allopathic - Ayurvedic – Homeopathic )

 

 

                 #     All Medical Shops of India  ( including  E – Pharmacies  )

 

 

                 #     All  Nursing Homes / Hospitals / Diagnostic Centres / Health Centres etc

 

 

                 #     All Pharma Companies

 

 

                 #     Health Ministry

 

 

                 #     All India Medical Association

 

 

                 #     All India Organization of Chemists and Druggists ( AIOCD ) 

 

 

                 #     Drug Controller General of India

 

                 #     All  Medical  Colleges /  Medical Research Centres

 

                 #     Any other entity which I might have missed out

 

 

 

Ø  The Ayushman Eco System shall be built around the BLOCK-CHAIN technology , which will be the main operating system for implementation of the AYUSHMAN PROCESSES , described in my following earlier blogs ( sent as emails to Cabinet Ministers / Niti Aayog )

Dear Shri Nilekaniji,

 

 

In this matter, the principles that should guide the development of Indian Model, should be :

 

 

#    Personal Data is the property of each citizen . He is the sole owner of his data

 

#    Inherent in this concept of DATA OWNERSHIP, is the RIGHT TO SELL his data to anyone

 

#    No business ( whether Online or Offline ) shall collect / compile such data, without explicit permission of

      the data-owner

 

#    Even when such permission is granted by the data-owner, he may dictate the PRICE / PAYMENT for

      SELLING his property ( data )

 

#    For different EXTENT ( level ) of data, the data-owner may fix different SALE-PRICES

 

#    For obtaining certain services ( from Service-Suppliers ), he may give away certain MINIMUM PERSONAL

      DATA, for FREE ( Eg; reading online news / conducting searches on Search Engines etc )

 

#    No Online Service Provider ( Social Media Sites ), shall surreptiously collect any Personal Data of its Users
