Domestic Workers Survey : a Seven Year Itch ?

Or is this a classic case of :

Ø  Left hand does not know what right hand is doing

Ø  Replicate – Duplicate – Multiplicate

Context :

First all-India survey on domestic workers kicks off

  /   HINDU   / 22 Nov 2021

Extract :

The first-ever All-India Survey on Domestic Workers was flagged off by Labour and Employment Minister Bhupender Yadav on Monday and the Ministry said it would be completed in a year.

The survey, being carried out by the Labour Bureau, was aimed at :

#  estimating the number and proportion of domestic workers at the national-level and in the States; #  the proportion of domestic workers who live-in / live-out, engaged in informal employment and

    Migrant / non-migrant;

#  wages of such workers; and

#  other socio-economic factors

The survey would also include :

#  details of the number of households with live-in/live-out domestic workers and

#  the average number of workers engaged by various kinds of households, it stated.

Questionnaire

The questionnaire, which was released by Mr. Yadav at Monday’s ceremony, would include:

#  details about the size of the household,

#  religion,

#  social group,
#
monthly consumption expenditure and

#  the nature of the dwelling unit.

Information about the domestic workers, including their

#  age,

#  social group,
#
migrant status,

#  duration of work and

#  type of remuneration, ………………would be collected as well, the Ministry noted.

The impact of the COVID-19 pandemic on wages would also be a part of the survey that would cover 37 States and Union Territories, covering 1.5 lakh households in 742 districts. The result of the survey was expected within one year.

Addressing the virtual launch event, Mr. Yadav said this was a first-ever such survey in independent India, which showed the “commitment of the government towards evidence-based, data-driven policy”. Though domestic workers were a significant part of the total informal sector employment, there was a lack of data on the employment conditions, he pointed out.

MY   TAKE :

[ 1 ]

Why do I call it a “ Seven Year Itch “ ?

This survey was conceived nearly 7 years ago. Read :

Ø  Maid in India ? ……………………………….[ 10 Aug 2015 ]

In this e-mail, I have elaborately listed ( as reported in news report in 2015 ) :

11 Provisions of the proposed “ National Policy for Domestic Workers

And added ;

#  some 28 provisions which that news report did not mention

#  what could be likely “ implications “ if such policy were to become a LAW

Ø  Waiting to see the Questionnaire …[ 05 Jan 2021 ]

I anxiously await to see whether the planned QUESTIONNAIRE covers the following questions that I had envisaged in my following blog / email :

      ==================================================

I am afraid, before opening the door to welcome the Surveyor, the house-holder would ask to see the questionnaire

Just a quick / cursory glance and he will say :

“ Thank you but we do not engage ANY domestic workersMy family members do all household chores

Now you will appreciate, why I am afraid this proposed survey would become a Non-Starter !

Could anything be done to “ motivate / incentivize “ the house-holders to enthusiastically come forward to supply the desired data ?

No solution would be without “ accompanying problems “, but would following suggestion help ?

Surveyor says :

“ Sir / Madam,

Government has just announced ( shows relevant circular from Finance Ministry ) that the total amount of money that you annually pay to your domestic servants ( by way of wages / bonuses / allowances etc ), is tax-deductible from your annual PERSONAL INCOME TAX RETURN

Of course , this exemption is conditional to your making ALL MONTHLY-ANNUAL payments , directly into the JAN DHAN ACCOUNTS of your domestic workers and subject to TDS “

Why this could be a classic case of :

Ø  Left hand does not know what right hand is doing

Ø  Replicate – Duplicate – Multiplicate   ?

Some 3 months ago ( on 26 Aug ), Labour Ministry launched a portal e-SHRAM, to compile similar data for 38 crore ( 380 million ) Unorganized Workers ( which also include, DOMESTIC WORKERS as a distinct category )

As of this morning, this portal displays on its DASHBOARD, following figures :

#  Total No of registrations……………………………. 8,83, 89,203

#  Of these, Domestic Workers…………………….1,53,87,996

#  Nos registered Yesterday ( in 1 day )……………..26,87,480

When 17.7 LAKH “ Domestic Worker “ voluntarily registered ONLINE , every single day for past 87 days, then what is the necessity of employing thousands of surveyors to visit 1.5 Lakh households ( out of approx. 30 crore / 300 million households ), over a period of ONE YEAR , to compile the same data MANUALLY, at a cost of hundreds of crores of rupees ?

All that was needed was to add some more relevant / desired “ data fields “, if some one identified himself / herself, as a DOMESTIC WORKER while filling up the form on e-SHRAM portal !

Dear Shri Bhupender Yadavji,

It is still not too late to implement my suggestion and compile the desired data, at no extra cost

And it will take no more than 10 days to modify the software of e-SHRAM portal !

 – and save 10 months of efforts ( with prospect of not being able to even analyze that data because of garbage inputs ! )

What for ?

For attempting to re-write the rules of Online Recruitment Industry

Can you be specific  ?

Following report tells all :

What is Showreel ? Things you should know  /  Mobile Indian / 17 Nov 2021

Extract :

Showreel is a new video messaging platform for job seekers which Sabeer Bhatia has launched.

Showreel basically aims to enable employment and upskilling opportunities for job seekers globally. It just operates in a virtual environment instead of the real world.

The app brings job seekers and companies on the same platform and creates an impact. The app generally simplifies a person’s hiring process with video resumes rather than just a textual resume.

Job seekers will be able to create professional videos of themselves in response to questions posed by mentors or hiring companies. The app then stitches these responses together to create a professional ShowReel.

The professional ShowReels will enable job seekers to market themselves and get their dream jobs.

Gone are the times when people used to send their resumes via email to the companies for jobs. Thus, this app will help companies, as well as this will cut down their recruitment time.

The company says that ShowReel will leverage AI to analyze collected data and drive actionable insights for the audience in its next phase. In the coming times, they will empower people with conversations and opportunities beyond employment and upskilling.

Dear Sabeer,

( sabeer@Showreel.com / sabeer@hotmail.com / kravitzcj@gmail.com / info@instacoll.com )

Showreel has not re-written the “ Rules of Online Recruitment “ game

But, it has the potential to do just that if it quickly evolves to implement :

Dear Sabeer,

But, if you agree with me that “ Jobs for All = Peace on Earth “, then you may want to launch following WEB 3.0 portal, which :

Ø  Duplicates on millions of servers of companies around the World, MIRROR IMAGES of billions of resumes ( “ Resume Databases “  which are identical and get synchronized every morning ) – with each of those servers, DONATING and RECEIVING, resumes that each “ Participating Company “ receives through e-mails, every day .

Ø  Will obsolete the current JOB PORTALS ( each of which store millions of resumes and monetize their resume databases, through SUBSCRIPTIONS ). With my suggestion, no company need to look / search beyond its OWN SERVER to fill any kind of vacancy !

Agri Reforms : an Ongoing Process

Context :

Panel announced by Modi will propose next reforms: Tomar  /  TOI  /  20 Nov 2021

Extract :

Agriculture minister Narendra Singh Tomar, involved in 10 out of 11 rounds of talks with farmers, on Friday said the intention behind legislating the three farm laws was to bring "revolutionary changes" in the lives of farmers but the government was unable to explain its benefits to a section of farmers.

He, however, sought to keep the possibility of reforms alive and mentioned how the formation of the committee, as suggested by PM Modi, would come out with suggestions for future reform measures.

"I am pained that we failed to explain benefits of the farm laws to some farmers," Tomar said.

He had earlier held on to the position that the government was ready to amend the laws and there was no point in repealing them.

Tomar said the committee announced by the PM to look into the issues of
MSP would include;

#   representatives of central and state governments,

#   farmers and

#   scientists,

and its recommendation would, hopefully, be beneficial for farmers.

Inset  Block :

I am happy with the announcement today.

I emphasise that C2+50 % is the core of the reports of the National Commission on Farmers

The future of our agriculture depends on the impact we can make on three fronts :

Ø  Production

Ø  Procurement , and

Ø  Prices

These should be attended to concurrently

M S Swaminathan

=================================================

My Take :

Dear Shri Tomarji,

It is said , “ Well begun is half done “ and you have begun well by adopting a “ Participatory “ approach

I urge you to consider including in the proposed committee, other stakeholders such as :

#   A few Opposition members of Lok Sabha

#   Some representatives from Industry Bodies like ASSOCHAM – FICCI – CII etc,

#  Some eminent Professors from leading Agricultural Universities

#  Some representatives of AGRI-INPUT manufacturers ( Machinery-Fertilizers-

    Pesticides-Seeds etc )

You may want to frame the TERMS of REFERENCE for the proposed Committee, ( sub-committees ? ) to submit their time-bound ACTION PLANS ( no mere RECOMMENDATIONS ) in respect of :

#   Methods to increase YIELD / ACRE of various crops

#   Gradual Change-over to NATURAL – ORGANIC fertilizers

#   Use of Solar Power

#   Digitization of processes of Procurement

The proposed Committee may be asked to evaluate the feasibility of my following suggestion :

Influence farmers and win Votes ?.................[ 04 Feb 2019 ]

Extract :

We need technologies which will, dynamically / automatically, compute for each crop ,

#  the costs of all the INPUTS (water-fertilizer-seeds-power –labour ), based on

     NORMS

#  “ Output “ from the area of land owned by these farmers ( in Kg )

MSP ( since INPUTS will vary from crop-to-crop and area-to-area )

#  transfer the amount to Jan Dhan bank accounts of each beneficiary farmer (

     DBT )

It is possible to get our constellation of 7 NaviC satellites to “ map / geotag “, each and every farm ( with a resolution of 1 meter ) and calculate its area

This can be verified by using technology offered by…. what3words

For each type of crop, INPUT NORMS are already established, using historical data

OUTPUTS NORMS ( kg / acre ) for different crops, are statistically established figures

“ Agricultural Crop Assessment “  is being offered by Planet , BlackSkySatellogic

“ Humidity Sensors “ developed by Dr Shalini Prasad

As far as CROP INSURANCE is concerned, Remote Sensing Satellites are already being deployed

I realize that experts ( agriculture and economy ) might laugh , if I urge Shri Modiji :

Give our Scientists and Software Engineers a chance to develop such a TECHNOLOGY PLATFORM , based on the following matrix , which will ensure DBT to our farmers , within 24 hours of pre-determined EVENTS or DATES or CABINET DECISION ANNOUNCEMENTS , without the delay and arbitrariness of “ human intervention “
