You have a choice : SEBI surveillance or Govt surveillance ?

 


Context :

Sebi looks to step-up social media surveillance, AI backed intelligence tools to check violence

Extract :


Adapting to the latest technology times, capital markets watchdog Securities and Exchange Board of India ( SEBI ), looks to broaden its surveillance of SOCIAL MEDIA and other DIGITAL PLATFORMS , through a WEB INTELLIGENCE TOOL based on Artificial Intelligence and Data Analytics

 

 SEBI plans to use these new technology tools to probe violations of various securities laws by INDIVIDUALS, GROUPS and other entities

 

The regulator said in a public notice :

 

Ø  SEBI is looking for a Web Intelligence Tool

Ø  which provides AI ( Artificial Intelligence ) based solutions

Ø  to extract and analyse unstructured publicly available data

Ø  to gain deep intelligence insights

Ø  about various entities, individuals, groups and topics,

 

The regulator said that the tool :

 

Ø  should be able to gather unstructured publicly available data from the web,

Ø  including public websites, social media platforms, open source databases, among others

Ø  in respect of relevant entities, individuals, groups and topics.

 

The new digital tools should enable investigators to easily analyse massive amount of complex unstructured data using its AI and data analytics capabilities.



These tools should also have capability ;



Ø  to visualise the data in the form of a network chart

Ø  to find insights about connections

Ø  among relevant entities, individuals and groups.

Ø  the visualisation should be interactive

Ø  and allow users to work with the data as per user requirement.



My  Take  :

From this news report , it seems that SEBI is planning to carry out “ Web

Scrapping “ of any / all websites – no matter which


Now, by itself, “ Web Scrapping “ is an old hat , with Google being the first to

start “ spidering “ when it got launched in 1998


Since then, not only the Search Engines, but every “ Tom, Dick and Harry “ has

started doing this – which includes , not only web-masters but even owners of

Apps !


And none of these have taken any “ permission “ from their respective authorities !


Hence, no one can blame SEBI if it has not “ bothered “ to seek permission from

 MeITY


What , however is vastly different now ( since those early Google Spiders ,

roaming the Web ), is the proliferation of technologies of :


Ø  Big Data Analysis

Ø  Artificial Intelligence

Ø  Machine Learning

Ø  Block Chain

Ø  5G

Ø  Near seamless integration of “ Telecom Networks “ with “ Computer Networks “ ( WEB 3.0 )

Ø  Cloud Servers

Ø  ( soon to arrive ) Quantum Computing

Ø  Neuralinks ( Brain Computer Interface )

Ø  Mobile based “ Speech-to-Text “ translations ( from any language to any other )

Ø  VR / Extended Reality headsets with built-in Video Recording Cameras  

Etc.



Does all of this mean that, pretty soon, any organization ( Public or Private ),

can ( and , will ) start SNOOPING on INDIVIDUALS on the web ?



On top of all these, you have just announced a “ vastly liberalized regime “ of

telecom through ( draft ) TELECOM BILL – 2022


Of late, on several occasions, you have spoken of a “ Very Comprehensive

Digital Legal Framework “ being under development – something which entire

world would want to copy



Will that “ Framework “ clearly spell out :


Ø  WHO can snoop

Ø  WHY

Ø  WHEN

Ø  WHOM  ?


If so, I urge you to consider my following suggestion :
