World’s Biggest “ Resume Database “ ?

E-Shram portal was launched on 26 Aug 2021

It is designed for getting UNORGANIZED MIGRANT workers to register , so that they may avail a number of benefits / subsidies

Its REGISTRATION FORM , closely resembles “ Submit Resume “ forms found on most Job Portals

In the 8 months since its launch, the total number of workers who have “ registered “ on E-Shram ( till yesterday ), is :

27,32, 89,272   ( 273 million / 27.32 Crore )

Without doubt, this is the World’s Biggest Resume Database

To get an idea of how closely the REGISTRATION form resembles a SUBMIT RESUME form, look up :

Ø  e-Shram : - also a Deep Database ? ……………………………… [  30 Aug 2021 ]

That close resemblance made me suggest :

Ø  e-Shram can provide jobs to Unorganized Workers ? ………[ 26 Aug 2021 ]

-       where I suggested as follows :

That REGISTRATION FORM ( on e-Shram portal ) is very similar to “ SUBMIT RESUME “ forms on most job-portals

A few additional data-fields can make it IDENTICAL

Then each data-field can be “ mapped “ ( with the “ Submit Resume “ form on Central Government’s own portal ) – and normalized : National Career Service Portal  (  NCS )

That will enable us to “ migrate “ from e-Shram portal, those 380 million RESUMES ( Registrations ) to NCS

Like any other job-portal, NCS too, has following main features :

( A )….. For Jobseekers

            #   Submit Resume ( ie ; Register )- with option to EDIT anytime

            #   Search Jobs ( posted by registered Employers ) – then APPLY ONLINE

            #   On their Mobiles, receive daily matching JOB-ALERTS – and apply

                 from mobile itself

            #   Some job-portals even allow jobseekers to BLAST their RESUMES to

                 selected Employers

Usually, most of these services are FREE for the jobseekers

That makes most jobseekers to “ Submit Resumes “ on several job-

            portals

( B )….. For Employers

            #   Submit Company Details ( Register )

            #   Post Jobs ( Vacancies )

            #   Search ( and download ) Resumes

By making available to Employers ( registered on NCS ), 380 million resumes ( of Unorganized Workers ), NCS could well become THE BIGGEST JOB-PORTAL in entire world !

WHAT COULD THIS LEAD TO ?

Ø  Number of Employers and the number of Job-postings on NCS will go up by

millions . These will include thousands of Employer Companies from abroad,

wanting to source manpower from India

Ø  65 million MSME ( currently, which cannot afford expensive monthly-quarterly

subscription of job-portals ), will register on NCS , in the hope of to deliver

their jobs ( vacancies ) to thousands of  workers, through JOB ALERTs

delivered on their mobiles – and receive applications

I am glad that my suggestions are about to get implemented.

Here are the indications :

National Career Service portal puts out over 1.5 lakh active job offers across sectors and regions

( ET   /  21 April 2022 )

Extract :

Finance Minister Nirmala Sitharaman in her Budget 2022-23 speech had

announced interlinking of 4 portals

#   NCS

#   e-SHRAM

#   UDYAM and

#   ASEEM

The linkage between NCS and e-Shram was completed recently

The linkage has enabled unorganized sector workers registered on e-Shram portal

to register on NCS and search for better job opportunities

The Ministry further said :

“ a woman worker from Vizianagaram got a job in a reputed chemical firm as a District Manager through NCS. Another female from Pallakad received a job offer as a process executive in a reputed software firm in Ernakulum . e-Shram registrants are getting varied job offers like quality control, accountant, agriculture officer etc., through NCS “

Dear Shri Bhupender Yadavji

{ Labour Minister ),

While thanking you for implementing my suggestion to link-up e-Shram with NCS,

I urge you to consider implementation of my many other suggestions listed in the

following emails sent earlier

Please consider :

Somewhere there is a SUITABLE JOB for each and every jobseeker and

somewhere there is a SUITABLE CANDIDATE for each and every vacancy

Problem revolves around “ Lack of Information “

Even for educated candidates, it is a herculean task to “ search / find / apply

online “ , for those SUITABLE JOBS from among MILLIONS existing but

unpublicized ( not listed on job portals ). 65 Million MSMEs do not post their

vacancies on NCS / Naukri / MonsterIndia / TimesJobs / Clickjobs etc

And it would be unreasonable to expect 28 Crore jobseekers to “ SUBMIT RESUME

“ on ( say ) 100 job portals !

Please consider my proposal at :

DATA is better than Third Degree

Says, Shri Amitbhai Shah ( Home Minister )

Here is what got reported :

Rely on technology, data and digital forensics for investigation; not third-degree

( ET  /  23 April 2022 )

Extract :

Ø  Stating that law enforcement agencies need to rely on technology, data, information and digital forensics for investigation and not “ redundant “ third degree methods

Ø  Home Minister Amit Shah on Thursday shared that the National Investigation Agency ( NIA ) has been asked with preparing databases on seven counts :

#    Narcotics

#    Hawala Transactions

#    Arms Trafficking

#    Counterfeit Currencies

#    Bomb Blasts

#    Terror Funding

#    Terrorism

Ø   “ Preparation of a National Database,  and allowing investigation agencies

probing cases relating to the above seven fields, access to this database, while

also adding state-level databases, will help both the national investigation

agencies as well as the state police.

NIA has made a good start and the government expects that the national

database on all counts will be developed in the coming days,” Shah said

MY  TAKE :

Ø  E - Governance ?  ...................................... [ 03 April 2014 ]

Extract :

Can e-Governance help eliminate corruption  ?

Most certainly

Look at the following , partial list of Central and State Agencies set up to fight

fraud , money-laundering , corruption , tax-evasion , economic crimes etc :

>  Public Accounts Committee           (  PAC  )

>  Central Vigilance Commission        (  CVC  )

>  Central Information Commission     (  CIC  )

>  Research and Analysis Wing           (  RAW  )

>  Serious Fraud Investigation Office   (  SFIO  )

>  Information Bureau                        (  IB   )

>  Economic Offence Wing                   (  EOW  )

>  Central Bureau of Investigation        (  CBI  )

>  Department of Revenue Intelligence (  DIR  )

>  Comptroller and Auditor General       (  CAG  )

>  Anti Corruption Bureaus ( States ).... (  ACB  )

>  Enforcement Directorate                    (  ED   )

>  Lok  Ayukts    (  States   )

>  Lok Pal           ( Central  )

Despite such an army of Agencies , how do corrupt manage to get away  ?

Or , in case caught , manage to delay delivery of punishment for years  ?

No doubt , there must be several reasons , including , inter - agency rivalry to get credit - something difficult to eliminate altogether

But , I believe , the most important reason is :

Lack of a COMMON  / COMPUTERIZED database of all offences / cases / persons being investigated

And , which is readily " Accessible " to all of these Agencies , all over the country ( 24 * 365 )

Already , every Agency compiles huge dossiers on " Suspects " in its own "

Departmental Database " , which is never shared with other Agencies , leading

to ,

>   Huge amount of duplication of efforts / information

>   Fractured / scattered profiles of " Suspects "

>   Enormous waste of time / resources

What will help  ?

Dismantling of individual departmental databases

Merging of all Agency-wise databases into a SINGLE / UNIQUE database

>  All Agencies to enter their findings / data / info into this COMMON database ,

with nothing preserved on  local computers

>  All data-entry FORMS to be ONLINE . No paper forms at all

>  All local computers connected to ultra-secure Network ( Encrypted )

>  " Access Rights " to individuals , based on Biometric Identification

Will BJP want to make this , a prominent promise in their Poll-Manifesto , likely to be released on 7th April  ?  ( Congress /  AAP missed this boat  ! )

It is high time political parties stop talking of motherhood in vague terms and start telling the voters ,

" If you vote us to power , this is precisely what we will do , to bring about E-GOVERNANCE  - and do it within 6 months of assuming power "

Renewables may power EV charging    /  ET   /  25  April  2022

Extract :

Ø  "Open access is for entities buying more than 1 MW of power. But none of the

charging stations will have 1 MW at one location. The draft green open access

rules lowers the threshold to 100 kW for consumers. Though not intended only for

EV, it is an excellent opportunity to make them completely green," said Awadesh

Jha, executive director (charge and drive) at Fortum and chairman of national

committee on future mobility at CII.

    ( fortum.india@fortum.com /jha_k3@hotmail.com / awadhesh.jha@fortum.com )

He said this is the first of its kind initiative in the world.

“This brings the EV ecosystem a step closer to Europe, where Fortum customers if

they are charging from a particular location, are informed they are charging their

vehicle from wind or solar,” he said.

Ø

Ø  A policy directive enabling any consumer above 100 kW hour load, including

residential societies, commercial complexes or charging stations, to source

green electricity from any source other than the local distribution supplier has been

announced by the government. Sources in the government said the rules are at the

stage of final legal vetting. The Draft Electricity (Promoting Renewable Energy

Through Green Energy Open Access) Rules, 2021 were issued in August last year.

       >   Solar Power Based Charging Station ?  …………..[ 06 June 2018 ]

Extract :

Ø  But , if we must have Battery Charging Stations , the least we can do is to have

these depend upon Solar Power and not dirty , coal-based electricity

Ø  If Indian Oil / Hindustan Petroleum etc do not step in fast ( to obsolete

themselves ) , then it is quite possible that innovators like Chetan Maini / Pawan

Goenka etc would obsolete them !

Ø  Clean Energy pumping Dirty Fuel ?..........  [  08 Dec 2018 ]

Extract :

·          Oil companies are planning to install Solar Panels on Petrol Pumps , to

replace Dirty Electric Power coming  from Coal-based Stations

           Indian Oil   ……………………………………… 27,377  pumps

·          Hindustan Petroleum………………………. 15,287  pumps

·          Bharat Petroleum……………………………  14,500  pumps

·          Indian Oil target ……………….    1,140  pumps PER MONTH ( all in 24 months )

·          Cost of 25 Kw PV installation…………   Rs 13.5 Lakh

·          Reduction in Power cost per year…..  Rs  7  Lakhs  ( 50 % of current cost )

This is a great news , not only because it has a pay-back period of only 2 YEARS

but also because it heralds a “ re-inventing “ of energy-retailing business for

these Oil giants which have , as of now , enjoyed a near monopoly of the Energy

 Distribution market

I get a feeling that they asked of themselves :

“ What business are we in ?

Are we in the business of pumping liquids in the tanks of petrol / diesel vehicles ?

Or , are we into energizing  Electric Vehicles by re-charging their Lithium-ion

batteries  ?

Can we take the first step by installing Solar Panels at our pumps  ?

Then gradually convert these pumps to pump Electricity ( invisible fluid )  ?

Dear Shri R K Singhji,

Oil Majors may have made the correct “ Political Noises “ 3 years ago but the

ground reality looks very different !

For companies which have enjoyed “ Absolute and Total Monopoly “ in selling

DIRTY ENERGY for decades , it is quite understandable that they fear “

Obsolescence “

Only you are in the position to tell them the BITTER TRUTH :

If you don’t make yourself obsolete – and FAST – then someone else will
