Hey, Govt ! do you mean Monologue or Dialogue ?

Context :

GoM lays out plan for govt’s media outreach     /  HT  /  02 Dec 2020

Extract :

Ø  The Union government is working on a new strategy to overhaul its media and public outreach, with a group of ministers (GoM) comprising nine Union ministers recommending a focus on 10 key areas as well as detailing ways in which criticism can be addressed and positive messaging can be spread wider.

Ø  “The deliberations of the GoM focused on evolving multipronged strategy to take these 10 big narratives to the people by various means including direct connect by elected representatives and state and district level representatives, engaging with media houses and academia at national and international level, utilising all types of media, feeding them with positive stories and testimonials, developing institutional mechanisms for structured engagements, developing DD International on lines of best international public broadcasters and strengthening a resource pool of domain experts,” the report said.

=================================================

Dear Narendrabhai,

At the outset, you – and your Ministers – must be congratulated for trying to reach out to our 1.3 billion citizen, with messages of the REFORMS that your Government is undertaking

The strategy proposed above will make it even easier to convey your messages to people ( in all major Indian languages, I suppose )

But that would be a MONOLOGUE ( one way communication )

What is lacking is a DIALOGUE ( people being able to send their VIEWS on various matters to the CONCERNED govt officers / ministers, AND getting a response within some stipulated time – explaining govt stand / action being taken by xyz date )

If you want to know :

What holds back people to send their views ? “

Answer :

When I want to complain about some matter of ( bad ) governance, first of all, I have no idea as to WHO ( which officers – by their NAMES and DESIGNATIONS ) is responsible

May be, like me, one-in-a-million person would take the trouble to uncover this information

Next question is :

“ What is the E-Mail ID / Phone Number / Twitter page of that Govt officer / MPs / MLAS ? “

Answer :

Even for a person with a Smartphone – tablet – desktop and a good broadband connection, etc., this is a nearly IMPOSSIBLE task !

[ 95 % of our citizen lack such facility ]

I know, since I search for such CONTACT INFO, for at least ONE HOUR, every day !

If in doubt, please try searching for such CONTACT INFO on any government portal

On WWW, there is nothing more frustrating !

You may ask :

what is the solution ? “

In good old days ( I am sure, you would remember ), Telephone Department used to publish city-wise TELEPHONE DIRECTORIES

Please consider publishing TWEETER PAGE /  E-MAIL ID DIRECTORIES ( of course, with relevant Phone Numbers ) of govt officers, as follows :

Ø  Central Government Departments / Central PSUs / Agencies

Ø  State Government Departments / State PSUs / Agencies

Ø  City wise

If it is not feasible to print / distribute HARD COPIES, then consider a govt portal exclusively devoted to such CONTACT INFO ( easier to update – add – delete – edit ), with an intuitive SEARCH INTERFACE

MOST IMPORTANT FEATURE of such a portal :

Just clicking / touching on NAME of any officer would open up a E-MAIL app with a message box, where a person can either TYPE or VOICE-RECORD his complaint / message. Clicking on PHONE NUMBER would dial / connect him to concerned officer , where he can record his suggestion ( Speech – to – Text technology ? )

For the benefit of millions of citizen without access to internet / devices, you may consider publishing such CONTACT INFO in print News Papers at the rate of one DEPT per day

Since such CONTACT INFO would fall under the category " News You Can Use " and will be greatly valued by the readers, I am sure print media would be happy to download pages from the govt portal and print it for FREE - at no cost to the government !

For the Government, it would not require any convincing the News Papers to publish such CONTACT INFO as a " Value Added Service " - which, in turn, would vastly increase their CIRCULATION - and the consequent ADVERTIZING REVENUE !

Let citizen tear off and preserve those DAILY CONTACT SHEETS in a file

These DAILY PUBLICATIONS ( one full page / no more , for ease of preserving ) could begin with ENGLISH , followed by HINDI and other languages

My suggestion would lead to a TRUE DIALOGUE between Govt and Citizen

Even if we cannot accept it as a Constitutionally guaranteed FUNDAMENTAL RIGHT, it is high time, we make it absolutely easy to to exercise their,

#   It is high time, Central Government / established Agro-processing

Companies and Agro-business  Start-ups, launch a massive campaign to

EDUCATE the farmers by sharing with them the following examples of

how TECHNOLOGICAL INPUTS are revolutionizing farms in the developed

countries and raising the farmer’s income

Apeel Sciences   /   Plenty Unlimited Inc  /   Aero-Farms    Iron Ox  /

#  We will incentivize our 75 Agriculture Universities and 700 + Agriculture

Colleges , to set up on their  premises,

    AGRI-TECH INNOVATION CENTRES,

which will offer subjects on “NEW AGRI-TECH“, collaborate with Agri-

Tech Companies / Universities  around the World and train our farmers

 #   We will incentivize these foreign AGRI-TECH companies to set up

“ PROTOTYPE “ operations in India for DEMO  purposes

We will offer them free land / electricity + expenses incurred in training

       Indian farmers

             What Technology ?

We need technologies which will, dynamically / automatically, compute

             for each crop ,

             #  the costs of all the INPUTS (water – fertilizer – seeds - power – labour

                  ), based on NORMS

             #  “ Output “ from the area of land owned by these farmers ( in Kg )

             #  MSP ( since INPUTS will vary from crop-to-crop and area-to-area )

             #  Transfer the amount to Jan Dhan bank accounts of each beneficiary

                  farmer (DBT )

Ø               It is possible to get our constellation of 7 NaviC satellites to “ map /

geotag “, each and every farm ( with a resolution of 1 meter ) and

                 calculate its area

This can be verified by using technology offered by…. what3words

Ø               For each type of crop , INPUT NORMS are already established , using

historical data OUTPUTS NORMS ( kg / acre ) for different crops , are

                  statistically established figures

            #   “ Agricultural Crop Assessment “  is being offered

                   by PlanetBlackSkySatellogic

            #   “ Humidity Sensors “ developed by Dr Shalini Prasad

Ø               As far as CROP INSURANCE is concerned, Remote Sensing Satellites are

                 already being deployed

Ø               I realize that experts ( agriculture and economy ) might laugh , if I urge

                 Shri Modiji :

Ø             >  Give our Scientists and Software Engineers a chance to develop such a

TECHNOLOGY PLATFORM , based on the following matrix , which will

ensure DBT to our farmers , within 24 hours of pre-determined EVENTS

or DATES or CABINET DECISION ANNOUNCEMENTS, without the delay

and arbitrariness of “ human intervention “

Plain – Speaking Prakashbhai

Dear Shri Prakash Javadekarji,

You are that “ Prakash “ that has shed some “ light “ on WHO really are responsible for degradation of climate

Thank you for being blunt with those “ Climate Criminals

More than 5 years ago, I sent you following e-mail :

Saving the Current Generation………………………..[ 10 Dec 2015 ]

--------------------------------------------------------------------------------------------

Dear Shri Javadekarji :

Right now you are in Paris, negotiating the Climate Control deal with 196 nations

Rich nations ( who are the root cause of today's looming threat ), will tell you :

" Prakash ,

You must convince your countrymen not to cut down trees, in order to get some fire-wood. By absorbing Carbon Dioxide and releasing Oxygen, trees are reducing the green-house gases and reducing global warming "

I do hope your answer goes somewhat like this :

" Big Brothers ,

In my country, some 400 million poor people will go hungry without food if they cannot use firewood for cooking

You are worried about saving the coming generations - your great grand children

My countrymen need firewood to save themselves from getting extinct thru starvation

I am duty-bound to help them

But I don't have enough gas stoves, nor enough gas, to give them a substitute

The day you gift me 100 million solar powered " Chulas ( Stoves ) " and 100 million power-generating by-cycles ( type Manoj Bhargava has invented ), I will see to it that not a single tree gets chopped off in India

Please come back when you are ready "

Fast forward to 14th April 2021 ( 2 days ago )

At an event organized at the Embassy of France to mark French Minister Jean-Yves Le Drian’s visit to India , Shri Javadekarji said :

[ India won’t raise Climate Ambition under Pressure   /  HT – 15 April 2021 ]

Ø  Yes, we are suffering. We are seeing higher temperatures, unusual rain, hurricanes, frequency of such abnormal events has increased.

Ø  For 150 years, this has been happening because carbon emissions remain in the atmosphere for more than 150 years, so what we are suffering today was caused 150 years ago. The countries [of] EU [European Union], US and in the last 30 to 40 years China, they emitted and therefore the world is suffering, India is suffering

Ø  We cannot just forget, and we will not allow anybody to forget it. The historical emissions responsibility today of is,

          #   China   28%

          #   USA     40%

         #   Europe  10% , and

         #   India is only 3%.

Ø  We are not responsible for the climate change that is happening.

Ø  Where is the money ? There is no money in sight.

Ø  You have polluted, destroyed the world, and brought climate change. And now you are saying do not use coal. The alternative has to be cheaper than coal.

Ø  They should make technology at an affordable cost. Climate change is not a business. Fighting climate change is our duty. The world has agreed to supply anti-AIDS drugs at a lower cost because AIDS is a disaster.

Ø  We should not profit from a disaster…therefore, we will walk the talk, raise our ambition but not at the behest or [under] pressure from other countries,”  the minister added
