Data Sharing Policy : What went wrong ?

Context :

Vahan, Sarathi Data Sharing Yields Rs 111  Cr    /  ET – 12 Feb 2021

Extract :

Ø  The government has earned over Rs 111.38 Crores by providing access to Vahan and Sarathi databases to private entities, Union transport minister Nitin Gadkari informed the Parliament on Thursday.

Ø  The data has been shared with law enforcement agencies, the home ministry, auto, freight and insurance companies. A list of around 170 parties with which the two databases have been shared include BMW, Axis Bank, Bajaj Allianz General Insurance, L&T Financial Services, Mercedes Benz, among others.

Ø  The Transport Ministry has however discarded the bulk data sharing policy issued in 2019, which allowed the Ministry to share the Vahan and Sarathi databases

===================================================

Hey !  That averaged to Rs 65.52 Lakh per each “ share

What is more, data is not like a piece of furniture, which you can “ Sell “ only ONCE, to one party – and then, it is no more “ Owned “ by the seller . It is gone for ever

Beauty of DATA is that you can “ SELL “ the same data AGAIN & AGAIN , simply by keep making Digital Copies

Dear Shri Gadkariji ,

News report reads :  Ministry has discarded bulk data SHARING policy

I suppose that means : Ministry will replace this SHARING policy with a DATA SELLING POLICY  !

Please consider this alternative

For justification , I urge you to refer to my following earlier e-mails :

Ø  Bulk Data Sharing / Selling Policy ? …………………………………[ 12 Mar 2019 ]

Ø  Released : Govt Policy for Selling Personal Data……………  [ 05 Sept 2020 ]

Extract :

Ø  The DEPA infrastructure provides a simple and transparent mechanism for making data exchange visible and explicit in ways that benefit all parties – either through enhanced services or direct monetary profits from sharing data.

Ø  However, since most individuals are accustomed to free services, Consent Managers could subsidize or relinquish the service fee charged to the data principals by charging the data users (much like a subscription model).
