Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

Anuragji , how about this NEW TECH ?

Context :

Try new tech, explore new frontiers to make govt communication citizen-centric,  ..

( ET – 18 May 2023 )

Extract :

"The media landscape is fast changing and so is the way people consume

 information .

To that end there is a need to adopt new methods of information dissemination

to meet the needs of the 21st century “

My  Take :

Dear Anuragji ,

 [  hpcapresident@yahoo.com    /   mphamirpur@gmail.com  ],

There are dozens of Govt ( Central + State ) portals , which list HUNDREDS of social / economic schemes , launched over the past 9 years

It takes hours of pain-staking search on the internet to locate any particular benefit scheme in which a citizen might be interested ( - do not even bother to search from a smartphone ! )

And even after locating the desired scheme, there are many related questions , for which there are no answers ( FAQ ? )

No doubt, some govt websites , do provide “ Office landline Numbers “

On numerous occasions, I have tried to reach through these numbers, and left frustrated when that number is either continuously engaged or no one picks up !

Of course, if a citizen has the phone number ( mobile – not landline ) of some officer who is designated as “ XYZ Scheme Custodian “ , then there is a small chance of citizen getting her “ query “ answered

This might work if citizens, can easily find a complete list of all the schemes in one place – listing against each , name of the “ Scheme CustodianVishnu, the Preserver “ along with his mobile number

But , you are absolutely correct when you talk of employing “ New Tech “ – new method of information dissemination

This “ need for a new method “ , has assumed URGENCY , in view of :

Ø  2024 National Elections

Ø  5 State Elections in remaining 2023

Ø  8 State Elections due in 2024

Ø  Just announced results of Karnataka elections ( failure to communicate with voters ? )

Take Home :

Any “ new method of communication “ must be TWO WAY street ( which, neither a search-engine, nor a portal is )

It has to be a “ Dialogue “ comprising of :

Ø  Millions of Citizen asking millions of questions , at the SAME TIME

Ø  “ Scheme Custodian “ instantly providing relevant answers to ALL those questioners, SIMULTANEOUSLY – and in his own human voice – and with his lip-synced face  !

And the NEW TECH to be employed is Artificial Intelligence ( AI ) – like ChatGPT / BARD etc

As for the details of how exactly AI can be harnessed for such a DIALOGUE , please read :
