Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

After Ramlila Maidan: move the SIR fight to the EPIC number

After Ramlila Maidan: move the SIR fight to the EPIC number

The Opposition marched to Ramlila Maidan on 1 November demanding the Chief Election Commissioner's resignation over the Special Intensive Revision. I am not joining that demand, and I am not adjudicating the 13.3 crore figure either — the Election Commission rejects the charge. A disputed list is settled by a verifiable one: a free EPIC-number roll check from any phone, a published reason code against every deleted name, offline counters with dated receipts and one Day 0, and an independent audit.

Sunday's numbers were as loud as its speeches. From the reports filed overnight:

  • a 1.3-km march from the edge of Connaught Place to Ramlila Maidan from about 12.45 pm, with leaders of more than 19 parties on open buses (Hindustan Times, 2 November 2026);
  • Rahul Gandhi's claim that "they removed 13.3 crore voters from the list ... 15% of India's electorate", making the 2024 election "illegal" (The Wire, 2 November 2026);
  • the BJP's "flop show" riposte — spokesperson Sambit Patra said 40% of the ground was vacant, and 5,000–7,000 of 28,000 chairs were empty between 3.30 and 4 pm (WION, 1 November 2026).

Hindustan Times records 130 million names removed, "many of them under absent, shifted or dead categories"; WION notes that the Commission has rejected the allegations of political bias.

The day's demand was a resignation, and The Hindu reports Gandhi saying the CEC "will go to jail". I will not adjudicate 13 crore. I have not seen the roll; nor, I suspect, has the loudest voice on either panel. But two things can be true together — the rolls should be accurate, and every elector should be able to learn within a minute, from an ordinary phone, whether he is still on them. Sunday argued about a number. Nobody argued about the instrument that would settle it.

I have been on this side of it since April. In SIR Portal: Who's Left Out? (10 April 2026) I wrote that supplementary lists carry "a 15-day appeal window, but it's not always clear when that clock starts for individual voters". Seven months on, we are still asking.

Four things the Commission could do this month, none of which needs anyone to resign:

  1. A universal, free "Am I on the roll?" check by EPIC number — WhatsApp, plain SMS and a toll-free IVR, in 12 languages, on a feature phone, with no OTP cliff. The reply should read "on the roll, booth X", or "not on the roll, reason Y, office Z".
  2. A published reason code against every deleted EPIC — absent, shifted, dead, duplicate — visible to that elector alone, not buried in a district total.
  3. Offline-first appellate counters at DEO and SDM offices, issuing dated acknowledgement receipts on the spot, and one published Day 0 from which all 15-day windows run.
  4. An independent audit of the roll with published methodology — sample design, error rates, who audits the auditor — the standard I have demanded in examinations and in courtrooms.

In Proving Voter Nationality (22 May 2026) I asked for "SMS/voice notifications in local languages" and observers let in to watch; the VotesApp design I sent the Commission in March already assumed a live roll an app could cross-check. The plumbing exists. What is missing is a promise that the answer reaches the voter, not merely a statement about him.

So my position is dull, and I will state it plainly. The remedy for a disputed list is a verifiable list, not a resignation.
