Thank You, Sumita Dawra
( Secretary ( L & E ) / secy-labour@nic.in / 100 DAYS
ROAD-MAP ? )
What For ?
For accepting in principle, my suggestion
What
suggestion ?
To develop one common form for registration across all social sector schemes
Where /
When did Sumitaji say that she accepted your suggestion ?
As reported in the following News report ( details
at the bottom of this blog ) :
Merge
data on unorganised workers with e-Shram: Labour Ministry to states .. ET … 06 Apr 2024
Where /
When did you suggest this ?
Here :
Ø I am One , I will become Many …
…………….06 Jan 2020
For
details , see tabulation “ DATA REQUIRED BY DIFFERENT CARDS “ at the bottom
What is your
difficulty with myScheme FORM / PROCESS ?
Whereas “ myScheme.gov.in
“,
- is a good
initiative , it is a very long-winded process for any one to figure out , which
of those 1900 + social
benefit schemes, he is eligible
There are 12 ( sequential ) FILTERS to apply, in order to narrow down on the “ Likely Eligible Schemes “
In my case , after applying all the filters, it showed
up 34 schemes (- even though, I am certainly not eligible
for any of these ! )
ELIGIBILITY SEARCH MATRIX at the bottom , will give you
some idea
What is your alternative
suggestion ?
Ø For each and every citizen of India, create his / her
Unique Profile ( YUP
= Your Unique Profile ), by implementing /
launching :
#
I
am One , I will become Many .. ………..06 Jan 2020
Ø For
those millions of citizen ( not only those who have registered on e-shram portal but all Indian Citizen ) , SUIIC ( Single Unique Identity of Indian Citizen ) portal (
details as per above blog / email ) , should on its own , accurately
figure out :
# WHICH schemes they are ELIGIBLE, and send them a link
, by clicking which, a UNIQUE page ,
dedicated to that person,
provides :
# Details
of each eligible scheme ,
# Shows
documents required for each scheme ( also , which of these documents are
already
Uploaded on DigiLocker and which are missing )
# Fill
up the SCHEME APPLICATION FORM ( as soon as a person uploads on DigiLocker ,
all required
documents )
# Display
( only at this stage ) APPLY / SUBMIT button
This entire process should be carried out by MERGING the CENSUS FORM with myScheme FORM , ( by adding
a few data fields missing ), as
shown below.
Once done , there will be no need to conduct a CENSUS ,
every 10 years ( last one was due in 2921 ) –
saving crores of rupees and man-hours
In fact , besides CENSUS , there will be no need for :
Ø
NRC
( National Register of Citizen )
Ø
NPR ( National Population Register )
Ø
Dozens of fragmented and obsolete DATABASES of Indian Citizen ( described above )
In their own interest , citizen will keep
their YUP ( Your Unique Profile ) MERGED FORM , up-to-date, at least
ONCE per YEAR
Why – and how – they will do so ,
is explained at :

2021 : an Unprecedented Opportunity ………… 11 Apr 2019

Ø Universal Payments ID : How about Unique Personal ID ? ………..
06 Apr 2021
Extract :
By merging into ONE single Personal Number, all of the following Numbers (
Personal Identifiers ) :
Ø Aadhar No ( I believe there is
provision for generating Virtual Aadhar Number also )
Ø PAN
Ø Census-NPR – CAA numbers
Ø Credit-Debit Card nos
Ø Ration Card no
Ø Passport no
Ø Driving License no
Ø Senior Citizen no
Ø National Health Card No ( Ayushman
Bharat Card No )
Ø Voter No
Ø Employee No / Employer No
Ø Bank Account Numbers ( different for
each bank )
Ø Insurance Policy Number
Ø Social Security No ( PF – PPF accounts
)
By no means, this list is comprehensive. It is just illustrative, with new
numbers getting added every month, by all kinds of Govt Agencies / Depts and
Private Sector companies from whom, I buy goods or services ( like
above-described Payment Service )

Ø Obviously,
above is a very SMALL list – by no means comprehensive
Ø It
is very likely that , may be
30 % - 50 % of the “ data-fields “ are COMMON to all these databases
Ø Each
of the entity mentioned above, is storing these databases in its own servers in
some STRUCTURED way
Ø Many
of the millions of records must be outdated. Even any given person’s data,
across various databases,
may vary widely / be obsolete

Merge
data on unorganised workers with e-Shram: Labour Ministry to states .. ET … 06 Apr 2024
The labour ministry has directed all concerned ministries and states to reverse integrate data on unorganised sector
workers with the e-Shram portal, a move
aimed at removing duplication and arriving at the
net eligible beneficiaries across India under one umbrella digital system.
In a meeting chaired by labour secretary Sumita Dawra on Thursday, it was decided to develop one common form for
registration across all social sector schemes to enhance ease of living for the
unorganised workers while fast-tracking registrations on the portal, sources aware of the
deliberations told ET.
According to the sources,
this will help the government do away with frauds and ensure saturation of
social security schemes for over 400 million unorganized workers in the country
as it aims for a UNIVERSAL
SOCIAL SECURITY in India
The central labour
ministry will soon firm up Standard Operating
Procedures ( SOPs ) for all ministries to do REVERSE INTEGRATION through API Setu, an open
Application Programming Interface ( API ) platform from MeitY
“ Once this is done, the System will PROMPT
, unorganized workers to enrol for SCHEMES they are
ELIGIBLE , out of nearly 1,900 schemes listed under “ myScheme “
initiative of the government, which is already integrated with the e-Shram
portal “ , one of the sources said
The drive to wean out duplication and up the pace of registration on
the e-Shram portal is expected to benefit weavers, handloom workers, fishermen
and fisherwomen, toddy tappers, farm workers, leather workers , plantation
labourers and beedi workers, among others
