The government on Friday notified guidelines
for implementation of ‘Innovative Projects’ under PM Surya Ghar Muft Bijli Yojana. Under
the scheme component 'Innovative Projects’, Rs 500 crore has been earmarked to
encourage advancements
in rooftop solar technologies, business models and integration techniques.
According to the Ministry of New and Renewable
Energy, it seeks to identify and support startups, institutions, and industries
in piloting new concepts, with a focus on emerging solutions like blockchain-based
peer-to-peer solar trading, smart materials, and rooftop solar integrated
with electric vehicles and battery storage.
To drive this forward, the ministry will invite
proposals and encourage joint research and international collaborations. National
Institute of Solar Energy (NISE) will serve as the Scheme Implementation Agency
(SIA) for the Innovative Projects Component.
Selected
projects will receive financial assistance of up to 60 per cent of the project
cost or Rs 30 crore, whichever is lower. Additionally, annual awards for innovation will be granted to encourage further
advancements, with prizes up to Rs 1 crore, announced the government.
The Centre approved the PM-Surya Ghar: Muft Bijli Yojana on
February 29, 2024, with the aim to increase the share of solar rooftop capacity
and empower residential
households to generate their own electricity.
The
scheme has an outlay of Rs 75,021 crore and is to be implemented till FY
2026-27. According to Prime Minister Narendra Modi, the scheme will also benefit
the future generations.
The scheme is being implemented by a National programme
Implementation Agency (NPIA) at the National level and by the State
Implementation Agencies (SIAs) at the state level.
The scheme
provides for a subsidy of 60 per cent of the solar unit cost for systems up to
2kW capacity and 40 percent of additional system cost for systems between 2 to
3kW capacity. The subsidy has been capped at 3kW capacity. At current benchmark
prices, this will mean Rs 30,000 subsidy for 1kW system, Rs 60,000 for 2kW
systems and Rs 78,000 for 3kW systems or higher.

For reaching the
target of 100 GW of Solar
power generation by Nov 2022, we
need to install 1.5 GW capacity EVERY
MONTH for the next 60 month ( remaining 85 GW after current installations
totalling 15 GW )
That would
require an investment of Rs 10,000 Crore
per month , every month for the next 60 months ! ( @ One Billion
dollars per GW )
Part of this
investment will have to come from Roof Top Solar projects , to be
set up by :
· An Individual home-owner ( who may also want to
sell surplus power to a neighbour )
· A Coop Housing Society wanting its huge unutilized
terrace to produce solar power, for its members
· A Business which will install these roof-tops at its own cost and is allowed to
sell power to the residents of a building

Ø Under CFSP,
provide 30 % Capital Cost Subsidy to companies setting up large ( > 500 MW ) Solar Farms
in remote areas ( eg : desert areas of Kutch – Spiti – Lahul – Ladakh etc ,
which have a potential to generate 315 GW of Solar power )

Ø 1 MW of ( grid )
solar will need 100,000 sq ft of solar panels ( 1 KW will need 100 sq ft )
Ø The estimated cost of 1
MW solar power plant is approx. Rs 4 - 6 crore.
Ø That works out to approx. Rs 400 - 600 /
sq ft of Capital cost for Solar panels
Ø Solar Farm company can “ Sell “ ownership rights of solar panels to individuals in modules of 1000 sq ft,
( costing Rs 4- 6 lakh per module ) . These rights can be sold / transferred to
any buyer, only with prior permission of the Solar Farm Company concerned
Ø Each module ( of 1,000 sq ft ) will
generate 10 KW of power, which Company will feed into a NATIONAL GRID ( free ) .
Ø Each such Co-operative Company can
reserve / own by itself, 30 % of Solar Panels for generating power for sale in
free market
Ø My nearest DISCOM will supply me those 10
KW, free of cost ( ie: deduct from my monthly usage ) . Any excess over my
actual consumption, to be credited to my account
Ø Depending upon my usage / need , I as an
individual CO-OPERATIVE OWNER , can “ buy “ any number of
STANDARD MODULES, and from any number of Cooperative Farming companies or other
Co-op Owners
Ø This set-up will require NATIONAL SOLAR EXCHANGE in
which ALL discoms will be mandated to become members

Ø Open up SuryaGhar
Yojana for all of India’s 290 Million
households ( families ) – having any amount of
monthly consumption ( dispense with 300 units / month limit ). Also to all
Industrial / Commercial organizations ( in a nutshell , for every entity which
has a Consumer Account with ANY Discom )
Ø But,
do restrict the max subsidy amount at Rs
78,000 – even for those drawing more than
300 units / month ( to limit the burden on the budget )
Ø Also offer subsidies to consumers who choose to
invest in Co-op Solar Farms ( like SundayGrids.com ) , shown in diagram
below
Ø Disburse
the subsidy amount ( to a member / subscriber of a Co-op Solar Farm ) within 48 HOURS of completion of PROCESS FLOW shown in chart
above
Ø Mandate
that ALL DISCOMS must become members of SETI and integrate their BILLING
SYSTEMS with SETI network exchange. Co-owners of a Co-operative Solar Farm will
automatically become members of SETI as soon as they register and pay up.
Instantly , SETI will create for such a member , a DEMAT GREEN CREDIT account
, which will keep history of all BUY / SELL transactions and the PRICE at which
the transactions take place
Ø To
encourage DISCOMS, compensate them for ANNUAL loss of revenue if any ( 2024 as
base year )
Ø To
encourage consumers, give them Induction
Solar Stoves ( costing around Rs 4,000 inclusive
of an inverter ) at subsidized rates ( under National Clean Cooking Mission ).
Families
opting for Solar Stoves must be entitled to earn GREEN CREDITS ( at present,
this scheme
does
NOT cover families saving GHG through use of Solar Stoves ).
It
should be possible to recover the cost of Induction Solar Stove within one year through saving in
LPG
cylinder subsidy ( approx. Rs 300 per LPG cylinder ). Besides this , govt would
save foreign
exchange
spent on import of LPG ( approx. Rs 75,000 crore per year )
Ø Instead
of depending entirely on private sector “ Co-operative
Solar Farms “ , I urge Shri
Amit Shah ( Minister for Co-operatives ), to come up with PUBLIC SECTOR farms
, as outlined in following chart . These too shall operate like www.SundayGrids.com
