Property Deals to be linked to Aadhar ”


Now the next big step against black money is round the corner, and this time it's immovable property that's on target.


For the first time, a Union Cabinet minister has indicated that Aadhaar linkage with property transactions would be made mandatory. 


Union Housing Minister Hardeep Puri has said that he has no doubt the linkage would happen. Speaking to Nayantara Rai of ET NOW, Puri said such a move would go a long way in sucking out black money from real estate and also help in crackdown on benami properties.


"Seeding Aadhaar to property transaction is a great idea but I’m not going to make an announcement on that. We are already linking Aadhaar to bank accounts, etc, and we can take some additional steps for property market also,” he said. 


Prime Minister Narendra Modi has indicated several times that the government would crack down on benami property. Aadhaar linkage could be one part of that drive. 



When asked if seeding Aadhaar with property is a logical conclusion of the government's drive to push Aadhaar to bring transparency in economy, Puri said, “Absolutely, that’s the way it's heading anyways. I have no doubt that it will happen." 


This is a “ Half Way House “  !


Why link Aadhar with only a “ Property Deal “  ?  Why not link it with a given “ Property “ itself  ?  Permanently  ?


That is linking Aadhar with the “ Postal Address “ of each and every “ Property “ in the country , so that we know WHO owns that property !


Of course , there are millions of “ properties “ which have NO  POSTAL  ADDRESSES  !


Properties ( eg : land parcels / buildings ) located in deserts / jungles / valleys  / on mountain tops or ( may be ) even in City Slums !


So , how can we link Aadhar with a property which does not even have a postal address ?


No problem  !

NITI proposes : NITIN disposes




Economic Times ( 21 Nov ) carries following news :




“ Niti’s Battery Swapping Pitch Not Viable , says Gadkari “



Road transport and highways minister Nitin Gadkari has said official think tank NITI Aayog’s battery swapping policy for accelerated adoption of electric and shared vehicles is not viable and hence wouldn’t work.


“The battery swapping policy I feel is not appropriate for the country because it is a very difficult thing,” the minister said at the Smart Mobility Conference organised by industry association FICCI on Monday.


Niti Aayog has been advocating standardised, smart and swappable batteries with lease or pay-per-use business models.



Gadkari said his department was working on the plan of providing the charging infrastructure across the country.


“We are working on the charging system that can reduce the charge time to 15-20 minutes,” he said.


The cost of lithium ion batteries has been slashed by 40% and mass production could lead to further reduction in prices, Gadkari added. There are 12 manufacturers of lithium ion battery.




Reacting to this “ Breaking News “ on CNBC TV last evening, Shri Abhay Firodia (  President , SIAM ) said :


“ Even within the Auto Industry, views on swappable batteries are evenly divided . Within a few days , we plan to submit to the Transport Minister , a white paper on the subject of change-over to Electric Vehicles . We want the Government to come out with a Road-Map on this subject “

“ Many years back , we had introduced swappable batteries on our 2-wheelers , However this did not work out – but for reasons of mechanical design

That BIG ANNOUNCEMENT could well be :


·         ISRO will make available ( for FREE ) , to any Indian Manufacturer , its technology of Electric Vehicles ( of course , excluding 2 wheelers ), where the solar panel mounted roof will , continuously charge a small Lithium Ion battery as long as the vehicle is under sunlight. The small battery can be re-charged at night using a 5 Amp domestic electric outlet


·         This innovation ( so vividly demonstrated by the Dutch and the Germans , at the Australian Solar Car Challenge , last month , for a 5 seater regular sedan , which travelled 3000 km , without any charging along the route  and at ave speed of 80 km / hour ) , will mean , there will be no need for battery charging infrastructure


·         Elimination of Battery Charging Infrastructure , will save the country , an investment of Rs 195 Lakh*Crore




Here is what could prompt Shri Gadkariji to make such DISRUPTIVE announcement :

Of late , everyone is blaming the Punjab farmers for the smog enveloping Delhi




To prepare their fields for sowing of wheat ( within 15 days after reaping paddy ), these farmers have been burning the paddy stubble ( stalk )


If they had to remove the stubble from the earth , they would need two machines costing approx. Rs 2 lakhs – money they don’t have


In the past 4 days , following news appeared :

“ How much paddy stubble can we use in thermal power plants ? “


A four member bench of The National Green Tribunal , headed by Justice Swatanter Kumar directed NTPC to submit by next Tuesday as to how much crop or paddy residue it can use as raw material with coal to produce electricity




Indian Express  (  18 Nov  )

“ NTPC to buy farm stubble at Rs 5,500 per tonne “



Power Minister R K Singh on Thursday said that state-run NTPC will float tender to buy farm stubble at Rs 5,500 per tonne for power plants , a move that will check farmers from burning it – a key source of pollution in in NCR


He said this move will help farmers earn around Rs 11,000 per acre from the sale of straw


“ On an average a farmer gets around 2 tonnes of stubble or straw in an acre “ , said Singh at a press conference




Now , Punjab farmers grow paddy in 3 million acres


That means 6 million tonnes of stubble ( @ 2 tonnes / acre )


At Rs 5,500 per tonne , this will amount to Rs 3,300 crore of windfall income - all in a span of 15 days !


And to enable this , all that is required is 30,000 pairs of machines ( costing , approx. Rs 600 crores )

In this blog ( emailed to Policy Makers ) , I had suggested that Shri Amrinder Singhji ( CM – Punjab ) , allot Rs 600 crore to buy those 30,000 pairs of machines , to be owned by a FARM HELP SPV and which can remove those 6 million tonnes of stubble within a small window of 15 days



Imagine the SPV recovering ( through renting of machines ) , Rs 600 crores in 15 days – leaving a neat sum of Rs 2,600 crore in the hands of the farmers-( Rs 3300 - 600 cr )



I wonder :


Can any Chief Minister have any excuse not to help farmers of his own State and millions of residents of a neighbouring state ?

“  Rent – a – Roof “  for  Solar  Power

The ‘rent-a-roof’ policy will help developers and householders
·          
The Centre is planning a rent-a-roof policy to support its ambitious plan to generate 40 gigawatts (GW) of power from solar rooftop projects by 2022, MINT reported this week .


If the new policy comes through, solar developers can rent rooftop space, fit it with solar panels, and feed the power to the grid . If the policy takes off, householders will not have to bother themselves any more with the time-consuming, bureaucratic nitty-gritty that precedes the installation of panels.


India offers a big opportunity for solar energy. Its 750 GW potential is driven by roughly 300 sunny days a year.


Despite this, and attractive fiscal incentives, households haven’t exactly taken to solar power. As a result, financial incentives are not being utilised and consumers are not availing significant potential savings on their electricity bills, even as the burden on electricity distribution companies to meet power demand from the grid is growing.


Large solar plants require land, lots of it. Therefore, it is important that policies support rooftop and decentralised solar power generation, both off grid and on.


The proposed policy could empower the solar energy industry to focus on households; it also gives every home a chance to be energy independent.




Let us evaluate the possible impact of this initiative in the following background :



·         Government’s Solar Power target is = 100 GW by 2022 , of this


·         60 GW from ground-mounted / grid-connected projects


·         40 GW from roof-top projects


·         As of Sept 2017 ,

     #  ground-mounted solar has reached only 13.9 GW


    #   roof-top capacity has reached only 790 MW


    #   taking total Solar installed capacity to 14.7 GW


·         During the first 6 months of this fiscal, Solar capacity added was 2.4 GW



This means that , during the next 60 months ( Nov 2017 – Nov 2022 ) , we need to install ( 100 GW – 14.7 GW ),  85.3 GW of Solar ( ground + roof )



That is nearly 1.5 GW / month ( month after month after month , for next 60 months )



Now , 1 GW installed capacity of Solar costs approx. 1 Billion dollar ( = Rs 6500 Cr )



That means , we must find Rs 10,000 Cr / Month , for 1.5 GW



Every month for the next 60 months !



Who has this kind of money to invest in Solar Power projects – especially when DISCOMs which have signed definitive / legally-binding PPA with power producers are backing out and demanding that producers reduce their price – already , the lowest in the World ?

If you are looking for a viable solution ( something experts won’t recommend since it would be politically incorrect ? ) ,which :



·         Brings in , Rs 10,000 cr / month of investment for next 60 months


·         Enables Power Producers to raise “ Zero Risk “ capital at “ Zero Per cent “ interest


·         Delivers power to consumers at Rs 1 / Kwh , ( with 5 % reduction in tariff every year )


·         Turn India into “ the most envied and most copied “ Low Cost Economy “ of the World , capable of reversing its negative trade balance ( through exports ) with all countries
