An Idea Ahead of its Time ?


Following news appeared in Economic Times ( 27 May 2017 ) :
“ Google will soon find you a job as the tech giant refines its mastery over AI “


As a conclusion when Pichai came back to stage, he announced the biggest incremental feature that Google Search has ever got Google for Jobs.


A Google's take on simplifying job search for both blue and white collars across skills and experience.


They are doing this in collaboration with LinkedInFacebookMonster among others and of course it uses Machine learning to make the job hunt easy for users.


When I sent the following letter ( hard copy ) to Ashish Kashyap ( the then ) Country Manager – Google India , some 12 YEARS ago , obviously, I was ahead of the times :

I refer to my earlier emails ( Dec. 2 / 9 and 13 )

Indian  “ Online Recruitment”  industry is approx.. Rs. 300 Crores, with MonsterIndia  and Naukri  expected to contribute Rs. 100 cr and Rs. 90 cr respectively during 2005-06.


Altogether, there are about 500+ jobsites in India ( - most operated by brick-and-mortar placement agencies, for the purpose of collecting resumes.)


Should Google decide to offer  “ classified”  job-search / resume search, it is possible for you to corner a market-share of


·         50% by end of first year…………………………… Rs. 150 cr.


·         80% by end of second year………………………  Rs. 250 cr.


From an Indian Context, that is a lot of money  !


More importantly ( from Google’s viewpoint) getting 44.5 million unemployed ( registered with some 939 employment exchange  around the country ) to visit and conduct job-searches on Google, can be even much more valuable.

“ Labour Ministry has inked strategic Memoranda of Understanding ( MOU ) , with leading job portals , placement organizations and institutions of repute


The NCS project also involves setting up of 100 Model Career Centres to deliver quality employment services and these Centres are being set up in collaboration with States and institutions


Over 3.87 crore ( 38.7 million ) candidates , 14.8 lakh ( 1.48 million ) establishments are registered on NCS ( National Career Service ) Portal….. around 540 job fairs were organized in 2016-17 “

SUMMARY :



How large  ?



*  18.9 million applications for 62,907 jobs ( Group D : Track Maintainer / Gangman /
    Pointsman /  Switchman /  helper / porter )

   
*   4.755 million applications for 26,500 jobs ( Automotive loco pilot )


*  1100 centres / 350 cities / 74 shifts / 25 days ( for Online Exams held in 2014 hiring
    drive )


*   Expected to be spread over ONE YEAR


*   Education Qualification required is 10th Standard pass


*   Of the 30.3 million people who started the Application Process, only 23 million
    Completed


*  Number of students shortlisted for the second stage is usually 15 times the no of
   openings





What is the Process  ?



*  Receive paper applications through post ( along with refundable advance exam fee of
    Rs 100 )


*  Sorting done by computer program that can filter out applications where the
    accompanying photo is of an animal or a building

   
*  Further manual sorting


*  Creating / securing Question Papers ( English / Reasoning / Math / Science / Current
   Affairs )


*  Questions translated in 15 Indian languages ( 7200 questions )


*  Each candidate informed about CITY ( 10-15days in advance )


*  Each applicant is allocated an examination centre ( 2 days before exam )


*  Each question paper is unique / no question paper can resemble another


*  Questions sent directly to the applicant’s computer screen


*  Ensuring that every student in a class room receives a different set of questions


*  Those who clear the second stage are put through a psychological assessment


*  Lists are made ( manually ) of selected candidates , according to QUOTAS under
    various categories ( SC / ST / OBC creamy layer / OBC non-creamy layer / ex-
    servicemen / physically challenged


*  Internal calibrations made within each category


*  Put up “ Objection Tracker “ on Regional Railway Recruitment Board web sites , where
   candidates can view the question paper , their own answers and the correct answers .


   If not satisfied with what is displayed, candidates an object to the fairness of the
   Process






How is this huge process managed ?



* Parts of this process are out-sourced to external recruitment firms through a bidding
   process that  takes months


  To qualify , a company must show a minimum turnover of Rs 15 crore and should
  have conducted an exam involving at least 500,000 candidates


*  Bids are yet to be invited for the current round of recruitment



*  Railway Board has previously collaborated with Tata Consultancy Services , which has
   set up 135,000 computing nodes in exam centres across India and claim to have
   assessed a total of 100 MILLION candidates so far , including 9.2 million assessments
   during the railway’s 2016 drive






Is it possible to complete this entire process within 3 MONTHS  ?

2017-18  :

Set up factory next to Mundra Port ( Gujarat ) to facilitate world-wide exports




2018-19  :

Source locally , Tyres / Chasis / Body / Electricals  / Windows / Dashboards ..etc





2019-20   :

Manufacture in your own factory , Li-ion Battery  / Wall-mounted Powerpack Storages /
Solar Roof Tiles





2020-21  :

Manufacture  RFID Sensors - Cameras – GPS locators





2021-22   :

Augmented Reality  Devices  /  Autonomous Navigation Devices ( Radar – Lidar  )





Now , it is very possible that neither Shri Gadkariji , nor Shri Goyalji , would be satisfied with such a slow PMP , spread out over a period of 5 years



They may , well request  Elon to cut it down to 3 years



And , if they do, I get a feeling that Elon would telescope the entire PMP , in 2 YEARS !



Apparently , Emails take a few months to reach the govt officers  !
