How to form a Government ?





Over the past 3 days , we watched a “ tamaashaa “ being played out in Karnataka



Neither BJP , nor Congress , nor JDS had a clear mandate from the people ( meaning a simple majority as far as the number of seats won is considered )



And this kind of fractured ( ? ) vote is more of a “ norm “ than an aberration , whether it is a State election or the National election, since voters have a fundamental right to support and vote for those candidates who, they believe will represent their concerns



This is natural when different parties having different agendas , which appeal to different sections of the society , contest elections



Just because a party got very few seats ( even just 5 % of the house ) , does not mean that the voice and concerns of those voters who voted for that party can be totally ignored / bulldozed !



Unfortunately , this is exactly what is happening , again and again !



Under our current system, the Governor invites,



*  the party with simple majority of seats won, or

*  parties with “ Pre-poll Alliance “ , failing which,

*  parties which have formed a “ Post – poll Alliance “




Why is the post-poll alliance , “ unfortunate “ ?


Because it leads to horse-trading / purchasing members with money or promises of minister-ship / flouting  Anti Defection Law  etc



MY SUGGESTION :


In the next few weeks , the Supreme Court is expected to hear the petition ( from Congress + JDS + Ram Jethmalani ), to decide whether Karnataka Governor was right or wrong in his action



But , it would be highly desirable that the Supreme Court lays down a simple protocol to be followed in future , whenever such a situation arises in future ( although, I believe , some guide-lines do exist , albeit , not absolutely clear )



For the reasons mentioned above , I strongly feel such a protocol should NOT at all include POST –POLL alliance , as an option



It should be as per following priority :



* “ Pre Poll alliance “ if the combined seats won by the alliance exceed simple majority,
     with provision for a Vote of Confidence, within a week



*  If there is no “ Pre Poll alliance having simple majority “ , then the party with the
    largest number of seats won , should be invited for forming the government

    In such an event , there will be no need for a Vote of Confidence by that party to
    prove its majority on the floor of the house




Even though I consider this suggestion as “ far less than the IDEAL “ , its merits are as follows ,



*  No scope of “ Opportunism “ by forming a “ Post Poll Alliance “ by warring parties


*  No scope for horse-trading


*  Likely acceptance by all parties concerned


*  No scope for the Governor to play favourites, by strictly defining his role


*  Quick formation of a STABLE government in a transparent manner

If the Supreme Court lays down the "law", ​as per your recommendations, then it will be implicitly ruling against the Cong-JDS alliance for all future scenarios - if it does do that, it will take a lot of steam out of the INC-JDS victory -

Better first step is to implement similar thing as in UK. . Which I think is that the largest party or largest pre-poll alliance is given 10% grace marks (read seats) to reach the magic mark.

ARIHANT  :  on the  horizon ?




Times of India ( 16 May ) carries following news :


Facebook cracks down on 30 million posts for sex, terror, hate content

Facebook said improved technology using artificial intelligence had helped it act on 3.4 million posts containing graphic violence………..

In 85.6 per cent of the cases, Facebook detected the images before being alerted to them by users…………

Responses to rule violations include removing content, adding warnings to content that may be disturbing to some users while not violating Facebook standards; and notifying law enforcement in case of a "specific, imminent and credible threat to human life". 

Improved IT also helped Facebook take action against 1.9 million posts containing terrorist propaganda, a 73% increase. Nearly all were dealt with before any alert was raised, the company said. It attributed the increase to the enhanced use of photo detection technology.


Given the progress made by Facebook so far, I have reason to believe that my concept of  ARIHANT , propounded in following blogs, is  likely to get implemented soon :

Evidence  is  piling  up  !



For last few months, I have been writing blogs ( and sending as emails to Cabinet Ministers / NITI Aayog / PM-EAC members / EESL officers etc ) , advocating that EESL should “ lease “ electric cars rather than go for outright “ purchase “ , since leasing will save thousands of crores of rupees





To best of my knowledge , so far TATA and M&M have delivered some 500 EV each , against last year’s tender for 10,000 cars . It is a different matter that there are no more than a dozen Battery Charging stations in Delhi !



Last month, EESL floated its SECOND tender for 10,000 EVs !  But EESL MD , Shri Saurabh Kumar says ,


“ We will wait for DHI ( Department of Heavy Industries ) to issue a final set of specifications for charging stations . Until then, we cannot move ahead with the tender “





Some 300,000  electric cars are going to be purchased by EESL in next 4 years !


Here is further evidence in support of my suggestion to “ Lease “ :

In another development, the Greater Hyderabad Municipal Corporation (GHMC) has decided to hire 20 electric vehicles (EV) at a cost of Rs 21,500 per month per vehicle against the current Rs 34,000 per vehicle per month, and to set up charging points at its headquarters and zonal offices.




Let us assume that these Electric Buses in Hyderabad, will run for 25 days per month


So , the cost ( hire-charge ) comes to Rs 860 per working day


Now , BEST buses in Mumbai average 189 km run per day ( against target of 200 Km )


If those 20 GHMC Electric buses also average the same mileage , its “ Cost per Km “ would come to Rs 4.5 per Km ! ( I presume , this is NOT a wet-lease and therefore does not include the cost of the driver )


Even if we add the driver’s salary ( Rs 20,000 pm for running 4725 km per month ), that would come to another Rs 4.2 per Km


So the total cost would come to Rs 4.5 + Rs 4.2 = Rs 8.7 per km !


Compare this with BEST’s running cost of Rs 107 per Km !

  year ! ) . At this rate , Mumbai could replace its 3711 diesel buses in less than 2 years !



* Globally, there are an estimated 385,000 fully electric buses, and according to a
   recent Bloomberg New Energy Finance report, 99 percent of them are in China.



*  China adds about 9,500 EV buses every five weeks



*  To further reduce upfront costs, some operators in Shenzhen also choose to lease
    buses from the manufacturers





The question that we need ask is :


When will “ public interest “ overtake the “ vested interests “ ?
