Notes :
Ø Foreign
nationals who are currently residing in India and desirous of getting Indian
Citizenship , will for getting “ Assessed / Scored “ as shown above
Ø Such
“ Foreigners “would need to apply , in a prescribed form to the designated
officer in the Home Ministry . Application will need to be
supported by relevant documents
Ø Their
applications will be taken up for processing, on a “first come first served “basis
Ø Home
Ministry will appoint state-wise, third party Agencies to interview the
applicants and fill up the above-mentioned, “ CITIZENSHIP
ELIGIBILITY SCORE CARD “
Ø The
total score will range from a minimum of 10 to a maximum of 50
Ø The
results of the SCORE will be published on the web site of the Home Ministry
Ø The
SCORE CARD itself will be a part of revised Citizenship Amendment Act (
to be presented to Lok Sabha by 01 April 2020
Ø This
revised amended CAA, will lay down the MINIMUM SCORE (
points ) needed for grant of Indian Citizenship to an applicant ( my suggestion
> 30 + points )

This is only a CONCEPTUAL
FRAMEWORK , primarily aimed at :
Ø Clarifying
the CRITERIA to be applied for determining the eligibility of a Foreigner
Ø Making
the process TRANSPARENT / UN-BIASED / SYSTEMETIC
Ø Obtaining
PRIOR CONSENSUS of all the political parties
Ø Remove
any MISTRUST from the minds of existing Muslim citizens of India
