Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

Ongole proved the 2021 point: kuchha roofs kill. And the relief rail is now WhatsApp.

Ongole proved the 2021 point: kuchha roofs kill. And the relief rail is now WhatsApp.

Murasu came ashore near Ongole at 1 a.m. and thatched houses at Samatha Nagar came down — the exact mechanism I described in 2021: cyclones destroy kutcha huts, never concrete houses standing metres away. Andhra's Mana Mitra WhatsApp rail was load-tested overnight. I argue the same chat should now carry money, not only messages: the parametric cyclone income payout, triggered by the IMD bulletin, with no claim form. And I ask for a coastal pucca-housing replacement target and a 72-hour payout deadline.

Landfall began at 1 a.m. on 3 November near Ongole, The Hindu reported, with sustained winds of 110 to 120 kmph at the landfall point. Three lines later came the sentence that matters:

Several thatched houses collapsed and residents were stranded at Samatha Nagar in Ongole, Prakasam district. The district administration has initiated rescue operations to evacuate those stranded.

That is the argument of a post I wrote in May 2021, delivered in one sentence from Prakasam district. In Saving Lives I put it this way:

Statistics prove that cyclone destroys only KUCHHA huts – never CONCRETE houses, even if such houses are very close to the beaches and in direct path of the cyclone.

What I proposed then: free concrete ground-floor houses of about 400 sq ft for coastal families, grouped into small townships with water, toilets and power, within two kilometres of the old hut. Five years on, I would like one number from Andhra Pradesh — the year by which no coastal family in the state is expected to sleep under a thatch roof. Publish that target, and the replacement count against it, district by district.

The second thread is newer, and better. Before landfall, the Real Time Governance Society opened its Mana Mitra WhatsApp platform to cyclone grievances: send "Hi" to 9552300009, choose Services, then Murasu Cyclone Issues, then Report Issue. Collapsed walls, uprooted trees, outages — all of it went down that pipe overnight.

In EPFO goes to WhatsApp — now let the same rail carry jobs, written before this storm formed, I argued that a verified chat should carry more than messages. Overnight it passed its load test. Now let it carry money.

In Let SEWA be the Benchmark (11 May 2025) I published a parametric cyclone income-insurance spec:

  • Premium Rs 400 a year, subsidised
  • Rs 600 a day when IMD reports wind above 89 km/h
  • Cap of Rs 4,800 in a season
  • Paid within three days on the IMD bulletin, no claim form

Murasu cleared that trigger before dawn. No one would have had to prove a loss to anyone.

So my suggestion to the Chief Minister and the RTGS team: add one more item under Services — Cyclone Income Claim — that reads the IMD bulletin and the member's registered district, and schedules the payout. Hold the payout to 72 hours, and fund the first tranche from the Rs 37 crore relief head released on 2 November to 17 districts. Money out in three days does what a damage survey does in three months, and it reaches the Godavari tenant farmer who still owes lease money on a crop he has lost.
