Poll-Results  are  Out


Almost one year back , I wrote the following blog, listing my own predictions for NDA Government's likely achievements, after 3 years in power

To be fair , only ONE year  has elapsed !

I am sure tempo of reforms will pick up in the days and months to come, - and prove me wrong !

 What  Are   the  Chances  ?


Over the past few weeks , we saw many surveys re: which political party will win how many Lok Sabha seats


These included , Times Now-ORG / CNN-IBN-CSDS / Headlines Today - Cicero / ABP News-Nielsen / News 24 - Today's Chanakya / Cvoter - India TV etc


Although , " Today's Chanakya " came closest to predicting the number of seats that NDA might win , others too were fairly accurate


Using statistical techniques , they computed the Chance ( Probability ) for each party , based on asking a few thousands voters ( sample ) , their preferences


Now is the time to survey the voters , once again , as to what do they believe , when it comes to BJP fulfilling its poll promises


For each item ( of BJP's poll manifesto ) , what is the perceived chance ( probability ) that the BJP Government will fulfill / deliver on its promises ? Will it be 10 % - 50 % - 100 %  ?


The outcome will determine BJP's credibility among voters , vis-a-vis , its poll promises


It may be even an eye-opener for BJP  !


If conducted and results published by end June 2014 , such a survey might even become a " Self Fulfilling Prophesy "  !


If it turns out less-than-flattering , BJP will work twice as hard to prove the pollsters wrong  !


Here are the " Chances " which I attach to fulfillment of each of BJP's following poll promises , by the end of 3rd year :


*  Ensure minimization of Black Money and setting up of a Task
    Force  ......... ( 50 % )


*  Special Courts to stop hoarding and black-marketing. ( 100 %)


*  Set-up a Price-Stabilization Fund.......( 100 % )


*  Develop labour-intensive Manufacturing ...  (  10 %  )


*  Empowering youth for Self-Employment...  ( 25 % )


*  Transforming Employment Exchanges to Career Centers(10% )


*  Eliminating corruption thru E-Governance... ( 10 % )


*  Rationalization / Simplification of Tax-regime.. ( 20 % )


*  Insulate intelligence agencies from political intervention and
    interference..... ( 10 % )


*  Strengthening physical infrastructure with expediting work on
    freight and Industrial Corridors..... ( 15 % )


*  Setting up Gas-Grids and National Optical Fiber Network up to
    the village level.......  (  30 %  )


*  Quadrilateral project for Bullet Trains..... (  5  %  )


*  Establishment of National E - Library.....  (  40  %  )


*  Implementation of National Education Policy .. ( 50 % )


*  Evolving further the PPP model to PPPP model .. ( 50 % )


*  Building 100 Mega-Cities................  (  0  %  )




Did I miss out any  ?


Parallel with whatever the Pollsters may - or may not - do , it would be worthwhile for BJP Tech-Team , to come out with a mobile App ( to be named , " RUN - Rate Us Now " ? ), to find out what voters feel , on a 5 star scale


Or , an App that would let the voters prioritize among various promises

WHY PENALIZE POOR FARMERS ?

WHY    PENALIZE     POOR     FARMERS   ?

Dear  Ministers / MPs / MLAs :

Why take away " ownership " of their land ?

We know that this ownership is not profitable for the farmers

By continuing to till those lands for a pittance , farmers are obliging the rest of the society

They barely manage to eke out a subsistence-level living , even when rains are good

Rest of the times , they remain perpetually  indebted to " Shahukars "

On an average , 17,000 farmers commit suicide each year , when they fail to repay their debt ( - may be , no more than Rs 20,000/- ! )

Have you ever heard a Businessman or an Industrialist commit suicide , after willfully defaulting to repay bank loans of Rs 20 Crores / 200 Crores ?

No , they go on Swiss Holiday ! ( You guessed right why Swiss ! )

How many " Lakhs*Crores " have banks written off as NPA over the years ?

Is any banker losing his / her sleep ?

No !  Just write-off or ask Government for " Re-Capitalization " !

Why can't we write-off our " Societal Debt " to farmers by paying each farmer-family , a sum of Rs 20,000 / - per month ?

That is less than what we ( thru the Central and the State Governments ) have been paying by way of wages to millions of workers employed by PSUs , for the past 60 years  !

Workers who have NO WORK ( - since there is NO DEMAND for what those PSUs produce ? ) , but still troop in every morning to punch attendance - then play cards on the shop-floor for the rest of the day !

Has any Minister / MP / MLA, bothered to visit these PSUs , incognito ?

How many " Lakhs*Crores " of rupees have the honest tax-payers paid over these years , to protect their " Idle / Non Productive " jobs ?

And , did we not pay another " Lakhs*Crores " to hundreds of erstwhile Rajahs / Maharajahs ( - and their children ) for 50 years , by way of " Saliyana " ( Pension / Annuity ) , for divesting of their Kingdoms ?

Even as they were " legally " permitted to retain all of their ill-gotten wealth ,accumulated over the years by plundering the " Praja " ?

So , why can't we take care of our farmers' families for the next 25 years ?

Why this double standard ?

When a clever professional can be paid " Sweat Equity " in an enterprise for contributing his brain power , why can't we pay similar Equity to farmers , for allowing us to use their lands ?

Central Government is planning to fund ( by way of EQUITY ) ,thousands of " Start-Ups " , and has set aside Rs 10,000 Crores for this purpose

Does Central Government believe , any of these will pay dividend for the next 10 years ?

Of Course , not !

Please , have mercy on the farmers , who continue to display the highest " Work Ethics " of any working group , in this country !

*   Do not take away their " Ownership " of their land
*   Request them to allow Governments ( Central + States ) to become
     " Co - Owners "
*  For allowing such " Co-Ownership " , give them EQUITY in the concerned
    Project ( separate SPV for each project )
*  Give them some immediate " Joining Bonus " in cash ( do not call it " Compensation " )
*  Give them monthly " Rental " for land-lease ( do not call it " Subsidy " )

Over the past 4 days , I have already sent to you my detailed proposal ( thru individual emails  )

This is all about , " Sabka Saath , Sabka Vikas "

Land Acquisition Solution

Dear Nitinji,


Farmers are opposing this bill for the following reasons :

>    Low / Inadequate compensation

>    Once land is sold , not being able to benefit from the appreciation of land value , when the project comes up

>   Private parties bought their land at low price and then sold it ( mostly to private builders ) for a whooping profit


I think there is a simple solution to the concerns expressed by the farmers . Please consider the following :


>     Each project will be tied to a specific SPV , created for that purpose only

>    In the first instance , affected farmers will create a " Cooperative Society " 

>   Co-operative Society will issue shares to each land-donor farmer , in proportion to the QUANTITY / VALUE of the land donated by him

>   In turn , Co-operative Society will receive shares in the SPV , equal to the value of the land + a cash compensation equal to 4 times the value of the land

>  Farmer's shares of Cooperative Society cannot be sold in open market before 5 years but can be gifted to wife / Children

>  Shares of Cooperative Society in the SPV itself cannot be sold for next 10 years

>  The " Cash-Value Compensation " received by the Co-operative Society ( ie 4 times the land value ),  will be deployed as follows :

   *  To be immediately paid in cash to the farmers............ 2 times

   *  To be deposited in the Jan-Dhan Account of each farmer as FIXED DEPOSIT ( with 10 @ interest ).............2 times


Dear Gadkariji ,


My proposal will ensure :


>     Immediate attractive compensation to farmers

>     Recurring income from FD in Jan Dhan account ( for a sustained livelihood )

>     Continued sense of " Ownership " in the SPV / Project , which will facilitate QUICK implementation without resistance

>     Willing farmers themselves canvassing / convincing " Reluctant " farmers

>     No fear of private parties benefiting by appreciation of land value

>    A sense of " Enlarged Participation " thru Co-operative Society representing them on the Board of Directors of SPV

>    Board Representation enabling farmers to ensure that honest decisions are being taken

Refuse To Give Up

REFUSE     TO     GIVE     UP

Dear Friend ,

It is easy to be a cynic and say :

*  Things are never going to change
*  Do those Government Babus bother about us  ?
*  They are inaccessible . How to reach them  ?
*  Will they care to listen  ?

Now think positive and say ( even though difficult ) :

*  I am going to speak up and make myself heard
*  I am going to raise my voice above the din
*  I will make those Ministers listen to me
*  I will not give up till I get an answer
*  I will persevere and make a difference
*  I will persuade thousands others to do like-wise
*  I will stop complaining

    and State Governments ) , my Positive / Constructive /
   Concrete / Actionable suggestions from ,

CREATE SELF EMPLOYMENT

CREATE     SELF - EMPLOYMENT

Dear Shri Jaitleyji :

I know that the Central Budget is already under printing and it is too late for you to make any changes at this stage

But , nothing stops you from making " STRATEGY " announcements in your budget speech , such as :


This government will adopt a strategy of generating Self Employment , to provide meaningful work - and respectable income , to more than ONE MILLION jobseekers every month

To 50 MILLION jobseekers in the next 50 months

By getting banks to advance , small , low-interest loans to those 125 million poor persons , who have opened bank accounts under Jan Dhan Yojana 

And , by abolishing Personal Income Tax altogether , for such Self Employed persons  , for all deposits made into these accounts for next 5 years "


Reason is obvious :

It needs a fraction of the CAPITAL ( fixed + working capital ) to create a Self Employed job as compared to creating a job in Organized Sector ( Public or Private )

As you drive to the Parliament House on 28th morning , you will get to see on the road - or in those shops lining the road - , a lot of Self Employed persons .


What kind of CAPITAL ( in tools / machinery / Office - Factory space ) would be needed create each of those " Jobs " ?


Here are my guesses for investment and space requirement :

( What for ? / Office -Factory - home Space required ) :



*     Domestic Servants / Maids / Cooks........................  Rs ...   NIL
      (  Nothing / Nil )

*     Unskilled Workers...............................................   Rs ...   5,000
      (  Simple Tools / Construction Site / Road-side )

*      Milk Vendors / Delivery Boys..................                 Rs...    5,000
       (  Bycycle  /  operate from home  )

*     Pan-Bidi Gulla Owners..........................................  Rs....    5,000
       (  Stock in Dukaan /  25 Sq Ft footpath  )

*     Roadside Vegetable Vendors..................................  Rs...     2,000
       (  Daily purchase + 25 sq ft of footpath  )


*     Carpenters / Electricians / Plumbers etc................... Rs .....  2,000
      (  Tools of trade / Operate from home  )

*     Tailors / Watch Repairers......................................  Rs ......5,000
      ( Sewing Machine - Tools / Home or 100 sq ft of footpath )

*     Hairdressers........................................................  Rs...... 10,000
      (  Tools  /  100 Sq ft of shop rental )

*     Rickshaw Drivers...................................................Rs......  50,000
      ( Rickshaw / Operate from footpath )


I am sure your Ministry has better figures for 200 similar " Self Employed " categories . Or you may want to ask NCAER / NITI Ayog / HRD Ministry etc

Now , how much CAPITAL will be required to create one " EMPLOYED " job ?

Once again , here are my guesses :

*  In MSME businesses / companies......................... . Rs ... 2 Lakh

*  In large Organized Sector companies...................... Rs... 25 - 100 Lakhs


 Do you see the logic ?


For ONE job in large / organized sector , you can create 5,000 Self - Employed jobs  !


One more thing :


How long does it take to create such jobs ?


>    In large organized companies..................................... 3  / 4  years

>    In MSME companies.................................................  1  /  2  years

>    Self Employed jobs ( Skilling / Training Period )...........   3 / 6  months


Self Employment is the ONLY answer to avoid the fate of PIGS ( Portugal / Italy / Greece / Spain ) and a host of other , " Advanced Economies " - which borrowed BILLIONS of dollars from IMF / World Bank / Others   !


And now cannot pay back those loans  !

We have neither time , nor the money to create ONE MILLION jobs every month in the organized sector

And we have promises to keep  !

I will be keenly listening to your Budget speech

I still remember some 30 years ago , when Software Exporters were required to email abroad , their lines of Code , only through a Government Agency ( Department of Electronics ? ) !

No " exporting " without Government knowledge !

Lack of Trust : How do we ensure that you are not " Under-Invoicing " ?


Where would Software Industry be today , if that " Control " had continued ?

Fortunately , someone like you had the foresight to dismantle that regime !

The government should stay miles away from e-commerce and allow it to flourish, Department of Industrial Policy and Promotion (DIPP) secretary Amitabh Kant told NDTV on the sidelines on the World Economic Forum meeting at Davos. "I am totally against any regulation in e-commerce," he said. This is the first time a government official is on record to say that there are no plans to regulate e-commerce.

Mr Kant said it's important to allow the freedom, flexibility and energy of Indian entrepreneurs to blossom in e-commerce. "Government should keep itself miles away e-commerce. Because that's going to the big area of growth for young Indian entrepreneurs. They're going to use smartphones. They're going to use technology. They're going to use innovation to drive business. And I think government must keep itself at arm's length," he said.

Talking about excessive competition in the sector that led to some complaints in the past, he said, "People will compete and people will go bust and if you can't compete you'll go bust. If you compete you'll get a larger share of the market. But the consumer must distinguish between the good and the bad players. Talking about the government's decision to allow 100% foreign direct investment in business-to-business (B2B) e-commerce, he said, "B2B is the big thing. B2C model is basically about inventory. It's about stocking up and then selling and the only fear on that is that it can lead to large scale imports but I think we need to tackle that issue of B2C separately," he said.

He added: "Actually a company like Flipkart or Snapdeal uses B2b model. It actually allows all the small and medium enterprises to sell their products. They just created a marketplace. And that's the way India must go. Just allow them to flourish."
