Banning Tobacco : an ECHO from New Zealand

 


 

And, that too, after 8 years , even as millions in India continue to die due to tobacco

Anyone born after 2008 will not be able to buy cigarettes or tobacco products in their lifetime, under a law expected to be enacted next year.

 

"We want to make sure young people never start smoking," Health Minister Dr Ayesha Verall said.

 

The move is part of a sweeping crackdown on smoking announced by New Zealand's health ministry on Thursday.

 

Doctors and other health experts in the country have welcomed the "world-leading" reforms, which will reduce access to tobacco and restrict nicotine levels in cigarettes.

 

"It will help people quit or switch to less harmful products, and make it much less likely that young people get addicted to nicotine," said Prof Janet Hook from the University of Otago.

 

The crackdown has been met with mixed reactions.

 

"I reckon it's a good move, really," one man told Reuters news agency.

 

However, others have warned that the move may create a black market for tobacco - something the health ministry's official impact statement does acknowledge, noting "customs will need more resource to enforce border control".

 

New Zealand is determined to achieve a national goal of reducing its national smoking rate to 5% by 2025, with the aim of eventually eliminating it altogether.

 

At the moment, 13% of New Zealand's adults smoke, with the rate much higher among the indigenous Maori population, where it soars to almost a third. Maori also suffer a higher rate of disease and death.

 

New Zealand's health ministry says smoking causes one in four cancers and remains the leading cause of preventable death for its five million strong population.

 

The industry has been the target of legislators for more than a decade now.

 

As part of the crackdown announced on Thursday, the government also introduced major tobacco controls, including significantly restricting where cigarettes can be sold to remove them from supermarkets and corner stores.

 

The number of shops authorised to sell cigarettes will be drastically reduced to under 500 from about 8,000 now, officials say.

That cannot be done in one - or even five - years , but it is entirely possible to solve this problem over, 20 years , as follows :



>   Thru appropriate legislation ,
phase out tobacco industry by 2033


>   Immediately stop expansion of existing units


>   Do not allow new units to come up


>   Place a recruitment freeze in tobacco industry - no fresh hiring at any level


>   No replacement for retiring employees , after 2018


>   Provide incentives to industry to redeploy capital / manpower in alternate

     industries - especially those  industries with large scope for creation of new

     jobs

    

>   Give generous tax-breaks to industry to remain profitable, even as they

     wind-up operations


>   Provide incentives to put up new-industry projects in less industrialized

     regions


>   Provide incentives for re-training existing workers in new skills in demand by

     others


>   Subsidize Voluntary Retirement Schemes of industry

Context :

Extract :

In the letter sent through the Union home ministry, the Centre said it was willing to accept the major demands of the unions provided the farmers end their protests and return home.

The Union government and the Samyukt Kisan Morcha (SKM), a platform of farm unions, appeared to be moving closer to an agreement to end a yearlong protest by cultivators, as the farm body on Tuesday discussed a set of draft proposals sent by the Centre but deferred a decision on calling off the agitation to Wednesday.

 



Dear Kisan Netas / Shri Tomarji :

From the above-mentioned news report, it seems that the only point on which there is no consensus so far, is :

Legally guaranteed MSP for all 23 crops

For reaching a solution on MSP , which safeguards the interest of all stakeholders ( Farmers / Central Govt / State Govts / Food Processing Industry / country’s Food Security vis-à-vis our Food Storage Capacity / Trading Community / Food Grain Exporters etc ), I urge you to consider suggestions made in my following earlier e-mails :

Here too a Compromise Solution is possible in the spirit of Give and Take

It is : MSP linked with MPQ

Where, MPQ = Maximum Purchase Quantity ( separate figure for each of those 23 crops )

This means, in each year, Government shall not be obliged to purchase more than the MPQ ( at its MSP ), for any crop

The MSP and MPQ shall be worked out and announced by the govt. 6 months in advance of the coming year

As suggested in my following earlier blog-email, it is possible to automate this entire process of computation of MSP, by using Geo-Spatial Technology :

Using same technology, it is possible to also calculate ( automatically and without human intervention ), the MPQ for each of those 23 crops for the upcoming year

Both, the Government and the Farmers should be happy with such an AUTOMATIC – SCIENTIFIC – UNBIASED – TECHNOLOGY BASED – DYNAMIC process, which announces its results on a Govt website within a specific time - frame

This way, Govt will know in advance, the total amount of FUNDS that will be required for the coming season

And, knowing in advance, the MPQ / MSP for each crop, farmers will decide WHICH crop to plant and HOW MUCH to plant ( Demand / Supply / Price, dynamics in regulated manner )

On Govt web site, each purchase ( at MSP ) will be published ( individual and cumulative ) for each crop

This will show, how much total has been purchased ( for each crop ) and how much still remains to be purchased

When Govt purchase for an MSP crop reaches its stipulated MPQ ( for a given season / year ) , the Govt will stop buying and declare in all media

Irrespective of this provision, farmers will be free to negotiate with any trader / middleman / business , any SALE QUANTITY at any negotiated price ( whether higher or lower than published MSP )

Based on State-wise distribution ( of production ) of any particular crop, Central Government will work out State-wise QUOTAS of purchase quantities for each crop , as following formula :

Integration with two variables :

   ( msp_1 x mpq_1  =  Funds needed for Crop 1 )  + ( msp_2 x mpq_2 = Funds needed for Crop 2 )

           +………..( insert data for all 23 crops, one by one )
