Congratulations , Satyen

Satyen ,

In today’s Business Line , I came across following news report about your

innovative device “ Yhonk “ :

https://www.thehindubusinessline.com/specials/emerging-entrepreneurs/a-honk-meter-for-indian-roads/article67884714.ece

Congratulations !

I hope , Shri Nitin Gadkariji ( Ministry of Transport ) makes it mandatory for all

vehicle manufacturers to install Yhonk in their new vehicles , rolling out after 02

Oct 2024 ( Gandhi Jayanti ) . I am marking a copy of this mail to Shri Gadkariji

At the same time , I urge you not to stop at Yhonk but consider going further to

implement my suggestion in my following 8 YEAR old blog ( sent as email to our

Cabinet Ministers )

HORN OK ?  … ………… 22 Aug 2016

Extract from my e-mail  :

Why can he ( Shri Gadkariji ) not just mandate all car / truck manufacturers to

pre-install a RFID based SCADA chip in their vehicles which will flash the car

number of the honking car, on the Mobile Phone of the nearest policeman ?

No arguments !

And instant / automatic penalty deduction thru Mobile Wallet details , embedded

 in that SCADA chip !

( Some of these data will need to be entered into the chip by the Vehicle Dealer at

 the time of sale )

But then nothing stops Shri Gadkari to tell the vehicle manufacturers :

"  What we need is a TRANSPORT REVOLUTION

To bring that about , each SCADA chip must get hard-coded with full details

about that vehicle , such as :

   *  Type of Engine ( Petrol / Diesel / Electric etc ) with CC / KW capacity and

       Engine Number

   *  Make / Model / Year of manufacture / Sitting Capacity etc

   *  Anything else that you ( the Manufacturers ) can think up of , which will

ultimately lead to sharing of AUTONOMOUS CARS / BIKES  and help reduce

individual/personal ownership. for a vastly underutilized asset "

This will enable the Transport Ministry to " Acquire " a variety of Data , to keep

   track of the following dynamically,

   *  No of vehicles on our roads at any time / any place ( Traffic Density ) and

their direction / velocity for better traffic control . Delivered through a Mobile

App ( called, DIVERT ? ), this will help motorists in commuting

   *  Amount of Emission Gases being injected into the atmosphere by all the

       vehicles and each vehicle .

Every time any vehicle fails to meet BHARAT VI emission standard , its Vehicle

No will flash on the Mobile Screen of the nearest Policeman , who will pull it

aside and immobilize it till set right !

   *  Which vehicle got involved in an accident , when , how , where and may be ,

      even " why " !

   *  Which vehicle honked when / where

I am sure , readers will come up with a list of other benefits

Much easier than trying to change ,

#    Mindsets of drivers

#    Temptation of trying to make a quick buck

Transparency biggest asset of Modi Govt: Finance Minister Nirmala Sitharaman  .. ET … 24 Feb 2024

Extract :

Finance Minister Nirmala Sitharaman said on Saturday that transparency has been the biggest asset of the Modi government, and corruption was cleared because of technology adaptation.

We scaled up the Digital Public Infrastructure (DPI), and India's DPI and the 'India Stack,' is an envy of the world. That’s what 'Minimum Government and Maximum Governance means," she said, adding that the governance model of Prime Minister Modi can be studied by management students.

Speaking at the inauguration of BITS Pilani's Mumbai Campus in Kalyan, Maharashtra, Sitharaman observed that Systems Thinking and User Feedback and Grievance Redressal were the second and third pillar that were able to produce the outcome in a transparent fashion without working in silos.

"The third pillar is User Feedback and Grievance Redressal. At every level, inputs are taken from citizens who are beneficiaries of a scheme," she said adding that this has given a voice to the citizens directly and the department concerned takes action on it. "Therefore the grievance doesn't wait and get accumulated," she noted.

Sitharaman said that the fourth pillar is the Output Monitoring framework (OOMF) of the NITI Aayog which brings performance-based budgeting and also track the outcome for every rupee.

"We brought in a completely digitized system between the central government and the state governments, where once money from the Centre for a scheme is delivered instantly to the state governments through a Single Nodal Agency System," she said adding that taxpayers' money doesn't remain parked and unutilised and there is 'just in time' utilization of the public money."

Sitharaman said that the fifth pillar is Kaizen, a powerful Japanese philosophy and management principle, which is being used to reach the last mile & ensure 'Antyodyay'.

"That is talking about the universal village electrification, universal toilet coverage, widespread banking access, and health care for all," she said.

Finance Minister Nirmala Sitharaman said that the government has been actively pursuing the
Mutual Recognition of Academic Qualifications (MRA) framework with various countries so that they are able to take Indian students through an memorandum of understanding (MoU).

"We have signed several bilateral MoUs and agreements with countries including France, Australia and UAE in recent past and many others countries are under negotiation process," she said.

The finance minister noted that since 2014, a new IIT/IIM is opened every year, every week a new university is built, every third day one Atal Tinkering lab is opened, every second day a new college is being constructed, every day a new ITI is getting formed.

"That's the extent to which India's education is being facilitated by the government. We're ensuring that budgetary allocations are made," she said adding 1.4 crore youth have been trained under the
Skill India Mission.

My  Take :

Smt. Sitharamanji ,

Thank you – and you are totally right

That belief made me send following e-mail, 8 YEARS ago :

Ø  Transparency : The Biggest Reform ……………….. 01 May 2016

Extract :

Since assuming power 2 years ago , NDA government has carried out many reforms , having deep impact on social and economic matters ( - regrettably , hardly any reform to our parliamentary political system or in our electoral system )

I believe , THE reform that brings about other reforms , is TRANSPARENCY in the working of the government , mostly through ONLINE INTERACTION between the government departments and the citizens / businesses

Take a look at the following :

*    Auction of Spectrum

*    Auction of Coal Blocks / Oil - Gas Blocks

*    Auction of UMPP power projects / Solar Power Projects

*    Bidding / tendering for Highway Projects

*    Bidding for Defence Projects

*    Grant of Building Construction Projects

*    Grant of Environment Clearances

*    Registration of Companies / Start Ups

*    Launch of Mobile Apps for lodging complaints for govt services

*    Jan Dhan Yojana bank accounts with zero deposits

*    Direct Transfer of Benefits to replace subsidies to middlemen

*    Availing of bank loans under MUDRA / STAND UP Schemes

*    Online applying for Government jobs through a web portal

*    Enforcement of Net Neutrality through public consultation

*    Involving Private Sector in big way in " Skilling of India " project

*    FDI through automatic route in many sectors

*    Encouragement of E Commerce sector

Not being Press Bureau or Public Relations Department of the Central Government , I am bound to have left out a few other examples of such Transparency

Nor do I have a user's perspective ( either as an ordinary citizen or as a businessman who has to deal with any government department ), to know how these Policy Initiatives have got actually translated on the ground

Dr Murmuji : Your Opportunity Knocks

Dr Murmuji : Your Opportunity Knocks

{ Director – CMERI  /  director@cmeri.res.in  }

It is said >  Luck happens when hard work meets opportunity

Here is how :

YOUR HARD WORK :

Some 3 years ago , CMERI developed a Solar Tree , which occupies very little space as compared to traditional flat panel configuration of Roof Top Solar panels of identical capacity

( A )  Capacity

Ø  11.5 Kw [ 35 solar PV modules of with a capacity of 330 W each, with annual capacity to generate 12,000 – 14,000 kwh of clean power / Each solar tree has the potential to save 10 – 12 tons of Carbon Emission when compared with fossil fuel

( B )  Cost

Ø   Rs 7.5 lakh

YOUR OPPORTUNITY :

On 22nd Jan, PM Shri Modiji announced Surya Ghar : Muft Bijlee Yojana , to install 3 Kw Roof top Solar installations for 1 crore ( 10 million ) households.

Two days ago , Ministry of New and Renewable Energy ( MNRE ) has issued amendments to Electricity Rules ( listed below ), in order to accelerate installation of these 1 crore Roof Top Solar panels

PROBLEM :

In all towns / cities, most buildings are having 10 / 15 stories , housing 20 / 30 ( or even more ) tenants

Roofs of these buildings are about 1000 / 1500 sq ft , capable of accommodating only 3 / 5 installations (3 Kw ), each requiring 300 sq ft area . Following factual table compiled by me will explain my point :

Family Location

Ave Units/Month

No of flats in Bldg

Terrace Area( Sq ft )

@300 sq ft ( 3Kw ),terrace area sufficient for no of flats

Given this situation, I am afraid Surya Ghar Yojana may not work well for city dwellers

SOLUTION :

We need to find a way to sqeeze in ( say ) 20 installations ( 3 Kw each ) needing 6,000 sq ft , on a roof area of 1,000 sq ft

That is where CMERI innovation of Solar Tree , could be the PERFECT solution . “ Grow Vertical “ is the answer

I could not find any latest information about this Solar Tree

But, NOW is the time to seize this opportunity and come up with a perfected / commercial version proto-type , on the double ( 4 weeks ? ) , with features / specifications which are equal to or better than the following American Solar Trees :

Dr Murmuji ,

Under Surya Ghar yojana, Govt has estimated the “ Sale Price “ of a 3 Kw installation at Rs 1.2 lakh

Four of these ( 12 Kw ) will sell for Rs 4.8 lakh ( as against CMERI estimate of Rs 7.5 lakh for 11.5 Kw )

But if EESL / CESL are mandated to conduct a MASS PURCHASE ( 25 lakh “ Solar Trees “ , each of 12 Kw ) , then, I am sure that price can be brought down to Rs 4.5 lakh

And consider this :

CARBON EMISSION SAVED / CARBON CREDIT EARNED :

An 11.5 kW solar tree can generate approximately 20,987 kWh of electricity per year (assuming an average of 5 hours of sunlight per day ).

The average carbon emission factor for electricity generation in India is around 0.8 kg CO2/kWh.

If these figures are closer to reality, then the carbon emission saved by each tree could be close to > 16.8 tons

Hence total saving = 25 lakh trees x 16.8 tons / year = 420 lakh tons / year

If each ton saved, earns $ 10 by way of Carbon Credit, then annual earning :

Ø   420 lakh tons x $ 10 = $ 4200 lakh = $ 420 Million =  420 x 8.24 = Rs 3486 crore / year

Govt tweaks electricity Act to promote EVs and solar panels……….. 23 Feb 2024

Extract :

In a bid to promote electric vehicles and solar energy, the Indian government has made some crucial changes in the electricity Act.

According to Union minister for power and new & renewable energy R. K. Singh, the amendments will facilitate easier and faster installation of rooftop solar systems by :

Ø  Exempting systems up to 10 kW from the requirement of a technical feasibility study

Ø  Reducing the timeline for systems above 10 kW from twenty days to fifteen days.

These changes will also strengthen consumer rights and promote the adoption of renewable energy.

Under the new regulations, consumers are now able to obtain separate electricity connections specifically for EVs.

Additionally, the amendments seek to streamline the process for new electricity connections, substantially reducing waiting periods across different areas. For instance, the waiting period has been shortened from seven days to three days in metropolitan areas, from fifteen days to seven days in municipal areas, and from thirty days to fifteen days in rural areas, with the exception of rural hilly terrains where it remains at thirty days.

Furthermore, distribution companies are now responsible for the system strengthening of rooftop solar PV systems up to 5 kW at their own expense.

The timeline for commissioning these systems has been halved from thirty days to fifteen days.

In a bid to offer more flexibility and transparency to consumers residing in residential colonies and flats, the amendments introduce the option to choose between individual connections or a single-point connection for the entire premises. This choice is to be determined through a transparent ballot conducted by the distribution company, ensuring fairness in tariffs and separate metering, billing, and collection for individual electricity consumption, backup power, and common areas.

To address complaints regarding meter readings, distribution licensees are now mandated to install a check meter within five days to verify electricity consumption for a minimum period of three months, aiming to ensure billing accuracy and enhance consumer confidence.

Minister Singh emphasized that the government, prioritizing consumer interests, introduced the Electricity (Rights of Consumers) Rules in December 2020. He further stated that these latest amendments aim to empower consumers drive renewable energy adoption, and elevate service standards within the electricity distribution sector.
