Distance Education vs Online Courses

Article link:

Click here to read the article

Extract from the article:

In a strategic move, NMIMS has decided to replace its distance education courses with online programs after nearly two years. The university's technology platform will serve as the foundation for these online programs. The distance education offerings had been a significant revenue source for NMIMS.

However, due to regulatory restrictions, the university had to discontinue these programs and shift towards online education delivery.

This transition underscores the evolving landscape of education, where institutions are adapting to digital platforms to ensure continuous learning opportunities. By embracing online programs, NMIMS aims to enhance accessibility and flexibility for its students. The decision to move away from traditional distance learning models towards more interactive online programs showcases a proactive approach to meeting the changing needs of learners in today's digital age.

My Take:

1.   National Skills University: Virtual is the only way [03 Apr 2021]

"In my earlier communication, I emphasized the importance of virtual universities offering online courses to cater to a wider audience. The shift by NMIMS towards online programs aligns with the vision I had put forth. This move emphasizes the benefits of virtual learning environments in reaching diverse learners efficiently."

2.   Empowering MSME Sector Through Industry-based Courses [June 2017]

"The focus on industry-based courses by NMIMS resonates with the idea I proposed years ago about aligning educational offerings with market needs. By introducing courses like Mechatronics and 3D printing, NMIMS is following a path that aims to generate employment opportunities, echoing the essence of my earlier suggestions."

Call to Action:

To NMIMS Administration, As you continue to innovate in the realm of online education, it is crucial to maintain a balance between digital advancements and personalized learning experiences. Consider integrating practical components and interactive sessions into your online programs to ensure holistic skill development among your students.

Nandan : How about Nano – LLMs ?

Article link:

India shouldn't build another LLM: Nandan Nilekani - Times of India

---

Extract from the article:

The article discusses Nandan Nilekani's perspective on India's technological future, particularly focusing on the need to avoid replicating past mistakes. Nilekani emphasizes the importance of not constructing another Large Language Model (LLM), hinting at the potential risks associated with such a venture. He suggests that India should explore alternative approaches rather than following a path that might lead to challenges faced in the past. Nilekani's insights highlight the significance of strategic decision-making and innovation in shaping India's digital landscape.

Nilekani's cautionary stance raises important questions about the country's technology adoption strategies and the importance of learning from previous experiences. His recommendations align with a forward-thinking approach that prioritizes sustainable and effective solutions, steering away from potential pitfalls. By advocating for a differentiated approach to technological advancements, Nilekani's views underscore the necessity of informed decision-making and proactive measures to drive India's digital evolution.

---

My Take:

 LLMs vs SLMs

"The idea of prioritizing Low-Cost AI Models and building a collaborative ecosystem resonates profoundly with Nilekani's caution against replicating LLMs. Back in 2023, I emphasized the importance of collaboration over competition in the AI landscape. The notion of India focusing on building the 'spokes' while letting the 'Hub' lead the way aligns well with Nilekani's call for strategic divergence. By promoting cost-effective AI solutions and fostering a collaborative environment, India can potentially navigate its technological journey more efficiently."

IMAGINING INDIA (IDEAS FOR THE NEW CENTURY) - NANDAN NILEKANI

"My reflections on Nandan Nilekani's insights from 'IMAGINING INDIA' echo his current stance on avoiding another LLM project. Nilekani's experiences with government bureaucracy and economic growth patterns resonate with my observations about aligning visions with practical realities. His emphasis on strategic foresight and innovative solutions mirrors the essence of my exploration of ideas for a new century. By staying attuned to real-world dynamics and fostering a culture of adaptability, India can potentially chart a more resilient path forward."

---

Call to Action:

To Nandan Nilekani and policymakers in India, I urge a thorough consideration of diverse perspectives and innovative approaches while navigating the country's technological trajectory. Embracing collaborative models, prioritizing cost-effective solutions, and learning from past experiences can pave the way for a sustainable and impactful digital future.

No exceptions

No exceptions, transfer officials by Monday, ECI tells state govt

Article link: Read more

Extract from the article:

In an effort to ensure a fair playing field for the upcoming assembly elections, the Election Commission of India (ECI) has mandated no exceptions or reconsideration for transferring officials who have completed three years in office or have been appointed in their home districts.

This directive aims to prevent any undue influence or bias that might arise from officials with long tenures in specific areas. The strict enforcement of these transfers is crucial to maintaining transparency and neutrality in the electoral process.

My Take:

FAQ About One Nation One Election

Reflecting on the linked blog about aligning state legislative assembly terms with the Lok Sabha duration, the current directive by the ECI to transfer officials reiterates the significance of maintaining fairness in the electoral system.

As I had previously discussed the complexities involved in aligning political cycles, it is evident that such measures are essential to uphold the integrity of the electoral process and prevent any undue advantage to incumbents.

Dear Smt. Sitharamanji

Considering the financial implications of political decisions, especially in the context of Himachal Pradesh's tax policy changes, it becomes clear that ensuring impartiality in governance is paramount.

The recent actions of the ECI echo the importance of upholding democratic values and preventing misuse of power. It is crucial for political authorities to prioritize transparency and accountability to maintain public trust.

Call to Action:

To the state government and electoral authorities, I urge a steadfast commitment to implementing the ECI's directive without exceptions. Upholding the principles of fairness and neutrality in the electoral process is essential for fostering a healthy democracy.

Let's work together to ensure that no undue influence or bias affects the upcoming assembly elections.

To install CCTV cameras

State makes it mandatory for schools to install CCTV cameras

Extract from the article:

In a move to enhance security and safety measures in schools, the Maharashtra government has mandated the installation of CCTV cameras in all educational institutions. Principals have been directed to review the CCTV footage at least three times a week.

This decision comes in response to a recent incident where two four-year-old girls were reportedly sexually assaulted in a school. The government aims to ensure better surveillance and timely intervention to prevent such unfortunate incidents.

My Take:

Govt plans to change rules to make CCTVs mandatory in pvt buildings

"Reflecting on my earlier blog post where I highlighted the importance of making CCTV cameras mandatory in private buildings, it's evident that such measures are now expanding to educational institutions.

The recent directive by the Maharashtra government aligns with the proactive approach proposed earlier to enhance surveillance for increased safety and security."

Supreme Surveillance Solution

"With the Bombay High Court emphasizing the need for CCTV cameras in police stations to prevent custodial torture, the current mandate for schools in Maharashtra echoes the significance of surveillance systems in different settings.

It underscores the evolving landscape of security, and the role technology plays in ensuring accountability and safeguarding individuals' rights."

CCTV Footage Random Checking?

"The request by the Bombay High Court to randomly check CCTV footage in police stations prompts a discussion on the effectiveness of surveillance systems. While determining the operational status of cameras is crucial, the focus should shift towards analyzing the captured footage for potential human rights violations.

This aligns with the essence of utilizing technology not just for monitoring but also for accountability and justice."

Call to Action:

To the Maharashtra government and educational authorities, I urge a meticulous implementation of the CCTV camera mandate in schools.

Regular audits of camera functionality, coupled with thorough reviews of footage, can significantly enhance security measures and ensure a safe learning environment for students. It's essential to prioritize proactive surveillance to avert untoward incidents and uphold the well-being of young learners.

In Every Classroom : Kaun Banega Dhee-pati

Dhee  =  Sanskrit for “ Intelligent “ ]

For many years, on Sony TV, I have been watching ,  “ Kaun Banega Crorepati “ , where host Amitabh Bachhan , asks a contestant a question having one correct answer from among 4 options

Those questions get ever more difficult as a contestant successfully answers each .  This series of questions carry rewards of Rs 1,000 for the first question till Rs 7 Crore for the 16th question

The questions cover a vast variety of topics and are computer generated

I presume that ( without any favour ) , the software picks up a question AT RANDOM from a large database , based on some “ Degree of Difficulty “ for each level .

Amitabh has no control – or any prior knowledge – over what specific question ( from which specific topic ), will pop up next on the computer screen

On the opposite side , the contestant “ accesses “  her brain and “ searches “ a finite / small database of “ Content “ stored in her brain , to come up with an answer

Brain acts as a “ Memory Storage Device “ ( quite like a hard-disc or a memory stick ) and brain has a built-in “ Memory Recall Mechanism

I am reminded of the legend of Swami Paramhans , who was sitting on the banks of a river, when a Siddha-Purush ( a very highly skilled person ) approached the Swami and saying,

“ Swamiji , look at my accomplishment “ ,

-           just walked back and forth on the river water , bare feet

Then he said ,

“ I have spent 20 years of training to master this skill. I bet you cannot perform this feat “

Without batting an eye, Swamiji said ,

“ My friend , If I want to cross the river, all I need to do, is to give 2 paise to this boatman , who will ferry me across the river. That means your skill is worth just 2 paise .

You should have spent those 20 years, asking yourself questions about your purpose in life

In Kaun Banega Crorepati too , contestants claim that they have been busy for many years ( for many hours every day ) , soaking up many books of general knowledge, so that they are able to answer those questions

And for this “ Data Storage / Retrieval Skill “ acquired by them, KBC rewards them handsomely – although , if the sole purpose was to just get the right answer in a huffy from anywhere – and anyhow – then Amitabh could have just posed that question to :

Ø  www.My-Teacher.in  ( " Questions Beyond Syllabus " section  )

( - an AI-enabled  Questioning Skill “ , which takes 1 minute to acquire and

does not cost even 2 paise – it is totally FREE )

I have even tried holding my Mobile phone close to the TV Screen , click the mike Icon ( on “ Questions Beyond Syllabus “ page ) , record the question being spoken by Amitabh , click “ Ask Question “ button – and get the RIGHT answer much before the contestant comes up with one ! )

But then , for the TV watchers, I do not think , consulting www.My-Teacher.in , is as much fun as watching those brave-heart contestants perspiring to come up with the right option on KBC

Now, if you start wondering :

“ Instead of poring over thick volumes of General Knowledge books or spending hours online trying to “ Memorize “  huge databases of “ Past Questions Asked on KBC “ , - can aspiring contestants prepare themselves by asking all kinds of questions – and getting right answers , much quicker by consulting www.My-Teacher.in ? “

Then the answer is >  YES

But that would help a few thousand die hard aspirants

I did not launch www.My-Teacher.in ( “ Questions Beyond Syllabus “ section ) , so that those KBC aspirants can do better for a much lesser efforts

I launched it with a hope that crores of School Students use Questions Beyond Syllabus “ page , to ask questions such as follows :

Physics

1.     "If you could control the fundamental forces of nature (gravity, electromagnetic force, strong nuclear force, weak nuclear force), which one would you choose, and what would you do with it?"

2.     "If the Earth’s gravity suddenly stopped working for 5 seconds, what would happen to everything around us?"

3.     "How would the world change if light could travel slower than sound?"

Chemistry

1.     "Imagine a world where water is not a liquid at room temperature. How would everyday life change?"

2.     "Why does ice float on water, while most solids sink in their liquids?"

3.     "If we could rearrange the atoms in a piece of wood, could we turn it into gold?"

Biology

1.     "If you could design a new species of plant, what unique features would it have and why?"

2.     "If humans could photosynthesize like plants, how would our daily lives change?"

3.     "Why do we need to sleep, but plants do not?"

Mathematics

1.     "What if numbers had personalities? Describe the personality traits of each number from 1 to 10."

2.     "Can we find a pattern or formula to predict when prime numbers will occur?"

3.     "If zero had never been discovered, how would mathematics and our lives be different?"

Geography

1.     "Design an ideal planet. What types of geographical features would it have, and how would they affect the climate and ecosystem there?"

History

1.     "If you could travel back in time and witness any historical event, which one would you choose and why?"

Literature

1.     "Create your own mythical creature that has never been written about before. Describe its powers, weaknesses, habitat, and role in stories."

Environmental Science

1.     "Imagine a technology that completely stops global warming while benefiting all forms of life on Earth. What would this technology look like, and how would it work?"

Dear Shri Dharmendra Pradhanji

( Minister for Education / d.pradhan@sansad.nic.in ) :

In our OLD Education Policy , almost entire emphasis was on School Children :

Ø  Developing a HARD DISC type of brain

Ø  Storing a very limited amount of information ( related to Syllabus )

Ø  Acquiring an “ Answering Skill

In your address to the Smart India Hackathon ( SIH ) two days ago , you said :

“ It is students who are the drivers of VIKSIT BHARAT and their innovation and zeal can find solutions to the challenges of the world “

It is heartening to note that the 7th SIH is looking at over 259 problem statements such as :

Ø  Enhancing Images of Darker Regions on the Moon

Ø  Developing a real-time Ganga Water Quality Monitoring System using Satellite Data , IoT and Dynamic Models

Ø  Developing a Smart Yoga Mat integrated with AI

While addressing the students , PM Shri Modi said :

“  "We have introduced a new National Education Policy (NEP) to nurture a scientific mind-set. The government is removing roadblocks in the path of the country's youth by introducing reforms," Modi said during his address to more than 1,300 student teams via video conferencing.

"The future of the world will be driven by innovation and knowledge and India's youth today is developing a feeling of ownership towards finding solutions for the country's challenges," he said, adding that the world of the future is going to be driven by knowledge and innovation and youth were India's hope and aspiration in changing situations.

Stressing the need to think out of the box for every challenge in the country's aspirations in today’s time, Modi said the need to incorporate out-of-the-box thinking in our habits in every sector.

Highlighting the speciality of the Hackathon, the PM said its process is important as well as the product.

Adding that there was a time when only the government used to claim to solve the country's problems. However, today, he said, through such Hackathons, students, teachers and mentors are also being connected to solutions.

Dear Shri Pradhan :

In order to “ Institutionalize “  OUT – OF – BOX thinking , I suggest :

Ø  Under NEP , make it MANDATORY for all of our 15 lakh schools to introduce one period ( 45 minutes ) of free-wheeling ASKING of questions in each STANDARD ( from 5th Standard to 12th Standard ) , once a week

Ø  In this period ( Called “ Kaun Banega Dhee-pati “ ? ), teacher will select by rotation , 5 students , who will pose OUT-OF-BOX questions ( like the ones I have listed earlier )

Ø  Again , by rotation , another 5 students will be selected to offer ANSWERS those questions

Ø  Introduce a system of “ RECOGNITION “ for the BEST question and the BEST answer ( of the week – for each class ) and publish the names of the concerned students on the School Notice Board . Give the title “ Dhee-pati of the Week

Extract from the Article:

The Parliamentary Standing Committee on Energy has raised concerns over the sluggish pace of installation of rooftop solar projects under the PM Surya Ghar Muft Bijli Yojana. They have highlighted the need for accelerating the implementation process to meet the ambitious targets set by the scheme. The committee emphasized the importance of expediting the installation of solar projects to ensure the timely realization of the benefits envisaged under the initiative.

The report underlines the critical role rooftop solar projects play in achieving energy security, reducing carbon footprints, and promoting sustainable development. It calls for robust mechanisms to address the challenges hindering the effective implementation of the scheme and stresses the urgency of enhancing the installation pace to capitalize on the potential of solar energy in transforming the energy landscape of the nation.

My Take:

Surya Ghar Muft Bijlee: A 7-year journey

"Reflecting on my blog post about the PM-Surya Ghar Muft Bijli Yojana from years ago, it's disheartening to see the current issues faced in the slow installation pace of rooftop solar projects.

The suggestions I proposed, such as incentivizing consumers, DISCOMS, and funding agencies, remain relevant today. Integrating the National Clean Cooking Scheme with the Surya Ghar initiative could have been a game-changer in enhancing its impact. It's imperative to revisit these recommendations to accelerate the progress and realize the full potential of the scheme."

---

Surya Ghar: Missing the Wood for the Trees?

"Looking back at my blog post regarding the Suryodaya Yojana and the emphasis on providing electricity to low-income households, the current challenges of slow rooftop solar installations raise concerns.

The idea of the government bearing the installation costs was a step in the right direction, but the execution appears to be lagging. It's crucial to address the bottlenecks hindering the effective implementation of such vital schemes to ensure their success and impact on the targeted communities."

Call to Action:

To the Parliamentary Standing Committee on Energy: I urge you to work closely with relevant stakeholders to address the bottlenecks in the installation process of rooftop solar projects under the PM Surya Ghar Muft Bijli Yojana.

Accelerating the implementation pace is crucial for realizing the scheme's envisioned benefits and meeting the ambitious targets set. Prioritizing efficient mechanisms and timely execution will be key to harnessing the full potential of solar energy for sustainable development.

Variable DA up

Article link: Times of India - Minimum wages for unorganised sector to rise as variable DA up

Extract from the article:

The Centre has announced an increase in minimum wage rates for unorganized sector workers by revising the variable dearness allowance (VDA).

This move aims to uplift the living standards of workers in the unorganized sector by adjusting their wages periodically based on changes in the cost of living index.

By pegging the annual wage rate increase to the Consumer Price Index (rural), the government intends to provide more stability and predictability to the income of these workers.

The revision of minimum wages for the unorganized sector is a significant step towards addressing income disparities and ensuring fair compensation for labor-intensive work.

This adjustment reflects the government's commitment to enhancing social security and economic well-being for vulnerable sections of society, thereby promoting inclusive growth and reducing poverty levels.

My Take:

As I reflect on my previously written blogs, the correlation between minimum wages and government welfare schemes like MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) becomes more apparent. In my blog titled "MGNREGA: Can it morph into UBI?" from May 2020, I highlighted the importance of aligning daily wage rates under MGNREGA with the mandated minimum wages to bridge the income gap and provide equitable compensation for labor across rural and urban areas.

The recent decision to increase minimum wages for the unorganized sector resonates with my proposition of renaming MGNREGA to MGNRUGA to encompass both rural and urban households, along with incorporating skilled work categories for enhanced income opportunities.

Similarly, in my blog on office productivity from July 2013, where I discussed the impact of rising wages on workplace dynamics, the concept of dearness allowance (DA) projections based on the Consumer Price Index (CPI) aligns with the current policy shift towards linking wage rate revisions to the rural CPI.

This consistent emphasis on adjusting wages in line with inflation trends underscores the importance of ensuring fair and sustainable compensation practices to boost employee morale and productivity.

Call to Action:

To the policymakers and authorities involved in setting wage policies for the unorganized sector, I urge a comprehensive review of the wage structure to ensure that it not only reflects the cost of living but also guarantees a decent standard of living for workers.

Embracing a holistic approach that considers the diverse needs of both rural and urban labor forces can lead to more equitable and inclusive economic growth. Let's strive to create a sustainable wage framework that uplifts the marginalized sections of society and fosters a more balanced and prosperous economy.

Govt eyes CSR funds

Article link: Government seeks CSR funding for affordable housing initiatives in Maharashtra

Extract from the article:

The draft policy aims at mobilizing funds for affordable housing initiatives through various means such as government budgets, financial institutions, and innovative financing models like real estate investment trusts.

It proposes the establishment of a state-level housing fund overseen by the housing department to support projects by public authorities, Public-Private Partnerships (PPPs), and private developers.

This move signifies a strategic push towards addressing the housing crisis by leveraging different financial mechanisms and partnerships to meet the growing demand for affordable housing in Maharashtra.

My Take:

A. Shelter Speed of Snail S 3

Reflecting on my previous blog post about innovative affordable housing models, the current government's proposal aligns with the concept of mixed-development cross-subsidized housing, where the allocation of government land is tied to the construction of affordable housing units by private developers.

The emphasis on cross-subsidization from high-end projects resonates with the need to balance housing offerings to cater to diverse economic strata within the state.

B. How to Raise $500 Billion

In my blog discussing the importance of mobilizing resources for urban development, the government's plan to establish a special purpose vehicle (SPV) for housing funding mirrors the strategic approach suggested.

By tapping into market resources and optimizing fund allocation, the authorities can effectively address the infrastructure deficit and accelerate the pace of affordable housing construction in Maharashtra.

Call to Action:

To the Maharashtra Government and stakeholders involved in affordable housing initiatives, I urge a collaborative effort in implementing the proposed funding mechanisms swiftly.

By embracing innovative financial models and nurturing public-private partnerships, we can expedite the provision of quality, affordable housing to meet the pressing needs of the state's residents.

Buy 'Made in India

Article link: PM Modi urges people to buy 'Made in India' products during festive season

Extract from the article:

In a recent call to action, Prime Minister Modi has encouraged citizens to prioritize purchasing 'Made in India' products, especially during the festive season. This push aligns with the government's larger initiative to boost domestic manufacturing and consumption.

By urging support for local goods, Modi aims to enhance self-reliance, promote economic growth, and create more job opportunities within the country.

The emphasis on buying Indian products comes as a strategic move to stimulate the national economy and reduce dependence on imports. Such initiatives could significantly impact the nation's production landscape and consumer behavior, fostering a stronger sense of national pride and economic stability.

My Take:

1. Come, Make in India

In my past blog post on the "Make in India" initiative, I highlighted the call for foreign manufacturers to establish production units within the country.

Prime Minister Modi's recent plea for buying 'Made in India' products resonates with this concept of promoting local manufacturing and reducing import dependency. The emphasis on encouraging domestic production echoes the government's long-standing strategy to boost the manufacturing sector and create a self-sufficient economic ecosystem.

Modi's current stance aligns closely with the vision outlined in the earlier blog post, emphasizing the continuity and importance of supporting indigenous industries for national growth.

2. A Govt That Listens

Continuing the discourse on manufacturing and economic growth, the government's focus on the Make in India initiative remains pivotal. Ajay Dua's insights on incentivizing investors to create jobs and upgrade workforce skills mirror the ongoing efforts to revitalize the manufacturing sector.

Prime Minister Modi's recent advocacy for buying 'Made in India' products during festivities reinforces the direction set by the Make in India campaign. By promoting local purchases, the government aims to stimulate demand for domestic goods and bolster the manufacturing ecosystem.

This synergy between policy implementation and consumer behavior signifies a coordinated effort towards achieving self-reliance and sustainable economic development.

Call to Action:

To the citizens of India and consumers worldwide, I urge you to heed Prime Minister Modi's call to support 'Made in India' products. By consciously choosing local goods, you contribute to the nation's economic growth, job creation, and self-sufficiency.

Let's embrace indigenous manufacturing and foster a culture of pride in our domestic industries. Your purchasing decisions can play a significant role in shaping a resilient and vibrant economy for our nation's future.
