Let 150 gm Mobile replace 6000 gm Schoolbag

Education officers in the state have been instructed to ensure that students continue to carry lighter schoolbags in the new academic year that commenced in June.


Last year,
integrated text-cum-notebooks were introduced for students in classes 1 to 8 in govt schools to reduce the burden of schoolbags. Although private state board schools were encouraged to use the integrated books, some parents have complained that secondary students are being asked to have separate textbooks for subjects such as mathematics and sciences.


 In a recent review meeting with education officials from across the state, school education minister Deepak Kesarkar emphasised the need to ensure that students’ schoolbags are light.

 

Despite parents’ appreciation for the integrated books, they reported that private schools are insisting on separate textbooks for each subject. Integrated textbooks are more affordable than standalone textbooks available in bookstores. Some parents said schools require students to carry integrated books for at least two quarters, increasing the burden. They suggested the state should make the integrated textbooks mandatory in private schools as well.


Teachers said in higher classes, they may not always be able to teach chapter-wise.


“In a subject like science, I may teach a chapter from the first book and may want to move to the third book, which is linked to an earlier chapter,” said a teacher.
In some schools, students carry both integrated books and standalone textbooks.

At long last – One Stop Shop ?

The government’s public policy advisory body Niti Aayog is launching a digital cross-sectoral knowledge platform called Niti for States, which will create a digital public infrastructure (DPI) for policy and governance. It may also make the platform, likely to be launched on Thursday, artificial intelligence-enabled, official sources told ET.

Niti for States will have a multi-sectoral live repository of :

 

#  7,500 best practices,

#  5,000 policy documents,

#  900    datasets,

#  1,400 data profiles of states, districts, blocks etc.

 

-       broken down by demography and socioeconomic indicators, and

# 350 NITI publications.

While the platform will be accessible online to all to help think-tanks, academia etc., the primary goal is to enable better policymaking as a ‘one stop shop’ for officials down to local levels to access robust, contextually relevant and actionable knowledge and insights for quality decision making.

It will also have knowledge products spanning 10 sectors including agriculture, education, energy, health, livelihoods and skilling, manufacturing, MSME, tourism, urban, water resources and sanitation and hygiene, across two cross-cutting themes—gender and climate.

The platform is integrated with Niti Aayog’s National Data Analytics Platform as the main data source.

“Niti for States comes from a basic mandate of Niti Aayog, which is to foster cooperative federalism and aid good governance with a whole-of government approach… This requires interoperability of databases and real-time sharing of work, for which going digital is the only way,” an official said.

 

Around six states have been on-boarded to access and engage with the platform already, and all have been approached to upload their data and best practices to populate the platform.

Apart from the online portal, Niti Aayog will also launch a voice-enabled Viksit Bharat Strategy Room in its premises, which will in future have
multilingual capabilities in 22 languages. The platform repository has been input in the room to enable rich data visualisation for immersive engagement with knowledge and insights for effective in-person discussions and decision making.

The National e-Governance Division was the service provider for setting up the room.

The experience room aims to revolutionise policymaking by integrating data-driven insights, fostering collaboration, and enabling evidence-based governance. Through the convergence of
cutting-edge technology, geospatial data and real-time monitoring, the experience room will empower policymakers to navigate complex challenges and steer the nation towards sustainable growth and development,” Saurav Bhaik, founder and CEO of tech-experiential company Tagbin, which provided the technology for the strategy room, told ET.

The company’s speech-to-text and text-to-speech software, along with multilingual capabilities through the government’s Anuvadini initiative, were used to make the centre voice-enabled, he added.

The official said that states will ideally leverage the centrally-made software package to
replicate the strategy room in their respective capitals going forward, with added tools and local contextualisation.

Break Down Data Silos

As part of its crackdown on narco-smuggling, govt on Thursday announced a switch to a "duty-to-share" protocol to make agencies exchange crucial information on drug trafficking.
Union home minister Amit Shah emphasised that profits generated from narco-smuggling mark the "most serious security threat" as he called for a rigorous review of financial investigations into drug cartels at the state level and advocated establishment of joint coordination committees in states to ensure the involvement of central agencies and finance ministry.

 

The agencies involved in the anti-drug trafficking effort have so far worked on "need-to-know" principle: a scheme where one agency could use its discrimination to determine what and how much to share with others and which carried the risk of important information remaining siloed, allowing the nimble footed and shrewd traffickers room to peddle the contraband.


Addressing the meeting of Narco-Coordination Centre (NCORD) in Delhi, Shah said,

"Our agencies have traditionally adhered to a need-to-know policy. However, it is imperative that we now transition to a duty-to-share approach.

We must ensure that anti-drug initiatives permeate every unit at the state and district levels, thereby accelerating their implementation."

He called upon central agencies to initiate suo moto cases to dismantle international narco-cartels. "We must also ensure that not a single gram of drugs enters Bharat or is transported to other countries via Bharat," he asserted, emphasising that profits from trafficking are used to fund terrorism against the country.

Better late than never . Not a day too soon – although it took 10 years !

 

Whether it is a case of dacoity – looting – murder – riot – rape – assault – fraud – scam – cheating – bribing – conspiracy – threat – deceit – cyber crime – dowry – jihaad – you name it

 

One of the main reason, the culprits get away – or manage to delay the process of law enforcing agencies for decades, is :

 

There is absolutely no sharing of data ( about an incidence or about a suspect ) among the different Agencies

 

Even when directed, Agencies are simply dragging their feet when it comes to data sharing

 

You’re your current “ Duty to Share “ dictate is going to meet the same fate !

 

There is only one thing that will break down these “ Data Silos “ , suggested in my following 10 YEAR old email
