Make in India ? Here is How

Expert  System  for  Projects 



DNA ( 13  Sept ) carries following news report :



“IT min adds dashboards to track Digital India schemes 24*7 “


Aiming to track real-time implementation of various schemes under Digital India programme, the Union Ministry of IT and Electronics plans to set up a live dashboard in the offices of all senior officials including the ministers.

The aim is to analyse real time statistics of all the existing schemes running and take speedy actions based on the performance as well as work on the problem areas, a senior ministry official told DNA Money.

" The  dashboard  will be set up in offices of Cabinet minister, minister of state and secretary in the IT ministry. It will provide real-time information for all the schemes. The target is to set it up by the end of this year, ",  the official said.

According to another official, dashboards will enable monitoring of various departments/programmes in the ministry. It has an ability to show performance metrics visually, besides measuring efficiencies and identifying gaps and negative trends.

The development of this digital research centre will allow citizens to interact through the internet anytime, from any location. Many services will be available to citizens with computers and Internet access round the clock.

Having taken this initiative , I urge you to persuade all the other Ministers to follow your example and implement my following suggestion ( earlier sent as E mail )

Nothing prettier than PERT  !


Economic Times ( 12 Oct 2015 ) carries a report titled :


" Panel set up for Innovation in Govt Projects "


As per this report, the Prime Minister has put together a team that will decide,


-  how government projects can be executed using cutting edge technologies and practices


The empowered committee for Innovative Collaborations was set up to incorporate the very latest solutions that science and technology has to offer


My Suggestion  :


*    When any Ministry submits any Project Proposal for Cabinet approval , it must be accompanied by a PERT ( Program Evaluation and Review Technique ) chart , clearly showing all the " Activities " lying along the CRITICAL PATH


 ( earlier known as the CRITICAL PATH METHOD )


 That PERT Chart must accompany a tabulation showing , for each " Activity ",


     #    Pessimistic Time

     #    Optimistic  Time , and the

     #    Most likely Time



     Since Admiral Rickover , introduced this mandatory requirement for awarding tender to build the first nuclear submarine, some 50 years ago , all US government departments follow this procedure for all govt contracts

   

*    Insist that all the government departments / contractors, responsible for execution of any of these "activities", update the PERT chart status online on the web site of the Project Monitoring Group
     
    

*   PERT charts for all the projects should be made visible to the general public



*   If there is any " slippage " in any activity lying on the CRITICAL PATH , the name of the department or contractor responsible , must appear in bold RED letters , against that activity

     

This is the only INNOVATION that we need , to ensure that the projects get completed in time and within budget




And 5 months after my first email to the Policy Makers , following is what I wrote to Niti Aayog, on , 07  May  2016 :




Dear  Sir  :


Economic Times (  05 May  ) talks about a PMO letter to NITI Aayog , as follows :


NITI Aayog is requested to undertake monthly monitoring of the implementation of decisions taken, create a dashboard for constant Monitoring, Evaluation and Review, and fix up outcome targets for all major schemes of infrastructure and social sectors for FY2016-17 and submit them to PMO by May 21, 2016  "


As you would have noticed in my earlier suggestion , the best results would be achieved , when department / ministry proposing the project is , itself made responsible for :


#   Preparing a comprehensive list of Project Activities and their " sequences " ( parallel or consequential )


#   Estimating " Time " , each activity will take to complete


#   Defining ( by name / designation / mobile number / email ID ) , those responsible for each activity


#   Uploading all of these DATA , in the PERT INPUT page on web site of NITI Aayog


#   Updating  the PERT CHART on daily basis



Entire idea is to put the ball in the court of these departments / ministries !


If created / maintained by NITI Aayog , the chart ( Dashboard ) would become an instrument of endless arguments !

From BHIM 3.0 to BHIM 7.0 ?



Not surprising considering that ,


#   India is a country in a hurry


#   NDA Ministers are an impatient lot ( - I say , a great VIRTUE  )


#   PM wants the bureaucracy to move at the Speed of the Bullet Train


#   Gadkariji has set a precedent by asking Auto Industry to jump from BS 4 to BS 6




Now , it seems the NDA government wants “ DIGITAL  PAYMENTS  ECO-SYSTEM “ to get into the 7th GEAR ( bypassing 4th / 5th / 6th  gears ! )



Let me explain


DNA ( 15 Sept ) carries following news report :



“ Bhim app to come pre-loaded in phones “


Mobile handset manufacturers have been asked by the government to pre-load smart phones with Bharat Interface for Money ( BHIM ) application , which has been developed by National Payments Corporation of India ( NPCI ) , to drive digital payments across country


According to a senior official from the ministry, this move , if implemented, is expected to spur the usage of mobile payments , ultimately pushing the government’s vision of a cashless society


The Ministry of IT and Electronics also plans to make BHIM , a SINGLE POINT for ALL MOBILE PAYMENTS via Bharat QR code which will be accepted across all merchants across platforms , including Mobile Wallets





In my following blog ( sent as E Mail to NDA Ministers on 14 APRIL 2017 ), I had suggested different stages of the evolution of BHIM , ranging from BHIM 4 to BHIM 10








At that time , only BHIM 3.0 had just got launched by PM



And  , in my above blog,


 “ From UPI [ Unified Payment Interface ] to UTI [ Unified Transaction Interface ] “


was detailed only at  BHIM Version 7.0



I don’t think that the government has given up on introduction of versions , BHIM 4 / BHIM 5 / BHIM 6  !  ( Look up blog for details )


I am sure , government has merely “ Re-arranged  Priorities “ !

Amitbhai : the Arbitrary ?



At first , it may appear so when you read the following news report ( DNA / 15 Sept ) :




“  BJP to show door to dud MPs in ’19  “



Performance sole factor as party starts zeroing in on candidates for LS polls


About 100 of the 282 BJP MPs are not likely to be fielded because of performance , age and other criteria….


With winnability factor taken care of, everything has boiled down to the choice of candidates on the basis of their ability to perform and show results . It may cost about 30 to 40 per cent of MPs ( who have been laggards ), their seats , as the party would like to choose people who can perform


Candidates will be judged on work in their constituencies , performance in Parliament and their effectiveness in promoting and implementing PM Modi’s flagship schemes such as Swachh Bharat Abhiyan , Jan Dhan Yojana , Start Up India , Stand Up India , Digital India and Housing for All




But I think Amitbhai is a very rational person !


To evaluate the performance of BJP MPs , he must have used some mechanism similar to my following blog ( sent as E Mail to NDA Ministers – and even to MPs , 2 YEARS ago !

ROMP - A Panacea ?


In past few years , our Lok Sabha has been repeatedly paralyzed by slogan shouting MPs


Perhaps , the past two weeks were the worst in the history of Lok Sabha , with no business conducted


Someone suggested that MPs be made to lose their salaries for this period , following the universally / legally accepted rule : No Work , No Pay


This won't work . Our crore-pati MPs could not care a hoot for loss of pay !


Only thing that might work :


A mobile app called , " ROMP / Recall Our MP " ( Idea for a Start-Up ? )


Only voters who qualify as follows , will be permitted to use this App , in order to recall an MP :


He must be on Electoral Roll


*  He must have actually voted ( even if NOTA ) , in the last general election


   { This criteria is bound to boost voting percentage to 95 %  ! No need to make voting compulsory  ! }
      

He can " Vote to Recall " , only MP who got elected from the constituency from where he cast his vote in last election

   

*  He can vote only if there is no Criminal charges filed against him


*  The App itself will accept his " Rating / Vote " only on two days of the year announced by the Election Commission for each constituency
   


Any other criteria that readers may wish to suggest ( crowd-sourcing )


ROMP will show following criteria , with " YES "  or "  NO " buttons against each :

Conditions governing use of  ROMP  :


*   It can be downloaded from the web site of Election Commission , upon filling up a form, requiring all kinds of proof that you are a genuine voter

    

*   Upon being satisfied ( that you are a genuine voter ) , the Server will  issue a User ID and Password, to log in before you can use the App.

    

     It would be better still , if biometric identification is integrated with the App , since AADHAR cards are already having such identification

     


*   ROMP can be downloaded only once

  
*   At least 66 % of the Voters who had actually voted in that Constituency during the last General Election , should take part in ROMP event for it to be considered valid
    
    
     
    

Only in case more than 2/3rd ( > 66 % ) of " Ratings " cast recommend Suspension or Recall , will the Election Commission / Speaker act according to People's Mandate

    

   

However , in case where those 66 % are divided between " Recall " and " Suspend " , then " Suspend " will prevail

    


Rating results will be made public on Election Commission web site on the next day and also published in leading Newspapers

   


I do believe that the present NDA government is keen to introduce / pass ,

RIGHT  TO  RECALL  BILL  "

in Lok Sabha as part of Electoral Reforms


Except that the combined opposition may defeat it in Rajya Sabha  !


Which MP would want to sign his own death-warrant  ?


But even without a legal backing , I feel ROMP would have a salutary effect on the behavior of our MPs , who would know that they are being watched, and their conduct is being evaluated ! - and will be made public  !




ROMP , along with my earlier suggested mobile Apps

will take us many steps closer to a Digital India

So that your decisions do not appear arbitrary , I urge you to launch the Mobile App ROMP ( or by whatever name appears more palatable ! )


Such an on-going / continuous ASSESSMENT of the MPs , by the Voters themselves , will ensure that there is no “ revolt “ by those who get “ dis-enfranchised “


It is still not too late !
