Opinions may differ : Logic is same



On 9th April , in my email to Cabinet Ministers / State Chief Ministers etc., I suggested following schedule for a “ Phased Re-opening “ of economy

Yesterday, Government released “ Revised Guidelines “ for what can open on 20th April and what must continue to remain CLOSED

 

In the first column of following TABULATION , you will notice reasonable correspondence between my suggestion ( of 9th April ) and government’s “ Revised Guidelines “ of yesterday


But then, my perception is bound to be “ Narrow and Local “, whereas the government’s perception is bound to be “ Broad and National “

 

Then there is no way, I could possibly, remember and list ALL the establishments


By the time the “ Second Phase (  20th April – 3rd May ) of lockdown gets over, I presume the Government will issue guidelines for establishments mentioned in the SECOND COLUMN ( 15th May )

In his speech to the nation on 14th morning, PM Shri Modiji , talked of an ASSESSMENT-based , RELIEF / TIGHTENING , system , for different areas based on their performance

In the meantime, I urge the readers to prepare similar tabulations and email to Cabinet Ministers

In his address to the nation yesterday, Shri Modiji said :


Till April 20 every district, thana and state will be minutely observed and a continuous assessment made on the efforts made and success of efforts, he explains.

The areas that are successful in controlling the outbreak till April 20th will be given some relief. But these will also be under strict conditions and any break with that will lead to a return to earlier position. The government will issue a guideline for this, he adds.”  {  Just issued a few minutes back }

The number of hotspots should not be allowed to increase at any cost, the Prime Minister says.

We must now delineate hotspots and observe diseases surveillance

We don’t know what parameters will constitute this ASSESSMENT  MODEL to decide which State – District – Thana , “ will be given some relief  “ after 20th April .


But here is my guess :

I presume that :

Ø  Graphs will be plotted / published on Covid web site ( for each of the above-mentioned parameter ) on a DAILY basis and TRENDS will be observed . This will provide a clear indication to the population of each Thana-District-State, what RELIEF ( if any ) , can be expected after 20th April


Each graph should have horizontal / broken lines to indicate UPPER CONTOL LIMIT / LOWER CONTROL LIMIT, based on Statistical Sampling Technique [ “ STRICT CONDITIONS “ in Shri Modi’s speech ? ]


If daily plot exceeds the Upper Control Limit [ UCL ] , on 3 days in a row, tougher compliance GUIDELINES, will be implemented



Ø  On COVID web site , government should also provide following DATA , for each Thana-District – State :

#   No of cities / towns with “ Population Density “ figure for each

#   No of Train Stations / Inter-State Bus Stations / Domestic Airports / International Airports

#   No of Migrant workers

#  No of Religious places – Entertainment places – Sports stadium – Cinema Halls etc

#  No of Hospitals – Nursing Homes – Mohalla clinics – Govt Health Centres – Labs etc

#  No of Medicine Stores

#  No of Healthcare Staff

#  No of Test Kits / PPE / Masks / Ventilators distributed to each State

To ensure a much better compliance with the just released GUIDELINES , I strongly suggest modifying the AAROGYA SETU mobile app as follows , for foolproof tracking of persons moving out of their homes :


Ø  Modified “ Aarogya Setu “ to be pre-installed on all Mobile phones , sold after 20th April

Ø  Auto updating of App where already installed so far

Ø  App will require entering PERSONAL details ( including Aadhar No / Address / Email ID ( optional ) etc)

Ø  When a person wants / needs to go out of house , he will enter :

#  Purpose for wanting to go out


#  Place / Person / Shop / Doctor etc. proposed to visit ( giving address / location )


#  Likely duration of staying out of the house



Ø  Within 1 minute, the concerned Authority will online  APPROVE or DISAPPROVE the request . In case of “ Dis-approval “ , Authority will suggest “ alternate time “ for visit


Ø  This “ APPROVED  /  DISAPPROVED “ status will appear on the mobile app


Ø  If stopped / questioned by Police , while a person is on the road, he will show the “ Status “


Ø  Even the Shop-owner / Doctor etc shall entertain only those persons having “Approved “ status


Ø  This modification will enforce “ Social Distancing “ , and prevent “ Crowding “ at any public pace


And , without losing any time ( debating the PRIVACY issue concerns which are totally irrelevant in the present situation ), I urge that the Central Government ask all Mobile Service Providers [ MSPs ], to furnish location data ( GPS based ) of all of their customers , in order to develop “ HEAT  MAPS “ as described below :

“In Google Maps, we use aggregated, anonymized data showing how busy certain types of places are — helping identify when a local business tends to be the most crowded.

We have heard from public health officials that this same type of aggregated, anonymized data could be helpful as they make critical decisions to combat COVID-19.”

Anyone can view the reports, which cover 131 countries to start.

In many locations, users can search for more regional data, examining reports for individual states, provinces, and counties.

After the user selects a geographic region, Google will generate a PDF with the data it has collected. Google said that it chose PDFs over web pages because they could be more easily downloaded and shared with workers in the field.
