In my email of 23rd March [ Mobiles
for Tracking Corona Movements ? ] ,
I had requested as follows :
“ Immediately phone up Prof. Ramesh Raskar - MIT
[ raskar@media.mit.ed ]
Ramesh Raskar's MIT Team Builds App That Tells If
Someone's Infected With COVID-19 Near You / https://privatekit.mit.edu/
- and implement Mobile
App developed by his team, by issue of an appropriate ORDINANCE , to be converted into
a Infection Protection Act , within 6 months “
------------------------------------
Thank you for accepting my request and launching yesterday , Mobile App .
Aarogya Setu
as per following news report :
Extract
:
Ø The ministry of
electronics and IT launched a mobile app on Thursday called AarogyaSetu which will help
people in identifying the risk of getting affected by the CoronaVirus.
Ø Once installed in a
smart phone, the app detects other nearby devices with AarogyaSetu
installed. The app can then calculate the risk of infection based on sophisticated
parameters if any of these
contacts is tested positive.
Ø "The App will
help the Government take necessary timely steps for assessing risk of spread of
COVID-19 infection, and ensuring isolation where required," it said.
=========================================================
I also came across following news-report , according to
which, as many as 11 MOBILE APPS have been launched by various State
Governments, to trace / track , persons affected by Covid-19
While welcoming these initiatives of the State
Governments , I find that :
Ø With
minor variations , most of these Apps are very similar in
their functions ( a lot of avoidable duplicated effort by State Agencies
working in “ isolation “ of one another )
There is URGENT need for a coordinated effort to better
utilize scarce human
resources of State Govts .
May be Health Ministry could ask all the
States to upload their ( App development )
proposals on its web site so duplication is avoided
Ø It
is not clear whether an App developed by one State can / will work equally well
by citizen of other states.
Ideally, any App must
work equally well across entire country. May be Health Ministry
guidelines
( for development of Apps ) should make this requirement
mandatory
Equally
ideally, ALL such Apps must work off a COMMON
BACKBONE , such as
IndiaStack , and “ Retrieve / Upload “ all data captured into a COMMON CENTRAL
DATABASE , which is
accessible ( anonymized / aggregated only ) to all State Health
Ministers .
NITI Aayog [ Dr V K Paul / vinodk.paul@gov.in
], has already prepared a “ Strategy
and Approach “ paper for a NATIONAL HEALTH STACK ,
as follows :
Ø Some
apps ( Test Yourself GOA / Test Yourself Puducherry etc ) , require the user to
manually enter their SYMPTOMS in the App , on their own – not an ideal
situation.
Ideally, such ENTRY ( of Symptoms ) should
be done by a qualified
Doctor after
examining
a person
Ø None
of the App can detect the Body Temperature of the user through a THERMAL SENSOR
( of course , this is not only a software problem but also needs a
pre-installed hardware in mobile phone )
