Green Credit Initiative at COP 28

Prime Minister Narendra Modi on Friday proposed that India host the United Nations-sponsored COP summit in 2028 as he sought to position the country as a global leader in climate action, launched a green credit initiative, and called for more inclusive policies that help developing countries stave off climate calamities.

 

“Despite India being home to 17% of world’s population, our share of global carbon emissions is lower than 4%. India is one of the very few economies that remains on track to achieve its climate targets,” he said.

In his speech, Modi proposed a green credits programme that he said will be more people oriented than the current system of carbon credits that are only money oriented, he said.

“From this platform, I am calling for another pro-planet, proactive and positive initiative and that is the green credits initiative. This is a mass campaign that goes beyond the commercial mind-set associated with carbon credits. It focuses on creating carbon sinks through people’s participation and I invite all of you to join this initiative,” he said.

 

The green credit programme — notified by the Centre in October — is a market-based mechanism designed to incentivise voluntary environmental actions across diverse sectors, by individuals, communities, private sector industries, and companies. Its governance framework is supported by an inter-ministerial steering committee and the Indian Council of Forestry Research and Education (ICFRE) will monitor the overall implementation. In its initial phase, the scheme will focus on water conservation and afforestation.


“You have supported me on issues of climate justice, climate finance and green credit when these have been raised by me. The world is convinced today that for welfare of humanity, everyone’s interest must be protected and everyone’s participation is essential. India has presented a model of development of striking of great balance between ecology and economy,” he said.


India achieved its emissions intensity related targets 11 years ahead of the committed time frame, he said.


“We have achieved our non-fossil fuel targets nine years ahead of the time frame. We have remained ambitious. We set targets to bring our emission intensity down to 45% by 2030 and we have decided that we will increase our share of non-fossil fuel sources to 50%. We shall continue to move ahead to achieve our goal of net zero emissions by 2070,” Modi added.


During a high-level event on the Green Credits Programme, Modi said the purview of carbon credits is very limited and pitched for a more “holistic” Green Credit. “The Green Credit Initiative has been conceptualised as a mechanism to incentivise voluntary pro-planet actions, as an effective response to the challenge of climate change,” he said.


In October, the Centre had notified two initiatives — a green credit programme for afforestation and water conservation projects and another on an ecomark scheme to promote “eco-friendly” products. To obtain green credits, companies must register their activities on www.moefcc-gcp.in.

Whereas most of our 30 Crore households can contribute in “ Water Conservation “ , it is not possible for all of them to engage in “ Afforestation “

But most of them use electricity and have Electric Meters installed in their buildings

It is now possible for them to minimize their usage of electric power through use of SMART electric meters of the type suggested in my following e-mail :

The two private power distribution companies that operate in in the city have each covered over 16% of their consumer base with smart meters, which are said to be based on AI and ensure accurate readings and also hourly monitoring of consumption, prompting the saving of electricity

These consumers are receiving services powered by smart meters , which work with artificial intelligence and machine learning technology.
This allows customers to optimise their appliance usage and track consumption in real time.

Now, such readings will be directly transmitted to the main control centre via smart meters
It will also help define time of day (ToD) tariff based on consumption patterns, and encourage citizens to consume electricity
tariff is low (non-peak) during the day.

Having availability of Smart Meters capable of “ work with artificial intelligence and machine learning technology “ , I urge you to direct your concerned Ministers to implement my following suggestion for enabling 30 crore household to earn “ GREEN CREDITS “ , automatically / dynamically and round the clock :

                    Here is a partial list of domestic appliances which consume electricity ( apart from LED bulbs ) :

TV sets – Refrigerators – Air Conditioners – Fans – Deep Freezers – Ovens – Electric Stoves – Mixers – Computers – Cloths Washing Machines – Dish Washers – Radios – Tablets – Robotic Floor Sweepers – Massagers – etc

                 By 2030, all of these must be made “ Energy Efficient Appliances “ , certified by Bureau of Energy

                 Efficiency [ BEE ]

         Just as was done in respect of ICE vehicles ( BS IV > BS VI compliance ), all electric Appliance Manufacturers   must be mandated to switch over to manufacture of only BEE certified appliances in 4 phases ( April 2022 – 24 – 26- 28 )

              Each such appliance MUST be pre-installed / integrated with SENSORS which will continuously monitor its,

#   State of Usage ( ON or OFF )

#   Rate of Consumption of electricity ( Units )

These INTERNET-CONNECTED appliances will continuously relay / transmit these data to the SMART ELECTRIC METER installed in each home

In turn, each SMART METER will relay / transmit to concerned DISCOM ( and to any other specified govt agency servers ), such usage / consumption data, through Internet ( IoT / Internet of Everything ).

These data-transfer will be separate for EACH INDIVIDUAL APPLIANCE

This will enable DISCOM / concerned Agencies, to know / monitor, IN-EFFICIENT appliances, operating above the CERTIFIED THRESHOLD for each type of appliance

Appliances operating “ above “ the threshold, will be assigned / allotted “ CARBON DEBITS “ , whereas those operating “ below “ the threshold, will be assigned “ CARBON CREDITS “

If the NET of these two is POSITIVE ( + ), that home will be incentivized by a lower tariff – and vice-versa

This model ( of INCENTIVIZATION ) must be further strengthened by measuring the amount of ROOF TOP Solar Power , flowing into the SMART METER , with appropriate linkages to CARBON CREDIT

This linkage will motivate a large number of households to install ROOF TOP solar panels

This scheme will enable us to take the CARBON MARKET / CARBON CREDIT / CARBON FINANCE concept, right inside our 290 MILLION households !

All manufacturers of House-hold Electric Meters must be told to manufacture only SMART ELECTRIC METERS , starting April 2022

                  All DISCOMS to replace existing meters in each and every home, with a SMART METER, by April 2024

     This is only a CONCEPTUAL FRAMEWORK whose details are not difficult to work out

A team of scientists from MIT and several University of California campuses, together with AI technology company Aizip, say that they can get large AI models, like the one that ChatGPT runs on, to essentially replicate automatically.
